In December 2015 Clinco was appointed to the Governing Board of Pima Community College. Clinco was elected in 2016 to serve a full term and in January 2018 was elected chairman of the college's Governing Board. Under Clinco's leadership the college initiated large-scale bond projects focusing on workforce development and career technical education. During this period the college underwent a significant educational and physical transformation with the construction of major buildings including Centers of Excellence in applied technology,advanced manufacturing,automotive,aviation,and allied health. In 2019 Clinco relaunched and led the reorganization of the Arizona Association of Community College Trustees serving as the president. Clinco has served on numerous local,statewide,national and international boards.

From 2015 to 2019,he was a member of the Arizona House of Representatives representing District 11. Previously,Patricia Noland served as both the town manager and town clerk for Oro Valley,Arizona,from 1982 to 1983. The 55th Arizona State Legislature,consisting of the Arizona Senate and the Arizona House of Representatives,is the current legislative session constituted in Phoenix on January 11,2021,during the second two years of Doug Ducey's second full term in office. Both the Senate and the House membership remained constant at 30 and 60,respectively. In the November 2020 Senate election,Democrats gained one seat,leaving the Republicans with a 16–14 majority. Republicans maintained an unchanged 31–29 majority in the House after the November 2020 House election.
