Thomas Scott Garrett (born July 22,1956) is an American politician. He served on the Lynchburg,Virginia city council from 2006 until 2010,when he entered the Virginia House of Delegates,where until 2020 he represented the 23rd district,made up of parts of Amherst and Bedford Counties and Lynchburg. He is a member of the Republican Party. [1]
Garrett received an M.D. degree from the University of Virginia in 1984,and has been a practicing general surgeon in the Lynchburg area since 1989. [1] [2]

Lacey Edward Putney was an American politician. He was a member of the Virginia House of Delegates from January 1962 until January 2014,making him the longest-serving member in the history of the Virginia General Assembly and one of the longest-serving state legislators in American history. He represented a district centered around his hometown of Bedford for his entire career,and at various times represented parts of neighboring Bedford and Botetourt counties.
Shannon Rutter Valentine served as the Secretary of Transportation for Virginia from 2018 to 2022. She was appointed Secretary of Transportation by Governor Ralph Northam in January 2018,and oversaw a $5 billion multimodal transportation system crossing seven agencies with more than 10,000 employees. As Secretary,she also serves as Chair of the Commonwealth Transportation Board (CTB). Valentine served previously in the Virginia House of Delegates 2006–2010,representing the 23rd district,made up of the city of Lynchburg,Virginia and part of Amherst County,serving on the House Transportation and Courts of Justice Committees. Following an assignment as a Director of the Transportation Policy Council in 2013 for then Governor-elect Terry McAuliffe's transition team,Valentine was appointed as the Lynchburg District representative to the CTB in May 2014. During this time,she created the first Regional Connectivity Study in Virginia that correlated transportation decisions with workforce,business expansion and recruitment and investment,covering eight modes of transportation. Her legislative priorities focused on transportation,economic development,education,and ethics. She led bipartisan efforts to create transparent government,expand clean energy production,and invest in intercity passenger rail service for the first time in Virginia's history. She is a member of the Democratic Party.
Terry Gene Kilgore is an American attorney and politician. A Republican,he was elected to the Virginia House of Delegates in 1993,and became chair of the Commerce and Labor committee in 2008. He currently represents the 1st district in the far southwestern corner of the state,near Cumberland Gap. District 23 represents part of the city of Lynchburg and parts of Amherst and Bedford counties. The seat is currently held by Republican Wendell Walker,who succeeded T. Scott Garrett after he did not seek reelection in the 2019 election.
