The Treaty of Watertown, the first foreign treaty concluded by the United States of America after the adoption of the Declaration of Independence, was signed on July 19, 1776, in the Edmund Fowle House in the town of Watertown, Massachusetts Bay. The treaty established a military alliance between the United States and the St. John's and some of the Mi'kmaw bands against Great Britain for the early years of the American Revolutionary War. [1] Seven Mi'kmaw bands chose to decline the American treaty. [2] The Mi’kmaq People were in praxis with three virtues that are the supremacy of the Great Spirit, respect for Mother Earth, and people power that were based on their cultural ways of life before contact with early European settlers. [3]
While the youthful nation of the United States was seeking more manpower for the fight against the British rule. The collective fight would decrease the British monarchy’s authority, invoke a new sovereignty of leadership with democracy, and make relations with the Mi’kmaq and the First Nations of neighboring Canada. [4]
Three years later, on 7 June 1779, the Mi'kmaq "delivered up" the Watertown treaty to Nova Scotia Governor Michael Francklin and re-established all the Mi'kmaw bands loyalty to the British. [5] [6] After the British resounding victory over the American Penobscot Expedition, according to Mi'kmaw historian Daniel Paul, Mi'kmaq in present-day New Brunswick renounced the Watertown treaty and signed a treaty of alliance with British on 24 September 1779. [4] [7] [8]
The treaty was signed by the Provincial Council of Massachusetts Bay (then a colony in rebellion, not yet a State, which it would become with the signing of the Treaty of Watertown 1776), "in behalf of said State, and the other united States of America," A copy of the newly signed Declaration of Independence was delivered by courier to the treaty conference at the Meeting House in Watertown, where it was read to the Wabanaki representatives before it was proclaimed from the balcony of the Old State House in nearby Boston. After the Declaration had been translated, the Indigenous delegates said, "We like it well." [9] The preamble of the treaty quotes verbatim from the conclusion of the Declaration of Independence, asserting for the thirteen colonies "that as Free and Independent States they have full power to levy War, conclude Peace, contract Alliances, establish Commerce, and to do all other Acts & Things which Independent States may of Right do." [10]
Under the terms of the treaty, the Mi'kmaq and St. John's Tribes (Maliseet and Passamaquoddy) committed to "supply and furnish 600 strong men...or as many as may be" for service in the Continental Army. (600 Indigenous fighters from the Wabanaki confederacy was a significant reduction from the 1200 fighters estimated to be available during the French and Indian War. [11] There were 5000 British troops in Nova Scotia by 1778. [12] ) Mi’kmaq People had a vast knowledge of their traditional homelands. Their battle tactics were practiced with fearlessness and a duty of dedication was demonstrated on the forefront as they left their homelands, families, and cultural responsibilities to serve. [4] Although the Treaty of Watertown was based on friendship for the early colonist state of Massachusetts Bay and the neighboring Indians but the value payment of services was not disclosed in article eight of the treaty. [4]
Three of the six Mi'kmaq delegates who signed the treaty "manfully and generously" volunteered to enlist immediately. The treaty also notes that their pay would commence upon their arrival at Washington's camp in New York. Tribal forces formed an "American Battalion" in the Battle of Fort Cumberland (November 22 – December 28, 1776). They also protected the Maine border and launched other attacks against British installations. [13] Since 1995, the town of Watertown, Massachusetts has held an annual Treaty Day celebration.
Mi'kmaw historian Daniel N. Paul notes many individual Mi'kmaq did indeed volunteer and serve with the Continental army as per the terms of the Treaty. However the Signators who signed on were representing only their bands; its part of Mi'kmaq Treaty protocol that each bands was Sovereign and could sign Nation to Nation agreements; then they would return home to present the agreements to the Grand Council, the Council of Women, and finally to all citizens, which if consensus occurred, the newly signed Treaty would be ratified District by District. The Watertown Treaty was never fully ratified by all Mi'kmaq bands until modern times. Following the original signing of the Treaty, it was ratified by all the bands of the Maliseets in a plebiscite.
The Treaty of Watertown is still honored today: all Mi'kmaq are allowed to join the US Armed Forces, regardless of the Nation of their birth. These warriors who have gone to Iraq and Afghanistan, and many other places around the world are celebrated.[ citation needed ]
The traditional names of the Wabanaki are the People of the Dawn Land or the People of the Dawn. Their homelands are located in the northeast region of the United States in Maine and they have federal recognition status with the U.S. government. [14]
The Treaty of Watertown is still being referenced as the first treaty with an Indigenous tribe and the First Nations between the United States during the Revolutionary War. [15]
King George's War (1744–1748) is the name given to the military operations in North America that formed part of the War of the Austrian Succession (1740–1748). It was the third of the four French and Indian Wars. It took place primarily in the British provinces of New York, Massachusetts Bay, New Hampshire, and Nova Scotia. Its most significant action was an expedition organized by Massachusetts Governor William Shirley that besieged and ultimately captured the French fortress of Louisbourg, on Cape Breton Island in Nova Scotia, in 1745. In French, it is known as the Troisième Guerre Intercoloniale or Third Intercolonial War.
The Mi'kmaq are a First Nations people of the Northeastern Woodlands, indigenous to the areas of Canada's Atlantic Provinces, primarily Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland, and the Gaspé Peninsula of Quebec as well as Native Americans in the northeastern region of Maine. The traditional national territory of the Mi'kmaq is named Miꞌkmaꞌki.
Dummer's War (1722–1725) was a series of battles between the New England Colonies and the Wabanaki Confederacy, who were allied with New France. The eastern theater of the war was located primarily along the border between New England and Acadia in Maine, as well as in Nova Scotia; the western theater was located in northern Massachusetts and Vermont in the frontier areas between Canada and New England.
The Treaty of Portsmouth, signed on July 13, 1713, ended hostilities between Eastern Abenakis, a Native American tribe and First Nation and Algonquian-speaking people, with the British provinces of Massachusetts Bay and New Hampshire. The agreement renewed a treaty of 1693 the natives had made with Governor Sir William Phips, two in a series of attempts to establish peace between the Wabanaki Confederacy and colonists after Queen Anne's War.
The Wabanaki Confederacy is a North American First Nations and Native American confederation of five principal Eastern Algonquian nations: the Abenaki of St. Francis, Mi'kmaq, Wolastoqiyik, Passamaquoddy (Peskotomahkati) and Penobscot.
Mi'kma'ki or Mi'gma'gi is composed of the traditional and current territories, or country, of the Mi'kmaq people, in what is now Nova Scotia, New Brunswick and eastern Quebec, Canada. It is shared by an inter-Nation forum among Mi'kmaq First Nations and is divided into seven geographical and traditional districts with Taqamkuk being separately represented as an eighth district, formerly joined with Unama'ki. Mi'kma'ki and the Mi'kmaw Nation are one of the confederated entities within the Wabanaki Confederacy.
The siege of Grand Pré happened during Father Le Loutre's War and was fought between the British and the Wabanaki Confederacy and Acadian militia. The siege happened at Fort Vieux Logis, Grand-Pré. The native and Acadia militia laid siege to Fort Vieux Logis for a week in November 1749. One historian states that the intent of the siege was to help facilitate the Acadian Exodus from the region.
The Battle of Winnepang occurred during Dummer's War when New England forces attacked Mi'kmaq at present day Jeddore Harbour, Nova Scotia. The naval battle was part of a campaign ordered by Governor Richard Philipps to retrieve over 82 New England prisoners taken by the Mi'kmaq in fishing vessels off the coast of Nova Scotia. The New England force was led by Ensign John Bradstreet and fishing Captain John Elliot.
The Raid on Dartmouth (1749) occurred during Father Le Loutre's War on September 30, 1749 when a Mi'kmaw militia from Chignecto raided Major Ezekiel Gilman's sawmill at present-day Dartmouth, Nova Scotia, killing four workers and wounding two. This raid was one of seven the Wabanaki Confederacy and Acadians would conduct against the settlement during the war.
Daniel Nicholas Paul,, was a Canadian Miꞌkmaq elder, author, columnist, and human rights activist. Paul was perhaps best known as the author of the book We Were Not the Savages. Paul asserts that this book is the first such history ever written by a First Nations citizen. The book is seen as an important contribution to the North American Indian movement. One writer stated, "It's a Canadian version of Dee Brown's bestseller Bury My Heart at Wounded Knee and, as such, served a valuable purpose in raising public consciousness about Miꞌkmaq history, identity, and culture."
The Northeast Coast campaign (1745) occurred during King George's War from 19 July until 5 September 1745. Three weeks after the British Siege of Louisbourg (1745), the Wabanaki Confederacy of Acadia retaliated by attacking New England settlements along the coast of present-day Maine below the Kennebec River, the former border of Acadia. They attacked English settlements on the coast of present-day Maine between Berwick and St. Georges, within two months there were 11 raids - every town on the frontier had been attacked. Casco was the principal settlement.
The Northeast Coast campaign (1723) occurred during Father Rale's War from April 19, 1723 – January 28, 1724. In response to the previous year, in which New England attacked the Wabanaki Confederacy at Norridgewock and Penobscot, the Wabanaki Confederacy retaliated by attacking the coast of present-day Maine that was below the Kennebec River, the border of Acadia. They attacked English settlements on the coast of present-day Maine between Berwick and Mount Desert Island. Casco was the principal settlement. The 1723 campaign was so successful along the Maine frontier that Dummer ordered its evacuation to the blockhouses in the spring of 1724.
The Burying the Hatchet ceremony happened in Nova Scotia on June 25, 1761 and was one of many such ceremonies in which the Halifax Treaties were signed. The treaties ended a protracted period of warfare which had lasted more than 75 years and encompassed six wars between the Mi'kmaq people and the British. The Burying the Hatchet ceremonies and the treaties that they commemorated created an enduring peace and a commitment to obey the rule of law.
Treaty Day is celebrated by Nova Scotians annually on October 1 in recognition of the Treaties signed between the British Empire and the Mi'kmaq people. The first treaty was signed in 1725 after Father Rale's War. The final Halifax Treaties of 1760–61, marked the end of 75 years of regular warfare between the Mi'kmaq and the British. The treaty making process of 1760–61, ended with the Halifax Treaties (1760–61).
The military history of the Mi'kmaq consisted primarily of Mi'kmaq warriors (smáknisk) who participated in wars against the English independently as well as in coordination with the Acadian militia and French royal forces. The Mi'kmaq militias remained an effective force for over 75 years before the Halifax Treaties were signed (1760–1761). In the nineteenth century, the Mi'kmaq "boasted" that, in their contest with the British, the Mi'kmaq "killed more men than they lost". In 1753, Charles Morris stated that the Mi'kmaq have the advantage of "no settlement or place of abode, but wandering from place to place in unknown and, therefore, inaccessible woods, is so great that it has hitherto rendered all attempts to surprise them ineffectual". Leadership on both sides of the conflict employed standard colonial warfare, which included scalping non-combatants. After some engagements against the British during the American Revolutionary War, the militias were dormant throughout the nineteenth century, while the Mi'kmaq people used diplomatic efforts to have the local authorities honour the treaties. After confederation, Mi'kmaq warriors eventually joined Canada's war efforts in World War I and World War II. The most well-known colonial leaders of these militias were Chief (Sakamaw) Jean-Baptiste Cope and Chief Étienne Bâtard.
The military history of the Acadians consisted primarily of militias made up of Acadian settlers who participated in wars against the English in coordination with the Wabanaki Confederacy and French royal forces. A number of Acadians provided military intelligence, sanctuary, and logistical support to the various resistance movements against British rule in Acadia, while other Acadians remained neutral in the contest between the Franco–Wabanaki Confederacy forces and the British. The Acadian militias managed to maintain an effective resistance movement for more than 75 years and through six wars before their eventual demise. According to Acadian historian Maurice Basque, the story of Evangeline continues to influence historic accounts of the expulsion, emphasising Acadians who remained neutral and de-emphasising those who joined resistance movements. While Acadian militias were briefly active during the American Revolutionary War, the militias were dormant throughout the nineteenth century. After confederation, Acadians eventually joined the Canadian War efforts in World War I and World War II. The most well-known colonial leaders of these militias were Joseph Broussard and Joseph-Nicolas Gautier.
The Maliseet militia was made up of warriors from the Maliseet of northeastern North America. Along with the Wabanaki Confederacy, the French and Acadian militia, the Maliseet fought the British through six wars over a period of 75 years. They also mobilized against the British in the American Revolution. After confederation, Maliseet warriors eventually joined Canada's war efforts in World War I and World War II.
St. Aspinquid's Chapel was established by Priest Louis-Pierre Thury at Chebucto in the late 17th century. The chapel is a natural stone amphitheatre located by Chain Rock Battery on the Northwest Arm at Point Pleasant Park. There are numerous notable people interred in the burial grounds around the chapel and it is also the location of the Mi’kmaq celebration of the Feast of St. Aspinquid, which was conducted through much of the 18th century. During the French and Indian War two Mi'kmaw chiefs fought each other in a battle near the chapel (1760).
The Peace and Friendship Treaties were a series of written documents that Britain signed bearing the Authority of Great Britain between 1725 and 1779 with various Mi’kmaq, Wolastoqiyik (Maliseet), Abenaki, Penobscot, and Passamaquoddy peoples living in parts of what are now the Maritimes and Gaspé region in Canada and the northeastern United States. Primarily negotiated to reaffirm the peace after periods of war and to facilitate trade, these treaties remain in effect to this day.
The Province of Nova Scotia was heavily involved in the American Revolutionary War (1776–1783). At that time, Nova Scotia also included present-day New Brunswick until that colony was created in 1784. The Revolution had a significant impact on shaping Nova Scotia, "almost the 14th American Colony". At the beginning, there was ambivalence in Nova Scotia over whether the colony should join the Americans in the war against Britain. Largely as a result of American privateer raids on Nova Scotia villages, as the war continued, the population of Nova Scotia solidified their support for the British. Nova Scotians were also influenced to remain loyal to Britain by the presence of British military units, judicial prosecution by the Nova Scotia Governors, and the efforts of Reverend Henry Alline.
