Tropical Storm Fay was the sixth named storm of the 2002 Atlantic hurricane season; it was a moderate tropical storm which caused flooding in parts of Texas and Northern Mexico. It formed from a trough of low pressure that moved south into the Gulf of Mexico, and became stationary. A low pressure center developed along this trough, and on September 5, a Hurricane Hunter aircraft reported that the system had gained sufficient organization to be classified a tropical depression, 95 miles (153 km) southeast of Galveston. [1] The depression drifted south-southwest while strengthening, reaching its peak strength of 60 miles per hour (97 km/h) on the morning of September 6. [2] The system then made an abrupt turn to the west-northwest, and remained steady in strength and course until landfall the next day, near Matagorda. [3] The system weakened rapidly after landfall degenerating into a remnant low on September 8, but the storm's circulation survived for another three days. [1]

The storm caused extremely heavy rainfall in inland areas; damage totaling $4.5 million (2002 USD), though there is no deaths occurred as a result of Fay. [1]

Meteorological history

In the first few days of September 2002, an upper-level trough emerged in the Gulf of Mexico and stalled. [1] Thunderstorms developed along the trough and concentrated around a weak low pressure system. Slowly, the trough and associated low pressure drifted south into the warm waters of the Gulf of Mexico. A low pressure area in the northwest Gulf of Mexico became the dominant circulation and slowly developed persistent convection near the center. On September 5, a reconnaissance aircraft investigated the system. During the flight, a low-level center became evident and some deep convection persisted; as a result, it was classified as a tropical depression. [1] Wind shear within the Gulf of Mexico was weak and remained favorable to tropical cyclone formation. [4] A reconnaissance flight later that day discovered an ill-defined circulation which led to low confidence of the location of the center of circulation. However, enough convection persisted for the depression to be upgraded into Tropical Storm Fay that evening. [5]

Stationary in movement, the associated convection became removed from the center of circulation; despite this, the system gradually intensified. [2] [6] On September 6, the storm reached its peak intensity of 60 mph (100 km/h). Light wind shear prevented Fay from intensifying further, and the gradual movement was dictated by a weak mid-level ridge to the north. [2] [6] A low pressure system to the south of Fay produced wind shear and resulted in decreased convection on the southern half of the circulation, with the majority of convective activity located on the northern half. [7] Fay soon became disorganized which prompted National Hurricane Center forecaster Avila to state, "[Fay] rather resembles a subtropical storm". [8] Fay moved little, and intensified slightly late on September 6. [8] [9]

On September 7, Fay began to drift northwest towards the Texas coast as its rainbands reached the northwest portion of the Texas coastline. [10] Fay accelerated towards the Texas coast and made landfall early that day. The storm meandered throughout inland Texas, and as the system moved inland, forward speed decreased and Fay weakened to a tropical depression. The last advisory was issued on Fay later on the same day, and the storm degenerated into a remnant low on September 8, although the depression's remnants persisted for a few more days just inland of the Texas Coast. [3] [11] On September 11, Fay's remnants dissipated to the northwest of Monterrey, Mexico. [1]

Preparations

Coinciding with the development of the tropical depression, forecasters issued a tropical storm warning for parts of the Texas coast. [4] When the depression was upgraded into Tropical Storm Fay, the warnings were extended from Matagorda, Texas to coastal Louisiana. On September 8, forecasters extended the warnings to Port Aransas, Texas, and areas from Port O'Connor to High Island, Texas were put under a hurricane watch as the storm was forecast to reach hurricane strength before making landfall. However, the hurricane watch for those areas were discontinued when Fay failed to reach hurricane strength. [1] In addition, coastal Texas as well as coastal Louisiana were under a coastal flood warning, [11] while parts of inland Texas were under flash flood warnings and flood warnings. [11]

Schools closed in Galveston and High Island on September 6 in anticipation of the storm, and voluntary evacuation orders were put into effect along low-lying coastal areas. [12] Some grocery stores in Angleton reported supply shortages. [13]

In Louisiana and Mississippi, effects were minor, and limited to moderate rain up to three inches (76 mm). [14]

The effects in Texas were moderate to severe in some locations, with flooding being the main source of damage. In total, 400 houses sustained damage from flooding. [15] [16] Along the coast, a waterspout spawned by Fay made landfall, and caused minor damage along the northern end of Galveston Island. [17] Storm surge along the Texas coast was 4.5 feet (1.1 m) above the normal high tide. [18] Peak rainfall throughout the area was in the range of 10-15 inches (250–380 mm). [18] Severe damage resulted from Fay in Sweeny, where about 1,000 homes and businesses were damaged by the storm, and there was $3.5 million (2002 USD) in damage. Rainfall totals up to 24 inches (600 mm) caused severe flash flooding there, and in areas near there. Another area that received severe damage from Fay was Matagorda County, where flooding from the storm left $1.3 million (2002 USD) in damage to roads and public facilities.

Twelve tornadoes were reported during Fay's landfall. The most notable one destroyed a mobile home, and damaged a barn. [1] Heavy rain from Fay's remnants also dropped 23 inches (50–75 mm) of rain over Frio County. Rainfall of 8 inches (200 mm) was reported near the Atascosca County line with an isolated report of 12 inches (300 mm) in other areas. The rainfall caused severe flashflooding which forced people to flee to roof tops. Damage to buildings, roads and crops totaled up to $800,000 (2002 USD). [19]

In Mexico, effects were mostly related to rainfall. Up to 16 inches (400 mm) of rain fell in some areas. [14] When Fay flooded areas such as Nuevo Laredo, Tamaulipas, 100 families were evacuated from their homes, and 120 people were stranded in hotels. It was reported that 10 trees fell in Nuevo Laredo, but causing little or no damage. Also, the Rio Grande flooded its banks to 3.3 meters (10 ft) above flood stage. 300 families were reported to be not able to return to their homes for several weeks as a result of the flooding. [20]

Aftermath

Nine counties in Texas were declared disaster areas after Tropical Storm Fay: Brazoria, Frio, Galveston, La Salle, Live Oak, Matagorda, Nueces, San Patricio and Wharton. The declaration enabled business owners and residents to apply for federal and state government aid programs. [21] [22] Disaster housing checks handed out after the storm totaled to over $2.7 million (2002 USD) and the Federal Emergency Management Agency (FEMA) had carried out over 2,700 home and building inspections. Non-government relief programs such as The Individual and Family Grant Program had distributed over $400,000 (2002 USD) in checks, and over $1 million (2002 USD) in relief funds. The Small Business Administration also funded over $250,000 (2002 USD) in relief aid. [23] After Tropical Storm Fay, the Internal Revenue Service (IRS) announced that they would apply special tax relief for the nine counties in Texas that were declared disaster areas. [24]

Hurricane Alicia

Hurricane Alicia was a small but powerful tropical cyclone that caused significant destruction in the Greater Houston area of Southeast Texas in August 1983. Although Alicia was a relatively small hurricane, its track over the rapidly growing metropolitan area contributed to its $3 billion damage toll, making it the costliest Atlantic hurricane at the time. Alicia spawned from a disturbance that originated from the tail-end of a cold front over the northern Gulf of Mexico in mid-August 1983. The cyclone was named on August 14 when it became a tropical storm, and the combination of weak steering currents and a conducive environment allowed Alicia to quickly intensify as it drifted slowly westward. On August 17, Alicia became a hurricane and continued to strengthen, topping out as a Category 3 major hurricane as it made landfall on the southwestern end of Galveston Island, Texas. Alicia's eye passed just west of Downtown Houston as the system accelerated northwestwards across East Texas; Alicia eventually weakened into a remnant area of low pressure over Oklahoma on August 20 before they were last noted on August 21 over eastern Nebraska.

Tropical Storm Allison Atlantic tropical cyclone

Tropical Storm Allison was a tropical storm that devastated southeast Texas in June of the 2001 Atlantic hurricane season. An arguable example of the "brown ocean effect", Allison lasted unusually long for a June storm, remaining tropical or subtropical for 16 days, most of which when the storm was over land dumping torrential rainfall. The storm developed from a tropical wave in the northern Gulf of Mexico on June 4, 2001, and struck the upper Texas coast shortly thereafter. It drifted northward through the state, turned back to the south, and re-entered the Gulf of Mexico. The storm continued to the east-northeast, made landfall on Louisiana, then moved across the southeast United States and Mid-Atlantic. Allison was the first storm since Tropical Storm Frances in 1998 to strike the northern Texas coastline.

The 2002 Atlantic hurricane season was a near-average Atlantic hurricane season. It officially started on June 1, 2002 and ended on November 30, dates which conventionally limit the period of each year when most tropical cyclones develop in the Atlantic Ocean. The season produced fourteen tropical cyclones, of which twelve developed into named storms; four became hurricanes, and two attained major hurricane status. While the season's first cyclone did not develop until July 14, activity quickly picked up: eight storms developed in the month of September. It ended early however, with no tropical storms forming after October 6—a rare occurrence caused partly by El Niño conditions. The most intense hurricane of the season was Hurricane Isidore with a minimum central pressure of 934 mbar, although Hurricane Lili attained higher winds and peaked at Category 4 whereas Isidore only reached Category 3.

2000 Atlantic hurricane season Hurricane season in the Atlantic Ocean

The 2000 Atlantic hurricane season was a fairly active hurricane season, but featured the latest first named storm in a hurricane season since 1992. The hurricane season officially began on June 1, and ended on November 30. It was slightly above average due to a La Niña weather pattern although most of the storms were weak. The first cyclone, Tropical Depression One, developed in the southern Gulf of Mexico on June 7 and dissipated after an uneventful duration. However, it would be almost two months before the first named storm, Alberto, formed near Cape Verde; Alberto also dissipated with no effects on land. Several other tropical cyclones—Tropical Depression Two, Tropical Depression Four, Chris, Ernesto, Nadine, and an unnamed subtropical storm—did not impact land. Five additional storms—Tropical Depression Nine, Florence, Isaac, Joyce, and Leslie—minimally affected land areas.

2007 Atlantic hurricane season hurricane season in the Atlantic Ocean

The 2007 Atlantic hurricane season was a slightly above-average season, featuring many weak and short-lived storms. Despite the high activity of weak storms during 2007, it was the first season to feature more than one Category 5 landfalling hurricane, a feat that would not be matched until ten years later. It produced 17 tropical cyclones, 15 tropical storms, six hurricanes, and two major hurricanes. It officially started on June 1 and ended on November 30, dates which conventionally delimit the period during which most tropical cyclones form in the Atlantic Ocean, although as shown by Subtropical Storm Andrea and Tropical Storm Olga in early May and early December, respectively, the formation of tropical cyclones is possible at any time of the year. The first system, Subtropical Storm Andrea, developed on May 9, while the last storm, Tropical Storm Olga, dissipated on December 13. The most intense hurricane, Dean, is tied for the eighth most intense Atlantic hurricane ever recorded as well as the fourth most intense Atlantic hurricane at landfall. The season was one of only seven on record for the Atlantic with more than one Category 5 hurricane. It was the second on record in which an Atlantic hurricane, Felix, and an eastern Pacific hurricane, Henriette, made landfall on the same day. September had a then record-tying eight storms, until it was surpassed in 2020. However, the strengths and durations of most of the storms were low.

Hurricane Bret 1999 Category 4 Atlantic hurricane

Hurricane Bret was the first of five Category 4 hurricanes that developed during the 1999 Atlantic hurricane season and the first tropical cyclone since Hurricane Jerry in 1989 to make landfall in Texas at hurricane intensity. Forming from a tropical wave on August 18, Bret slowly organized within weak steering currents in the Bay of Campeche. By August 20, the storm began to track northward and underwent rapid intensification on August 21. After this period of strengthening, Bret attained its peak intensity with winds of 145 miles per hour (233 km/h) and a barometric pressure of 944 mbar (hPa; 27.9 inHg). Later that day, the storm weakened to a Category 3 hurricane and made landfall on Padre Island, Texas. Shortly thereafter, the storm weakened further, becoming a tropical depression 24 hours after moving inland. The remnants of the storm eventually dissipated early on August 26 over northern Mexico. Bret was the first major hurricane to form in the Gulf of Mexico since Hurricane Alicia, 16 years ago

Hurricane Claudette (2003) Category 1 Atlantic hurricane

Hurricane Claudette was a moderately strong tropical cyclone that struck South Texas in July 2003. A fairly long-lived July Atlantic hurricane, Claudette was the fourth depression, third tropical storm and first hurricane of the 2003 Atlantic hurricane season. Claudette began as a tropical wave in the eastern Caribbean. It moved quickly westward, brushing past the Yucatán Peninsula before moving northwestward through the Gulf of Mexico. Claudette remained a tropical storm until just before making landfall in Port O'Connor, Texas, when it quickly strengthened to a strong Category 1 hurricane on the Saffir-Simpson Hurricane Scale. Forecasting of its path and intensity was uncertain throughout its lifetime, resulting in widespread and often unnecessary preparations along its path.

Tropical Storm Frances (1998)

Tropical Storm Frances caused extensive flooding in Mexico and Texas in September 1998. The sixth tropical cyclone and sixth named storm of the annual hurricane season, Frances developed from a low pressure area in the Gulf of Mexico on September 8. The cyclone moved northward through the western Gulf of Mexico, making landfall across the central Texas coastline before recurving across the Midwest through southeast Canada and New England. A large tropical cyclone for the Atlantic Basin, yet an average sized system by western Pacific standards, the storm produced heavy rains across the Isthmus of Tehuantepec, Texas, western Louisiana and the Great Plains.

Tropical Storm Charley (1998)

Tropical Storm Charley was the third named storm of the 1998 Atlantic hurricane season. Charley was the first of two tropical storms to make landfall in Texas during that season. The storm originated with a tropical wave that moved off the West African coast on August 9. The wave moved generally west-northwestward, producing occasional bursts of convection, finally arriving in the southeastern Gulf of Mexico by August 19, when animated satellite images began to indicate it had possibly developed a low pressure center. Hurricane Hunter investigations into the system the next day revealed that this was not the case. The system lingered for two days, lacking an organized low level center of circulation until early on the morning of August 21, when advisories were initiated on the tropical depression, 185 miles (298 km) east of Brownsville, Texas. The depression became a tropical storm later that day, as it moved steadily west-northwestward, strengthening, and then weakening again before making landfall the next morning around Port Aransas, Texas. The storm moved slowly inland and finally dissipated on the morning of the August 24 near the town of Del Rio, Texas.

Tropical Storm Hanna (2002) Atlantic tropical cyclone

Tropical Storm Hanna was a moderately strong tropical storm that affected the Gulf Coast and Southeastern regions of the United States. The ninth tropical cyclone and eighth named storm of the 2002 Atlantic hurricane season, Hanna formed through the complex interaction of a surface trough, a tropical wave, and an upper-level low pressure system, a disturbance in the upper atmosphere. Designated a tropical depression at 0000 UTC on September 12, the storm remained disorganized throughout its duration, though it attained tropical storm status and a peak intensity of 1,001 mbar (29.6 inHg), with winds of 60 miles per hour (100 km/h). Hanna crossed extreme southeastern Louisiana, and made a second landfall along the Alabama–Mississippi border.

Tropical Storm Grace (2003)

Tropical Storm Grace was a weak tropical storm that struck Texas in the 2003 Atlantic hurricane season. The eleventh tropical depression and the seventh tropical storm of the season, Grace was also the weakest storm of the season. On August 30 the storm developed from a long-track tropical wave in the western Gulf of Mexico. Grace remained disorganized throughout its lifetime due to an upper level low to its west. The weak storm moved northwestward and made landfall on southeastern Texas. Grace quickly weakened over land, and dissipated on September 2 as it merged into a cold front.

Hurricane Kyle (2002) Category 1 Atlantic hurricane in 2002

Hurricane Kyle was the fifth-longest-lived Atlantic tropical or subtropical cyclone on record. The eleventh named storm and third hurricane of the 2002 Atlantic hurricane season, Kyle developed as a subtropical cyclone on September 20 to the east-southeast of Bermuda. Looping westward, it transitioned into a tropical cyclone and became a hurricane on September 25. For the next two weeks, Kyle tracked generally westward, oscillating in strength several times because of fluctuations in environmental conditions. On October 11, the cyclone turned northeastward and made landfalls near Charleston, South Carolina, and Long Beach, North Carolina, at tropical storm status. After lasting as a cyclone for 22 days, Kyle dissipated on October 12 as it was absorbed by an approaching cold front.

Tropical Storm Bertha (2002)

Tropical Storm Bertha was a minimal tropical storm that made landfall twice along the Gulf Coast of the United States in August 2002. The second tropical storm of the 2002 Atlantic hurricane season, Bertha developed in the northern Gulf of Mexico out of a trough of low pressure that extended into the Atlantic on August 4. It quickly organized and reached tropical storm strength before making landfall on southeastern Louisiana. Bertha turned to the southwest over the state, and re-entered the Gulf of Mexico on August 7. It remained disorganized due to proximity to land, and after making landfall on south Texas, Bertha dissipated on August 9.

Hurricane Fern

Hurricane Fern was the sixth named storm and fourth hurricane of the 1971 Atlantic hurricane season. It formed from a tropical wave which interacted with a large trough of low pressure to form Fern, as well as Hurricane Ginger, Tropical Storm Heidi, and a system later designated as Tropical Depression Sixteen, which moved into South Carolina. Fern crossed southeastern Louisiana as a tropical depression on September 4 before swinging back out over the Gulf of Mexico. Fern reached hurricane status on September 8, reaching a peak intensity of 90 mph (140 km/h) before making landfall near Freeport, Texas, two days later.

Hurricane Florence (1988) Category 1 Atlantic hurricane in 1988

Hurricane Florence was the third of four named tropical cyclones to make landfall on the United States during the 1988 Atlantic hurricane season. The seventh tropical storm and second hurricane of the season, Florence developed on September 7 from an area of convection associated with a dissipating frontal trough in the southern Gulf of Mexico. After initially moving eastward, the storm turned northward and strengthened. Florence reached hurricane status and later peak winds of 80 mph (130 km/h) on September 9 shortly before striking southeastern Louisiana. The storm rapidly weakened over land and dissipated on September 11 over northeastern Texas.

Hurricane Humberto (2007)

Hurricane Humberto was a Category 1 hurricane that formed and intensified faster than any other North Atlantic tropical cyclone on record, before landfall. The ninth named storm and third hurricane of the 2007 Atlantic hurricane season, Humberto developed on September 12, 2007, in the northwestern Gulf of Mexico,. The tropical cyclone rapidly strengthened and struck High Island, Texas, with winds of about 90 mph (150 km/h) early on September 13. It steadily weakened after moving ashore, and on September 14, Humberto began dissipating over northwestern Georgia as it interacted with an approaching cold front.

Tropical Storm Elena (1979)

Tropical Storm Elena was a weak tropical storm that moved ashore along Texas in the 1979 Atlantic hurricane season. The sixth tropical storm of the season, Elena developed from a tropical wave to the south of Louisiana on August 29. It tracked generally west-northwest, strengthening little before making landfall on Matagorda Island on September 1 as a minimal tropical storm; the storm quickly dissipated over land. Elena dropped moderate rainfall along its path, causing two direct deaths in Houston from drowning; storm damage was minor, amounting to less than $10 million. Lightning from the storm set fire to an oil supertanker in Houston, causing three indirect deaths and 13 injuries.

Tropical Storm Edouard (2008)

Tropical Storm Edouard brought coastal and minor inland flooding to Louisiana and Texas in August 2008. The fifth tropical cyclone and fifth named storm of the hurricane season, Edouard developed from a trough in the northern Gulf of Mexico on August 3. After developing into a tropical depression, it gradually strengthened and was upgraded to Tropical Storm Edouard on August 4. However, northerly wind shear initially halted any further significant intensification and also caused the storm to struggle to maintain deep convection over the center. Edouard eventually intensified further and peaked as a strong tropical storm with winds of 65 mph (100 km/h) on August 5. Shortly thereafter, the storm made landfall near Gilchrist, Texas later that day. Edouard quickly weakened and was downgraded to tropical depression by early on August 6, six hours before degenerated into a remnant low pressure area.

Hurricane Rosa (1994)

Hurricane Rosa was the only Pacific hurricane to make landfall during the above-average 1994 Pacific hurricane season. It killed at least 4 people in Mexico. Moisture from the hurricane was a factor in widespread flooding in the U.S. state of Texas that killed 22 people and caused hundreds of millions of dollars in damage in October 1994. The pre-Rosa tropical depression formed on October 8 before degenerating the next day. It reformed on October 10 and steadily strengthened as it approached Mexico. Ultimately peaking as a Category 2 hurricane on the Saffir-Simpson Hurricane Scale right before landfall, Rosa was the final hurricane, nineteenth tropical storm, and second-last tropical cyclone of the 1994 Pacific hurricane season.

Tropical Storm Lowell (2008)

Tropical Storm Lowell was a moderate tropical storm that developed during the 2008 Pacific hurricane season. The fourteenth tropical cyclone and thirteen named storm of the season, Lowell formed out of a western side of a trough on September 6. It quickly intensified into Tropical Storm Lowell, peaking as a moderate tropical storm. It pass directly over Socorro Island and began a weakening trend. It weakened into depression before landfall in Baja California Sur and dissipated before striking Sonora. It later joined with a frontal boundary and Hurricane Ike which caused severe damage as far inland as Chicago. In all, the storm had caused 6 deaths and $15.5 million damage.
