The Utah Education Network (UEN) is a broadband and digital broadcast network serving public education, higher education, applied technology campuses, libraries, and public charter schools throughout the state of Utah. [1] The Network facilitates interactive video conferencing, provides instructional support services, and operates a public television station (KUEN) on behalf of the Utah State Board of Regents. [2] UEN services benefit more than 60,000 faculty and staff, and more than 780,000 students from pre-schoolers in Head Start programs through grandparents in graduate school. UEN headquarters are in Salt Lake City at the Eccles Broadcast Center on the University of Utah campus. [3]

KUEN Educational independent TV station in Ogden, Utah

KUEN, virtual channel 9, is an educational independent television station serving Salt Lake City, Utah, United States that is licensed to Ogden. The station is owned by the Utah State Board of Regents, and is operated by the Utah Education Network on behalf of higher education (USHE) as well as public education (USOE). KUEN's studios are located at the Eccles Broadcast Center on the University of Utah campus, and its transmitter is located at Farnsworth Peak in the Oquirrh Mountains, southwest of Salt Lake City. The station has a large network of broadcast translators that extend its over-the-air coverage throughout Utah, as well as portions of Colorado.

The Utah State Board of Regents was formed in 1969 as a governing body for the Utah System of Higher Education. The Board consists of sixteen regents and one student regent appointed by the Governor of Utah. The Board oversees the establishment of policies and procedures, executive appointments, master planning, budget and finance, proposals for legislation, develops governmental relationships, and performs administrative unit and program approval for higher education for the State of Utah.

Head Start (program) U.S. federal aid program for low-income childcare

Head Start is a program of the United States Department of Health and Human Services that provides comprehensive early childhood education, health, nutrition, and parent involvement services to low-income children and their families. The program's services and resources are designed to foster stable family relationships, enhance children's physical and emotional well-being, and establish an environment to develop strong cognitive skills. The transition from preschool to elementary school imposes diverse developmental challenges that include requiring the children to engage successfully with their peers outside the family network, adjust to the space of a classroom, and meet the expectations the school setting provides.

History

The Utah State Legislature formally established UEN in 1989, [4] but the statewide collaboration of public education and higher education started more than two decades earlier when KUED-Channel 7 signed on the air in 1958. The station built translator towers to beam its signal to remote communities, and eventually the station placed analog microwave equipment on some of those towers enabling two-way teleconferencing for education and government. The system was initially named SETOC (State Educational Technical Operations Center), renamed as EDNET and is now UEN IVC (Interactive Video Conferencing). In December 1986, KULC-Channel 9 (now UEN-TV) started broadcasting as Utah’s Learning Channel, and in 1994 UEN started UtahLINK, the Internet component of the Network. All of those services now operate as the Utah Education Network. UEN-TV and sister station KUED were broadcasting digitally by June 2012, [5] but experiments in statewide digital broadcasting were underway as early as 2004. [6]

Utah State Legislature

The Utah State Legislature is the state legislature of the U.S. state of Utah. It is a bicameral body, comprising the Utah House of Representatives, with 75 state representatives, and the Utah Senate, with 29 state senators. There are no term limits for either chamber.

Microwave form of electromagnetic radiation

Microwaves are a form of electromagnetic radiation with wavelengths ranging from about one meter to one millimeter; with frequencies between 300 MHz (1 m) and 300 GHz (1 mm). Different sources define different frequency ranges as microwaves; the above broad definition includes both UHF and EHF bands. A more common definition in radio engineering is the range between 1 and 100 GHz. In all cases, microwaves include the entire SHF band at minimum. Frequencies in the microwave range are often referred to by their IEEE radar band designations: S, C, X, Ku, K, or Ka band, or by similar NATO or EU designations.

Three infrastructure services are integral to UEN’s mission of networking for education. Students, parents, educators, and local communities all benefit from these services. They include:

Funding

UEN is funded by the public through an annual state appropriation, e-rate reimbursements from the FCC’s Universal Service Fund, and from local, state and federal grants. In fiscal year 2013, UEN funding totaled $38.2 million with about 45% ($17.4 million) appropriated by the Utah State Legislature. [7] Through public/private partnerships with local telecommunications companies UEN sustains local economic development with $16.5 million of Networking Services budget paid to Utah telecommunication providers for leased circuits.

The Universal Service Fund (USF) is a system of telecommunications subsidies and fees managed by the United States Federal Communications Commission (FCC) intended to promote universal access to telecommunications services in the United States. The FCC established the fund in 1997 in compliance with the Telecommunications Act of 1996. The FCC is a government agency that implements and enforces America's communication regulations in all 50 states, the District of Columbia, and other U.S. territories. The fund reported a total of $7.82 billion in disbursements in 2014, divided among its four programs. The fund is supported by charging telecommunications companies a fee which is set quarterly. As of the fourth quarter of 2018, the rate is 20.1% of a telecom company's interstate and international end-user revenues.

Service area

UEN’s geographic reach stretches from Logan to St. George and from the Grouse Creek to Navajo Mountain. The Network connects more than 1000 public schools, nine state colleges and universities, and eight applied technology campuses. Those connections serve more than 841,000 students, teachers, faculty and staff. [8]

The station is owned by Brigham Young University (BYU), which is owned and operated by The Church of Jesus Christ of Latter-day Saints. KBYU-TV's studios are located on the BYU campus in Provo, and its transmitter is located on Farnsworth Peak in the Oquirrh Mountains, southwest of Salt Lake City.

Wyoming PBS

Wyoming PBS is the Public Broadcasting Service (PBS) member network in the state of Wyoming. It currently consists of flagship KCWC-DT, channel 4 in Riverton ; full-power satellites KWYP-DT, channel 8 in Laramie and KPTW, channel 6 in Casper; and over 35 low-power translator stations across the state.

KNPB PBS member station in Reno, Nevada

KNPB is a Public Broadcasting Service (PBS) member television station licensed to Reno, Nevada, United States. It broadcasts a high definition digital signal on UHF channel 15 from a transmitter facility shared with primary sports-formatted independent and secondary MyNetworkTV affiliate KAME-TV on Red Hill between US 395 and SR 445 in Sun Valley. The station can also be seen on Charter Spectrum channel 5 and in high definition on digital channel 785. Owned by Channel 5 Public Broadcasting, Inc., the station has studios on North Virginia Street in Reno.

KTVX ABC affiliate in Salt Lake City

KTVX, virtual channel 4, is an ABC-affiliated television station licensed to Salt Lake City, Utah, United States. The station is owned by the Nexstar Media Group, as part of a duopoly with Ogden-licensed CW affiliate KUCW. The two stations share studios on West 1700 South in Salt Lake City ; KTVX's transmitter is located atop Farnsworth Peak in the Oquirrh Mountains, southwest of Salt Lake City. On cable, the station is available on Comcast Xfinity channel 4. The station has a large network of broadcast translators that extend its over-the-air coverage throughout Utah, as well as portions of Idaho, Nevada and Wyoming.

Eccles Broadcast Center

Eccles Broadcast Center, formally known as the Dolores Doré Eccles Broadcast Center, is headquarters of three broadcast stations and a statewide educational consortium. The center houses KUED, KUER, KUEN and the Utah Education Network. The facility is northeast of the Jon M. Huntsman Center and southwest of the Huntsman Cancer Institute on the University of Utah campus in Salt Lake City.
