Victor Victorovich Bayda (Russian :ВикторВикторовичБайда;born 1980/1981) [1] [2] is a Russian linguist who specializes in Celtic and Germanic languages. He is currently a language-planning officer in the Iveragh Gaeltacht of County Kerry.
A native of Moscow,Bayda first became interested in languages at the age of thirteen. He was particularly interested in Celtic languages,and by the time he went to university he had learnt some Welsh and Scottish Gaelic. [3]
At Moscow State University,he studied Dutch and Irish. [4] To order to improve his Irish,he spent one term at Trinity College Dublin. [4] He later spent time in the Irish-speaking communities of An Spidéal and An CheathrúRua,and attended Acadamh na hOllscolaíochta Gaeilge. [4] [5] [6]
He was a lecturer in Irish at Moscow State University for more than fifteen years, [4] and received his doctorate from there in 2009,with a thesis entitled Эволюцияперфектныхконструкцийвисландскомигойдельскихязыках (lit. 'The Evolution of Perfect Constructions in Icelandic and Goidelic '). [1]
In 2019,he was appointed as a language-planning officer (or Oifigeach Pleanála Teanga) for the Iveragh Gaeltacht (or Gaeltacht Uíbh Ráthaigh) of County Kerry, [4] with the responsibility to devise and implement a plan to revive the Irish language there. [5] In this role,he has advocated that the Gaeltacht regions be given their own senior ministry within the Irish government. [7]
Bayda speaks ten languages:Russian,Irish,Scottish Gaelic,Welsh,Icelandic,Swedish,English,Dutch,German,and French. [3]
The Goidelicgoy-DEL-ik or Gaelic languages form one of the two groups of Insular Celtic languages,the other being the Brittonic languages.

Ballinskelligs,officially Baile an Sceilg,is a townland in the civil parish of Prior,County Kerry,Ireland. It may also refer to the wider district around the townland. It is located in the south-west of the Iveragh peninsula and is within the Gaeltacht. According to the 2016 census about 10% of the population of the electoral division speak Irish on a daily basis outside the education system. The townland was in the Poor law union of Cahersiveen.

The North American Gaeltacht is a gathering place for Irish speakers in the community of Tamworth,Ontario,in Canada. The nearest main township is Erinsville,Ontario. Unlike in Ireland,where the term "Gaeltacht" refers to an area where Irish is the traditional language,this part of Ontario has no resident native Irish speakers. The name refers instead to its being a meeting place for Irish speakers from North America and elsewhere.

The Gaeltacht Corca Dhuibhne is located on the western end of the Dingle peninsula in County Kerry,Ireland. It's a predominantly Irish-speaking area. It stretches from Abhainn an Scáil to Dún Chaoin and An Clochán to An Daingean. The villages in the area are Abhainn an Scáil,Lios Póil,Daingean UíChúis,Ceann Trá,Dún Chaoin,Baile an Fheirtéaraigh,Baile na nGall and An Clochán. There are between 6,000–7,000 people living in the region and over 3,000 are Irish speaking.
