The Western Returned Scholars Association (WRSA) is a people's organization composed mainly of returned overseas Chinese students from various countries. It is under the United Front Work Department (UFWD) of the Chinese Communist Party (CCP).
The WRSA was founded in October 1913 in Beijing by Wellington Koo,Liang Dunyan,Zhan Tianyou,Cai Yuanpei,Yan Huiqing,Chengting T. Wang,and Zhou Yichun,among others. [1]
The organization ceased activities during the Cultural Revolution,and resumed its activities in 1982. [1]
According to analyst Alex Joske,the WRSA is "the UFWD's primary body for interacting with ethnic Chinese scholars and scientists". It runs the official association for participants for the Thousand Talents Plan. [2] It is managed by the UFWD and led by the CCP Secretariat. [3]

The Chinese People's Political Consultative Conference (CPPCC) is a political advisory body in the People's Republic of China and a central part of the Chinese Communist Party (CCP)'s united front system. Its members advise and put proposals for political and social issues to government bodies. However,the CPPCC is a body without real legislative power. While consultation does take place,it is supervised and directed by the CCP.

The Chinese Students and Scholars Association (CSSA) is the official organization for overseas Chinese students and scholars registered in most colleges and universities outside of the People's Republic of China. The associations in different institutions share a common name. The stated function of CSSAs is helping overseas Chinese in their life,study,work,and other issues,bringing Chinese students together on campus,serving as a bridge between Chinese and other communities,and promoting Chinese culture. The groups typically host events such as annual Chinese New Year galas,holiday celebrations,academic forums and talent recruitment competitions tied to the Thousand Talents Plan.
The Overseas Chinese Affairs Office of the State Council (OCAO) is an external name of the United Front Work Department (UFWD) of the Chinese Communist Party (CCP). Prior to 2018,OCAO was an administrative office under the State Council of the People's Republic of China responsible for liaising with and influencing overseas Chinese as part of its united front efforts. Due to the 2018 party and government reform in China,OCAO was merged into the UFWD,with its functions being taken up by the department. Under the arrangement "one institution with two names",UFWD reserves the name "Overseas Chinese Affairs Office of the State Council",generally used when dealing in public statements and dealing with the outside world.
The Center for China and Globalization (CCG) is a Chinese think tank based in Beijing. It is registered as a non-governmental organization,though its independence from the Chinese Communist Party has been disputed. It also occasionally suffered attacks and censorship within China.
The China Council for the Promotion of Peaceful National Reunification (CCPPNR) is an umbrella organization,founded in 1988,by the United Front Work Department of the Central Committee of the Chinese Communist Party (CCP) to promote unification between mainland China and Taiwan on terms defined solely by the People's Republic of China. The main council oversees over 200 chapters in multiple countries.

South China Global Talent Institute is a think tank focusing on the study of international talents. Headquartered in Guangzhou (Canton),the institute serves as a part of the South Start-up Service Center of the "Thousand-talent Plan",which is administered by the Organization Department of the Chinese Communist Party. The institute was officially established in October,2012. Wang Huiyao,the Vice Chairman of the United Front Work Department's Western Returned Scholars Association (WRSA) and Director General of Center for China and Globalization,acts as the founding director.

The 12th Bureau of the Ministry of State Security,known publicly as the China International Culture Exchange Center under an arrangement called "one institution with two names",is a set of research institutes operated by the Chinese Ministry of State Security (MSS),the principal civilian intelligence agency of the People's Republic of China as a front organization. CICEC was founded in 1984 and is active in operations to influence foreign think tanks,academics,and other high-profile foreigners. In addition to the China Institutes of Contemporary International Relations,CICEC is considered one of the main front organizations utilized for foreign influence operations by the MSS.
"One institution with two names" is a bureaucratic arrangement in the Chinese government wherein a government agency exists in name only,and its functions are in practice performed by another agency or a Chinese Communist Party (CCP) organization,so that in effect one institution has two or more governmental brands or trade names to use selectively for political,historical,or bureaucratic reasons. This type of arrangement was historically common until the mid-1980s,but has been extensively revived by reforms which began in 2017.

Previously a researcher with the Australian Strategic Policy Institute,his writing has appeared in The New York Times,The Washington Post,and NBC News His first major work influenced legislation in the United States Congress to ban Chinese military (PLA) officials from sensitive U.S. government laboratories. He was publicly banned from entering China by the Chinese government in 2020 due to his work. In 2022,he released his first book,Spies and Lies,about the clandestine operations of the Ministry of State Security and United Front Work Department.
The Alumni Association of Huangpu Military Academy (AAHMA) is a people's organization composed of alumni of the Huangpu Military Academy. Dedicated to advancing Chinese unification,it was established on 16 June 1984.
