Left-libertarianism

Left-libertarianism, [1] [2] also known as left-wing libertarianism, [3] is a political philosophy and type of libertarianism that stresses both individual freedom and social equality. Left-libertarianism represents several related yet distinct approaches to political and social theory. Its classical usage refers to anti-authoritarian varieties of left-wing politics such as anarchism, especially social anarchism, [4] communalism, and libertarian Marxism, collectively termed libertarian socialism. A portion of the left wing of the green movement, including adherents of Murray Bookchin's social ecology, are also generally considered left-libertarian.

In the United States, left-libertarianism represents the left wing of the libertarian movement, [4] including the political positions associated with academic philosophers Hillel Steiner, Philippe Van Parijs, and Peter Vallentyne that combine self-ownership with an egalitarian approach to natural resources. [5] Although libertarianism in the United States has become associated with classical liberalism and minarchism, with right-libertarianism being more known than left-libertarianism, [6] political usage of the term until then was associated exclusively with anti-capitalism, libertarian socialism, and social anarchism; in most parts of the world, such an association still predominates. [4] [7]

Left-libertarians are skeptical of, or fully against, private ownership of natural resources, arguing, in contrast to right-libertarians, that neither claiming nor mixing one's labor with natural resources is enough to generate full private property rights, and they maintain that natural resources should be held in an egalitarian manner, either unowned or owned collectively. [8] Those left-libertarians who are more lenient towards private property support different property norms and theories, such as usufruct [9] or under the condition that recompense is offered to the local or even global community, such as the Steiner–Vallentyne school. [10] [11] Other currents of thought identified with left-libertarianism include adherents of Henry George's land tax ideas and Pierre-Joseph Proudhon's mutualism, as well as more recent forms of left-wing market anarchism (or market-oriented left-libertarianism).

Terminology

Libertarianism is a philosophy that advocates for freedom, whether political, economical or metaphysical. [12] The political definition of the term "libertarian" (from the French : libertaire) was coined by the French anarchist communist Joseph Déjacque in 1857, whereafter libertarianism became synonymous with anarchism. [13] The term was widely used by anarchists until the 1970s, when libertarianism first started to be associated with a radical free market philosophy, particularly in the United States. [14]

The oldest, traditional, definition of "left-libertarianism" used it synonymously with social anarchism. [15] Seeking to distinguish themselves from the new generation of free-market libertarians, social anarchists began referring to themselves as "left-libertarians", [16] while the new adoptees of the term became known as "right-libertarians". [17]

At the same time as social anarchists began using the term to distinguish themselves from free-market libertarians, some of the advocates of free market economics that were associated with the New Left, including Roy Childs and Samuel Konkin, also began referring to themselves as "left-libertarians" in order to highlight themselves as the left-wing of the new free-market libertarian movement. [12] As anti-capitalist advocates of free-market economics, they used the term "left-libertarian" in order to distinguish themselves from the right-wing advocates of libertarian capitalism. [18]

By the turn of the 21st century, some analytic philosophers had also adopted the label of "left-libertarianism". [12] This contemporary model of left-libertarianism, associated mainly with Peter Vallentyne and Hillel Steiner, [19] distinguishes itself from right-libertarianism in its advocacy of the social ownership and equitable distribution of natural resources, while also upholding the libertarian principle of self-ownership. [20]

Philosophy

While all libertarians begin with a conception of personal autonomy from which they argue in favor of civil liberties and a reduction or elimination of the state, left-libertarianism encompasses those libertarian beliefs that claim the Earth's natural resources belong to everyone in an egalitarian manner, either unowned or owned collectively. [3] [4] [8] [10] [11]

Contemporary left-libertarians such as Hillel Steiner, Peter Vallentyne, Philippe Van Parijs, Michael Otsuka, and David Ellerman believe the appropriation of land must leave "enough and as good" for others or be taxed by society to compensate for the exclusionary effects of private property. [21] [10]

State

There are a number of different left-libertarian positions on the state, which can range from advocating for the complete abolition of the state, to advocating for a more decentralized and limited government with social ownership of the economy. [22] According to Sheldon Richman of the Independent Institute, other left-libertarians "prefer that corporate privileges be repealed before the regulatory restrictions on how those privileges may be exercised." [23]

Property rights

Left-libertarians generally uphold self-ownership and oppose strong private property rights, instead supporting the egalitarian distribution of natural resources. [24] Other left-libertarians believe that neither claiming nor mixing one's labor with natural resources is enough to generate full private property rights [25] [26] and maintain that natural resources ought to be held in an egalitarian manner, either unowned or owned collectively. [27]

Political scientist Peter Mclaverty notes it has been argued that socialist values are incompatible with the concept of self-ownership when this concept is considered "the core feature of libertarianism" and socialism is defined as holding "that we are social beings, that society should be organised, and individuals should act, so as to promote the common good, that we should strive to achieve social equality and promote democracy, community and solidarity." [28] However, political philosopher Nicholas Vrousalis has also argued that "property rights [...] do not pass judgment as to what rights individuals have to their own person [...] [and] to the external world" and that "the nineteenth-century egalitarian libertarians were not misguided in thinking that a thoroughly libertarian form of communism is possible at the level of principle." [29]

Economics

Other left-libertarians make a libertarian reading of progressive and social-democratic economics to advocate a universal basic income. Building on Michael Otsuka's conception of "robust libertarian self-ownership", Karl Widerquist argues that a universal basic income must be large enough to maintain individual independence regardless of the market value of resources because people in contemporary society have been denied direct access to enough resources with which they could otherwise maintain their existence in the absence of interference by people who control access to resources. [30]

Schools of thought

Classical liberalism

Contemporary left-libertarian scholars such as David Ellerman, Michael Otsuka, Hillel Steiner, Peter Vallentyne, and Philippe Van Parijs root an economic egalitarianism in the classical liberal concepts of self-ownership and appropriation. They hold that it is illegitimate for anyone to claim private ownership of natural resources to the detriment of others, a condition John Locke explicated in Two Treatises of Government . [31] Most left-libertarians of this tradition support some form of economic rent redistribution on the grounds that each individual is entitled to an equal share of natural resources [32] and argue for the desirability of state social welfare programs. [33] [34]

Individuals in this left-libertarian tradition include Henry George, Locke, Thomas Paine, William Ogilvie of Pittensear, Herbert Spencer, and more recently, Baruch Brody, Ellerman, James O. Grunebaum, Otsuka, Steiner, Vallentyne and Van Parijs, among others. [21] [35] Hippolyte de Colins, [36] George, [36] François Huet, [36] William Ogilvie of Pittensear, [35] Paine, [36] and Léon Walras [36] are left-libertarians also seen as being within the left-liberal tradition of socialism. [35]

Philosophical anarchist William Godwin, classical economists such as David Ricardo, [37] Thomas Robert Malthus, Nassau William Senior, Robert Torrens, and the Mills, the early writings of Herbert Spencer, [38] socialists such as Thomas Hodgskin and Pierre-Joseph Proudhon, social reformer Henry George [38] and the Ricardian/Smithian socialists, [39] [40] among others, "provided the basis for the further development of the left libertarian perspective." [41]

Green politics

Bookchin was one of the main influences behind the formation of the Alliance 90/The Greens, the first green party to win seats in state and national parliaments. Modern green parties attempt to apply these ideas to a more pragmatic system of democratic governance as opposed to contemporary individualist or socialist libertarianism. The green movement, especially its more left-wing factions, is often described by political scientists as left-libertarian. [42] [43] [44] [45]

Political scientists see European political parties such as Ecolo and Groen in Belgium, Alliance 90/The Greens in Germany, or the Green Progressive Accord and GroenLinks in the Netherlands as coming out of the New Left and emphasizing spontaneous self-organisation, participatory democracy, decentralization and voluntarism, being contrasted to the bureaucratic or statist approach. [45] Similarly, political scientist Ariadne Vromen has described the Australian Greens as having a "clear left-libertarian ideological base." [46]

Libertarian socialism

Libertarian socialism is a left-libertarian tendency [47] [48] within the socialist movement that rejects the state socialist notion of socialism as centralized state ownership and statist control of the economy. [49] [ failed verification ]

Market-oriented left-libertarianism

American individualist anarchists are opposed to property that gives privilege and is exploitative. [50] [ unbalanced opinion? ] Certain American left-wing market anarchists who come from the left-Rothbardian school such as Roderick T. Long and Sheldon Richman, cite Murray Rothbard's homestead principle with approval to support worker cooperatives. [51]

Also referred to as left-wing market anarchists, [52] according to Sheldon Richman in The American Conservative , these proponents of this market-oriented left-libertarian approach strongly affirm the classical liberal ideas of self-ownership and free markets, while maintaining that, taken to their logical conclusions, these ideas support strongly anti-corporatist, anti-hierarchical, pro-labor positions in economics; anti-imperialism in foreign policy; and thoroughly liberal or radical views regarding such cultural issues as gender, sexuality and race. [23] Members of this school typically urge the abolition of the state, arguing that vast disparities in wealth and social influence result from the use of force—especially state power—to steal and engross land and acquire and maintain special privileges. They judge that in a stateless society the kinds of privileges secured by the state will be absent and injustices perpetrated or tolerated by the state can be rectified, concluding that with state interference eliminated it will be possible to achieve "socialist ends by market means." [53]

According to libertarian Sheldon Richman, left-libertarians "favor worker solidarity vis-à-vis bosses, support poor people's squatting on government or abandoned property, and prefer that corporate privileges be repealed before the regulatory restrictions on how those privileges may be exercised." Richman says left-libertarians see Walmart as a symbol of corporate favoritism, being "supported by highway subsidies and eminent domain", viewing "the fictive personhood of the limited-liability corporation with suspicion" and doubting that "Third World sweatshops would be the 'best alternative' in the absence of government manipulation." Richman also says left-libertarians also tend to "eschew electoral politics, having little confidence in strategies that work through the government [and] prefer to develop alternative institutions and methods of working around the state." [23]

In the 21st century, left-libertarianism has come to encapsulate forms of free-market anti-capitalism, [4] [23] such as the mutualism of Pierre-Joseph Proudhon and Benjamin Tucker. [4] [23]

Steiner–Vallentyne school

Contemporary left-libertarian scholars such as David Ellerman, [54] [55] Michael Otsuka, [56] Hillel Steiner, [57] Peter Vallentyne [58] and Philippe Van Parijs [59] root an economic egalitarianism in the classical liberal concepts of self-ownership and land appropriation, combined with geoist or physiocratic views regarding the ownership of land and natural resources (e.g. those of Henry George and John Locke). Scholars representing this school of left-libertarianism often understand their position in contrast to right-libertarians, who maintain that there are no fair share constraints on use or appropriation that individuals have the power to appropriate unowned things by claiming them (usually by mixing their labor with them) and deny any other conditions or considerations are relevant and that there is no justification for the state to redistribute resources to the needy or to overcome market failures. A number of left-libertarians of this school argue for the desirability of some state social welfare programs. [62] [34] Left-libertarians of the Carson–Long left-libertarianism school typically endorse the labor-based property rights that Steiner–Vallentyne left-libertarians reject, but they hold that implementing such rights would have radical rather than conservative consequences. [63]

Left-libertarians of the Steiner–Vallentyne type hold that it is illegitimate for anyone to claim private ownership of natural resources to the detriment of others. [21] These left-libertarians support some form of income redistribution on the grounds of a claim by each individual to be entitled to an equal share of natural resources. [64] [65] Unappropriated natural resources are either unowned or owned in common and private appropriation is only legitimate if everyone can appropriate an equal amount or if private appropriation is taxed to compensate those who are excluded from natural resources. Individualist anarchism is the branch of anarchism that emphasizes the individual and their will over external determinants such as groups, society, traditions, and ideological systems. Although usually contrasted with social anarchism, both individualist and social anarchism have influenced each other. Mutualism, an economic theory sometimes considered a synthesis of communism, market economy and property, has been considered individualist anarchism and other times part of social anarchism. Many anarcho-communists regard themselves as radical individualists, seeing anarcho-communism as the best social system for the realization of individual freedom. Individualism is the moral stance, political philosophy, ideology and social outlook that emphasizes the intrinsic worth of the individual. Individualists promote realizing one's goals and desires, valuing independence and self-reliance, and advocating that the interests of the individual should gain precedence over the state or a social group, while opposing external interference upon one's own interests by society or institutions such as the government. Individualism makes the individual its focus, and so starts "with the fundamental premise that the human individual is of primary importance in the struggle for liberation".

Murray Bookchin was an American social theorist, author, orator, historian, and political philosopher. Influenced by G. W. F. Hegel, Karl Marx, Peter Kropotkin, he was a pioneer in the environmental movement. Bookchin formulated and developed the theory of social ecology and urban planning within anarchist, libertarian socialist, and ecological thought. He was the author of two dozen books covering topics in politics, philosophy, history, urban affairs, and social ecology. Among the most important were Our Synthetic Environment (1962), Post-Scarcity Anarchism (1971), The Ecology of Freedom (1982), and Urbanization Without Cities (1987). In the late 1990s, he became disenchanted with what he saw as an increasingly apolitical "lifestylism" of the contemporary anarchist movement, stopped referring to himself as an anarchist, and founded his own libertarian socialist ideology called "communalism", which seeks to reconcile and expand Marxist, syndicalist, and anarchist thought.

Self-ownership is the concept of property in one's own body, often expressed as the moral or natural right of a person to have bodily integrity meaning the exclusive right to control one's own body including one's life, where 'control' means exerting any physical interference and 'exclusive' means having the right to install and enforce a ban on other people doing this. Since the legal norm of property title claim incapacitates other people from claiming property title over the same resource at the same time, the right to control or interfere with one's own body in any arbitrary way is secured. Anarcho-capitalism defines self-ownership as the exclusive right to control one's body as long as the owner does not aggress upon others, leading to the concept of the sovereign individual. In Minarchism the 'exclusive right' is understood by separating the 'liberty-to' from the 'liberty-from' where for each person the 'liberty-to' is restricted by all the 'liberty's-from' of others, effectively subjecting the 'liberty-to' to the ban on the usage of force. Anarchist economics is the set of theories and practices of economic activity within the political philosophy of anarchism. Anarchists are anti-authoritarian and anti-capitalist, with anarchism usually referred to as a form of libertarian socialism, i.e. a stateless system of socialism. Anarchists support personal property and oppose capital concentration, interest, monopoly, private ownership of productive property such as the means of production, profit, rent, usury and wage slavery which are viewed as inherent to capitalism.

The nature of capitalism is criticized by left-wing anarchists, who reject hierarchy and advocate stateless societies based on non-hierarchical voluntary associations. Libertarianism is a political philosophy that upholds liberty as a core value. Libertarians seek to maximize autonomy and political freedom, emphasizing equality before the law and civil rights to freedom of association, freedom of speech, freedom of thought and freedom of choice. In the United States, libertarianism is a political philosophy promoting individual liberty. According to common meanings of conservatism and liberalism in the United States, libertarianism has been described as conservative on economic issues and liberal on personal freedom, often associated with a foreign policy of non-interventionism. Broadly, there are four principal traditions within libertarianism, namely the libertarianism that developed in the mid-20th century out of the revival tradition of classical liberalism in the United States after liberalism associated with the New Deal; the libertarianism developed in the 1950s by anarcho-capitalist author Murray Rothbard, who based it on the anti-New Deal Old Right and 19th-century libertarianism and American individualist anarchists such as Benjamin Tucker and Lysander Spooner while rejecting the labor theory of value in favor of Austrian School economics and the subjective theory of value; the libertarianism developed in the 1970s by Robert Nozick and founded in American and European classical liberal traditions; and the libertarianism associated with the Libertarian Party, which was founded in 1971, including politicians such as David Nolan and Ron Paul.

Right-libertarianism, also known as libertarian capitalism, or right-wing libertarianism, is a libertarian political philosophy that supports capitalist property rights and defends market distribution of natural resources and private property. The term right-libertarianism is used to distinguish this class of views on the nature of property and capital from left-libertarianism, a type of libertarianism that combines self-ownership with an egalitarian approach to property and income. In contrast to socialist libertarianism, right-libertarianism supports free-market capitalism. Like most forms of libertarianism, it supports civil liberties, especially natural law, negative rights, the non-aggression principle, and a major reversal of the modern welfare state.

Libertarianism is variously defined by sources as there is no general consensus among scholars on the definition nor on how one should use the term as a historical category. Scholars generally agree that libertarianism refers to the group of political philosophies which emphasize freedom, individual liberty and voluntary association. Libertarians generally advocate a society with little or no government power.

Types of socialism include a range of economic and social systems characterised by social ownership and democratic control of the means of production and organizational self-management of enterprises as well as the political theories and movements associated with socialism. Social ownership may refer to forms of public, collective or cooperative ownership, or to citizen ownership of equity in which surplus value goes to the working class and hence society as a whole. There are many varieties of socialism and no single definition encapsulates all of them, but social ownership is the common element shared by its various forms Socialists disagree about the degree to which social control or regulation of the economy is necessary, how far society should intervene, and whether government, particularly existing government, is the correct vehicle for change.

Social anarchism, also known as left-wing anarchism or socialist anarchism, is the branch of anarchism that sees liberty and social equality as interrelated.

Gerald Allan Cohen was a Canadian political philosopher who held the positions of Quain Professor of Jurisprudence, University College London and Chichele Professor of Social and Political Theory, All Souls College, Oxford. He was known for his work on Marxism, and later, egalitarianism and distributive justice in normative political philosophy.

Market socialism is a type of economic system involving social ownership of the means of production within the framework of a market economy. Various models for such a system exist, usually involving cooperative enterprises and sometimes a mix that includes public or private enterprises. In contrast to the majority of historic socialist economies, which have substituted the market mechanism for some form of economic planning, market socialists wish to retain the use of supply and demand signals to guide the allocation of capital goods and the means of production. Under such a system, depending on whether socially owned firms are state-owned or operated as worker cooperatives, profits may variously be used to directly remunerate employees, accrue to society at large as the source of public finance, or be distributed amongst the population in a social dividend.

A classless society is a society in which no one is born into a social class like in a class society. Distinctions of wealth, income, education, culture, or social network might arise and would only be determined by individual experience and achievement in such a society. Thus, the concept posits not the absence of a social hierarchy but the uninheritability of class status. Helen Codere defines social class as a segment of the community, the members of which show a common social position in a hierarchical ranking. Codere suggest that a true class-organized society is one in which the hierarchy of prestige and social status is divisible into groups. Each group with its own social, economic, attitudinal and cultural characteristics, and each having differential degrees of power in community decision.

Anarchism and libertarianism, as broad political ideologies with manifold historical and contemporary meanings, have contested definitions. Their adherents have a pluralistic and overlapping tradition that makes precise definition of the political ideology difficult or impossible, compounded by a lack of common features, differing priorities of subgroups, lack of academic acceptance, and contentious historical usage.
