It was the 45th edition and the 3rd edition of the event known that year as the Citi Open, and was part of the ATP World Tour 500 series of the 2013 ATP World Tour, and of the WTA International tournaments of the 2013 WTA Tour. It took place at the William H.G. FitzGerald Tennis Center in Washington, D.C., United States, from July 27 to August 4, 2013. Juan Martín del Potro and Magdaléna Rybáriková won the singles titles.

It was his record fifth title at the Cincinnati Masters, and the first occasion that a player won an ATP Masters 1000 event without having serve broken or losing a set. Federer would repeat this accomplishment at the 2015 event. It was Djokovic's fourth runner-up finish at the Cincinnati Masters.

Jürgen Melzer was the defending champion, but lost in the first round to Igor Sijsling.

Rafael Nadal defeated Juan Martín del Potro in the final, 4–6, 6–3, 6–4 to win the men's singles title at the 2013 Indian Wells Masters. It was Nadal's third singles title at Indian Wells, his record 22nd ATP Masters 1000 title, and his 53rd title overall.
