A by-election was held for the New South Wales Legislative Assembly seat of Northern Tablelands on 25 May 2013. The by-election was triggered by the resignation of independent member Richard Torbay, which was announced on 20 March 2013. Adam Marshall was declared elected on 28 May 2013. [1]

Background

The seat became vacant when the former Speaker of the New South Wales Legislative Assembly and Member for Northern Tablelands, Richard Torbay, who was the endorsed candidate for the Nationals for the federal seat of New England, suddenly resigned from State Parliament. Immediately prior to his resignation, the National disendorsed Torbay as preselected candidate for New England. It was claimed that his resignation was due to the controversy surrounding his ownership of more than twenty Centrelink buildings dating back to the era when John Howard was Prime Minister. [4]

Former mayor of Gunnedah Shire, Adam Marshall, won preselection as the Nationals nominee ahead of Jock Laurie and Claire Coulton. [5]

Controversies

During the campaign it was reported in the Armidale Express that Marshall had been a financial member of both the Labor and the National parties between 2001 and 2003; by the time his membership of the former expired in 2004, he was employed as a staff member for the then Independent Member for Tamworth, Peter Draper. [4] [6]

One week prior to the by-election, Mal Peters, a councillor of Inverell Shire Council referred a matter of an undisclosed nature relating to Marshall to the Independent Commission Against Corruption. Marshall claimed that Peters' actions were spurious and questioned the timing of the complaint. [7]

Prior to his election to state parliament, he served as Mayor of Armidale City Council from 1995 to 1998.

Armidale was an electoral district of the Legislative Assembly in the Australian state of New South Wales, named after and including Armidale. It was originally created in 1894, when multi-member districts were abolished, and the three member district of New England was largely divided between Armidale, Uralla-Walcha and Bingara. In 1920, with the introduction of proportional representation, it was absorbed into Northern Tablelands, along with Gough and Tenterfield. It was recreated in 1927 and abolished in 1981 and partly replaced by the recreated Northern Tablelands.

Gough was an electoral district of the Legislative Assembly in the Australian state of New South Wales, named after the Gough County, which includes the town of Glen Innes. It was created in the 1904 re-distribution of electorates following the 1903 New South Wales referendum, which required the number of members of the Legislative Assembly to be reduced from 125 to 90. New England and Macleay was an electoral district of the Legislative Assembly in the Australian state of New South Wales from 1856 to 1859, in the Northern Tablelands region of New England and part of the Mid North Coast region, including the area to the north of the Macleay River. but excluding the area south of the Macleay River which was included in the Counties of Gloucester and Macquarie. To the north was the electorate of Clarence and Darling Downs and to the west the electorate of Liverpool Plains and Gwydir. It elected two members, with voters casting two votes and the first two candidates being elected. It was partly replaced by New England.

Raymond Francis Chappell is a former Australian politician. He was the National Party member for Northern Tablelands in the New South Wales Parliament from 1987 to 1999, and served as a minister from 1993 to 1995.

William John Patrick McCarthy was an Australian politician. He was a Labor Party member of the New South Wales Legislative Assembly, representing Armidale from 1978 to 1981, and Northern Tablelands from 1981 to 1987.

Members of the New South Wales Legislative Assembly who served in the 55th parliament held their seats from 2011 to 2015. They were elected at the 2011 state election and at by-elections. The Speaker was Shelley Hancock.
