The 2018 World Junior Ice Hockey Championship Division II consisted of two tiered groups of six teams each: the fourth-tier Division II A and the fifth-tier Division II B. For each tier's tournament, the first-placed team was promoted to a higher division, while the last-placed team was relegated to a lower division.
The tournaments were played in a round-robin tournament format, with two points allotted for a win, one additional point for a regulation win, and one point for an overtime or game winning shots loss.
To be eligible as a junior, a player couldn't be born earlier than 1998.
Division II A was held in Dumfries, United Kingdom, while Division II B was hosted in Belgrade, Serbia.

The 2018 World Junior Ice Hockey Championship was the 42nd edition of the Ice Hockey World Junior Championship, and was hosted by the city of Buffalo, New York at KeyBank Center and HarborCenter. It opened on December 26, 2017 and closed with the gold medal game on January 5, 2018. It was the sixth time that the United States has hosted the WJIHC, and the second time that Buffalo has done so, previously hosting in 2011.
The 2017 IIHF Women's World Championship Division I was two international ice hockey tournaments organised by the International Ice Hockey Federation. The Division I Group A tournament was played in Graz, Austria, from 15 to 21 April 2017, and the Division I Group B tournament was played in Katowice, Poland, from 8 to 14 April 2017.

The United States won their sixth championship, defeating host Sweden 6–2 in the gold medal game.

Due to the exclusion of Russia and Belarus, the following changes in promotions and relegations were made: Latvia as the second-placed team of Division I A were promoted to the 2022 Top Division, their second Junior World Championship tournament this season. In Division I B, the top two teams were promoted to the next year's Division I A. In both tournaments, no team was relegated to a lower division.
