2020 Assam floods refers to the significant flood event of the Brahmaputra River in the Indian north-eastern state of Assam and coincided with the COVID-19 pandemic. Initial flooding started in May 2020 due to heavy rainfall affecting 30,000 and destroying crops across 5 districts. [1] [2] As of October 2020 the floods affected over five million people, claiming the lives of 123 people, with an additional 26 deaths due to landslides, 5474 villages were affected and over one hundred and fifty thousand people found refuge in relief camps. [3]
Due to its tropical monsoon climate, the state of Assam is prone to annual flooding. While the monsoons are important for the largely agriculture dependent regional economy, they now cause annually recurring destruction of infrastructure, crops, livelihoods and loss of lives. [4] [5] Although annual precipitation is declining, daily rainfall data shows an increase in extreme rainfall events, leading to extreme flooding in Assam. [6] Higher temporal and spatial variability of rainfall across the regions has been attributed to the impact of climate change. [7]
During the 2020 monsoon season, particularly high rainfall was experienced across central, north, and northeast India, with 15 centimeters more rainfall than usual by the middle of July. [8] The reason for the excess rainfall is attributed to Madden–Julian oscillation, thereby causing prolonged break-monsoon conditions which decreases the rainfall in North West India and increases it in North East India. [9]
By 21 July, the meteorological subdivision of Assam and Meghalaya had received rainfall of 1,164mm as compared to normal rainfall of 894mm during the period, an excess of nearly 30%. The catchment areas of nearby states, Arunachal Pradesh and Sikkim also received excess rainfall nearly to the tune of 16% and 45% respectively aggravating the flood situation. [10]
Into October 2020, although the situation began to improve with the number of people affected reduced to 135,000 the state was still affected by prolonged flooding, with 315 villages still submerged. [11]
Flooding and subsequent landslides have caused damage to bridges, government buildings, roads, embankments and schools. [12] The government has announced funding of 3.46 billion Indian Rupees ($42 million) for repairs and aid to the region. [13] In addition to this aid, the central government, according to then Chief Minister Sarbananda Sonowal, has "committed to passing an ordinance to set up North East Water Management Authority, to address flood and erosion problems" with more permanent solutions as an attempt to stop future monsoon seasons from being so devastating. [14]
Millions of people living in the flooded area rely on crops and livestock to provide for their families. [15] The flooding began just before harvest and has caused destruction to more than 267,203 hectares of crops and more than 45,000 domesticated animals have been forced to flee or be abandoned. [15] [12] [16]
Assam is home to important wildlife sanctuaries and World Heritage sites which have been damaged by the flooding. [15] Pobitora Wildlife Sanctuary has India's highest population of rhinoceroses and at the height of the flooding 90% was impacted by flood waters. [17] Kaziranga National Park has also been affected with more than 150 wild animals rescued and 125 animals, including 12 rhinoceros have died. [15] [17]
Leadership in disaster management and relief operations is ensured by the Assam State Disaster Management Authority (ASDMA) in accordance with India's Disaster Management Act of 2005. [3] As of 14 October 2020 a total 627 relief camps and 1662 relief distribution centers were set by up ASDMA, including hygiene and isolation measures for COVID-19 pandemic infected persons. [3] [18] [19] Reduced carrying capacity of relief camps and difficulties in the povisioning of food and safe drinking water have been encountered. [20]
Relief efforts have also been provided by NGOs including Red Cross India who supplied tarpaulin sheets, food and water and relief materials to flood affected communities. [21] [22] In preparation for the annual flooding, Red Cross India increased stocks of aid packages across the state to ensure timely and efficient response to flood affected families. [23] Oxfam India and other NGOs have however called attention to the challenges of COVID-19 and extensive flooding, increasing vulnerabilities of displaced people and minority communities who took refuge on embankments and makeshift shelters. [23] [24]
Post-disaster response by ASDMA includes compensation schemes for homestead losses, infrastructure repair together with an Asian Development Bank and World Bank funded embankment and flood risk reduction program. [25] [26] Despite government efforts in disaster risk reduction, the dual effect of flooding and Covid-19 related job-losses increase distress and poverty of around 70% of the population, whose livelihoods are agriculture dependent and are not eligible for compensation without formal documentation or land rights. [27] [28] [29]
Diseases such as Dengue, Malaria and Japanese Encephalitis are likely to increase in stagnant water left by receding floods. [30] Treatment of these diseases have been hindered by fear of the COVID-19 pandemic and restrictions have hampered the efforts to destroy mosquito breeding sites and awareness-raising among at-risk populations. [30] [31] Resources available to the population have been obstructed due to infrastructure failures, causing difficulties of access for medical professionals. [32]
Government flood reporting dated 14 October 2020 established a total of 149 deaths resulting from floods and landslides. [16] Accidental drowning of children constitutes a reported 44.5% of these deaths caused by children often misjudging the strength of the currents. [33] Women and children are among the most affected by the floods, unable to access clean water and hygiene supplies to prevent the spread of disease. [34]
With over 200,000 COVID-19 cases reported in Assam, the spread of the virus has been exacerbated by the flooding with many not willing to relocate to relief camps thereby affecting relief efforts. [35] [36] [37]
As a result of the yearly monsoon related destruction, the South Asia Flash Flood Guidance System (South Asia FFGS) was launched on 23 October 2020 by the World Meteorological Organization. The system will strengthen coordination of disaster risk reduction and preparedness in Bangladesh, Bhutan, India, Nepal and Sri Lanka through forecasts and early warnings of dangers related to flash floods with the hope of lessening the loss of life and damage to property. The climate of India consists of a wide range of weather conditions across a vast geographic scale and varied topography. Based on the Köppen system, India hosts six major climatic sub types, ranging from arid deserts in the west, alpine tundra and glaciers in the north, and humid tropical regions supporting rain forests in the southwest and the island territories. Many regions have starkly different microclimates, making it one of the most climatically diverse countries in the world. The country's meteorological department follows the international standard of four seasons with some local adjustments: winter, summer, monsoon or rainy season, and a post-monsoon period.
Bangladesh, being situated on the Brahmaputra River Delta is a land of many rivers, and as a result is very prone to flooding. Due to being part of such a basin and being less than 5 meters above mean sea level, Bangladesh faces the cumulative effects of floods due to water flashing from nearby hills, the accumulation of the inflow of water from upstream catchments, and locally heavy rainfall enhanced by drainage congestion. Bangladesh faces this problem almost every year. Coastal flooding, combined with the bursting of river banks is common, and severely affects the landscape and society of Bangladesh. 80% of Bangladesh is floodplain, and it has an extensive sea coastline, rendering the nation very much at risk of periodic widespread damage. Whilst more permanent defenses, strengthened with reinforced concrete, are being built, many embankments are composed purely of soil and turf and made by local farmers. Flooding normally occurs during the monsoon season from June to September. The convectional rainfall of the monsoon is added to by relief rainfall caused by the Himalayas. Meltwater from the Himalayas is also a significant input.
Natural calamities in India, many of them related to the climate of India, cause massive losses of life and property. Droughts, flash floods, cyclones, avalanches, landslides brought by torrential rains, and snowstorms pose the greatest threats. A natural disaster might be caused by earthquakes, flooding, volcanic eruption, landslides, hurricanes etc. In order to be classified as a disaster, it will need to have a profound environmental effect and/or human loss and frequently incurs a financial loss. Other dangers include frequent summer dust storms, which usually track from north to south; they cause extensive property damage in North India and deposit large amounts of dust and dirt from arid regions. Hail is also common in parts of India, causing severe damage to standing crops such as rice and wheat and many more crops and effects many people.
The 2007 South Asian floods were a series of floods in India, Pakistan, Bhutan, Nepal and Bangladesh. News Agencies, citing the Indian and Bangladeshi governments, place the death toll in excess of 2,000. By 3 August, approximately 20 million had been affected and by 10 August some 30 million people in India, Bangladesh and Nepal had been affected by flooding.
The 2003 North Indian Ocean cyclone season was the last season that tropical cyclones were not publicly labeled by India Meteorological Department (IMD). Also was mostly focused in the Bay of Bengal, where six of the seven depressions developed. The remaining system was a tropical cyclone that developed in the Arabian Sea in November, which was also the only system that did not affect land. There were three cyclonic storms, which was below the average of 4–6. Only one storm formed before the start of the monsoon season in June, although it was also the most notable. On May 10, a depression formed in the central Bay of Bengal, and within a few days became a very severe cyclonic storm. After it stalled, it drew moisture from the southwest to produce severe flooding across Sri Lanka, killing 254 people and becoming the worst floods there since 1947. Damage on the island totaled $135 million (2003 USD). The storm eventually made landfall in Myanmar on May 19. It is possible that the storm contributed to a deadly heat wave in India due to shifting air currents.
The 2008 Indian floods were a series of floods in various states of India during the 2008 monsoon season. The floods mostly affected the western regions of Maharashtra state and Andhra Pradesh as well as northern Bihar. In India, the monsoon season generally lasts from June to September.

Climate change is a critical issue in Bangladesh as the country is one of the most vulnerable to the effects of climate change. In the 2020 edition of Germanwatch's Climate Risk Index, it ranked seventh in the list of countries most affected by climate calamities during the period 1999–2018. Bangladesh's vulnerability to the effects of climate change is due to a combination of geographical factors, such as its flat, low-lying, and delta-exposed topography, and socio-economic factors, including its high population density, levels of poverty, and dependence on agriculture. The impacts and potential threats include sea level rise, temperature rise, food crises, droughts, floods, and cyclones.
The 2013 drought in Maharashtra in India came after the region received lower rainfall during the monsoon season June to September 2012. It is considered as the region's worst drought in 40 years. The worst-hit areas in Maharashtra were Solapur, Parbhani, Ahmednagar, Latur, Pune, Satara, Beed and Nashik. Residents of Latur, Osmanabad, Nanded, Aurangabad, Jalna, Jalgaon and Dhule districts were also affected by this famine.

On 8 August 2019, due to heavy rainfall in the monsoon season, severe flood affected Kerala. As a security measure in the prevailing situation of heavy rains, the India Meteorological Department had issued a red alert in the 9 districts in Northern and Central Kerala, orange alert in 3 districts of Central Kerala, and yellow alert in the 2 districts of southern Kerala. Thousands of people have been evacuated to safer places and relief camps. A total of 121 people have died due to rain-related incidents as of 19 August 2019.
The 2019 Indian floods were a series of floods that affected over thirteen states in late July and early August 2019, due to excessive rains. At least 200 people died and about a million people were displaced. Karnataka and Maharashtra were the most severely affected states. People died but many were rescued with the help of the Indian Navy.
On 1 August 2019, first week, due to heavy rainfall in the Monsoon season, severe flood affected the southern Indian State of Karnataka. As a security measure in the prevailing situation of heavy rains, India Meteorological Department issued Red alert to several regions of coastal and malnad regions of Karnataka state.
The 1993 India floods was a deadly flood caused by several days long heavy monsoon rains and severe weather that occurred in July 1993 across eight states in the north of the country. Severe floods left 530 fatalities and millions people went homeless, including from Haryana. Punjab with 350 deaths was the most affected state where "1.2 million acres of crops" were extensively damaged, mostly from Patiala, north-western region of the state. Flash floods swept away major railway tracks, roads, and bridges, leading to disrupt the communications between the northeastern states and the rest of the country. Initial reports cited one hundred deaths in Gujarat.
During the heavy rainfall over the monsoon period from 1 June to 18 August 2020, all 14 districts in Kerala were affected with 104 dead and 40 injured. Four districts in Kerala were flooded on 7 August 2020. Major reported incidents in relation to flooding include a landslide in Idukki district on 6 August, claiming 66 lives and an Air India plane crash that caused the death of 21 people. The 2020 flood in Kerala marked the third year in a row of severe monsoon flooding.
Beginning in May 2022, deadly floods hit northeastern India and Bangladesh. Over 9 million people in both countries have been affected, and around 300 people have been killed.
From January to October 2022, excessive rainfall and widespread monsoon flooding occurred in the South Asian countries of Afghanistan, Bangladesh, India, Nepal, Pakistan, and Sri Lanka. It has become the region's deadliest floods since 2020, with over 4,700 people dead.
