The 2021 Nigerien coup d'etat attempt occurred on 31 March at around 3 am WAT (2 am UTC) after gunfire erupted in the streets of Niamey, the capital of Niger, two days before the inauguration of president -elect Mohamed Bazoum.
The coup attempt was staged by elements within the military, and was attributed to an Air Force unit based in the area of the Niamey Airport. The alleged leader of the plot was Captain Sani Saley Gourouza, who was in charge of security at the unit's base. [1] After the coup attempt was foiled, the perpetrators were arrested. [2]
The coup attempt took place while Niger was mired in the War in the Sahel, with marked terrorism and inter-ethnic violence. Sahel countries received France's help against terrorists via Operation Barkhane, with controversial actions. In 2020, a coup d'état overthrew the government of Malian President Ibrahim Boubacar Keïta. Niger successfully went through the 2020–21 Nigerien general election cycle with incoming peaceful presidential transition between two democratically elected presidents, a context unprecedented in Niger. However, the defeated opponent and ex-president Mahamane Ousmane contested the election results and lodged a legal appeal with the constitutional court, which was rejected. [3] On March 21, 2021, jihadist factions led a massacre in Tilia , where 137 villagers were killed.
According to Cyril Payen of France 24 , "heavy weapon fire was heard for half an hour in the area of the presidential palace. But the Presidential Guard repelled this attack and the situation seems to have come under control", and the noise of the fighting woke up locals around 3am (local time). [4] The majority of the perpetrators were arrested by the government but some, including the leader of the coup Sani Saley Gourouza, are still at large. [5]
Nigerien President Muhammadu Buhari described the act as "naive and old-fashioned". [6] The President of the African Union and the Economic Community of West African States condemned the attempted coup, [7] [8] a sentiment which was also echoed by other African countries, including Chad [9] and Algeria. [10]
The democratic transition went as planned, the swearing-in of the new president Mohamed Bazoum occurring two days after the attempted coup. However, he was ousted in the 2023 Nigerien coup d'état by members of the presidential guard and the military led by Abdourahamane Tchiani, who ironically led the presidential guard in defeating the 2021 coup. [11]
General Ibrahim Baré Maïnassara was a Nigerien military officer and diplomat who ruled Niger from 1996 until his assassination. He seized and lost power in military coups.
Mamadou Tandja was a Nigerien politician who was President of Niger from 1999 to 2010. He was President of the National Movement for the Development of Society (MNSD) from 1991 to 1999 and unsuccessfully ran as the MNSD's presidential candidate in 1993 and 1996 before being elected to his first term in 1999. While serving as President of Niger, he was also Chairman of the Economic Community of West African States from 2005 to 2007.
Mahamane Ousmane is a Nigerien politician. Elected as the fourth President of Niger at 43 years old, he is the youngest elected president in Africa. He was also the first democratically elected president of his country, serving from 16 April 1993 until he was deposed in a military coup d'état on 27 January 1996. He has continued to run for president in each election since his ouster, and he was president of the National Assembly from December 1999 to May 2009. Since April 2020, he is the president of the Democratic and Republican Renewal, a major political party that is currently in opposition. RDR Tchanji formed an alliance with Ousmane's other political vehicle, MNRD Hankuri, on 16 December 2018.
Mahamadou Issoufou is a Nigerien politician who served as the president of Niger from 7 April 2011 to 2 April 2021. Issoufou was the prime minister of Niger from 1993 to 1994, president of the National Assembly from 1995 to 1996, and a candidate in each presidential election from 1993 to 2016. He led the Nigerien Party for Democracy and Socialism (PNDS-Tarayya), a social democratic party, from its foundation in 1990 until his election as president in 2011. During the presidency of Mamadou Tandja (1999–2010), Issoufou was the main opposition leader.
The Nigerien Party for Democracy and Socialism is a political party in Niger. It is a broadly left-leaning party, part of the Socialist International; it came to power in 2011 following the election of the former long-time leader Mahamadou Issoufou. Mohamed Bazoum is the former President of the party and the former Secretary-General is Foumakoye Gado.
Souley Abdoulaye was a Nigerien politician. He served as the Prime Minister of Niger from 28 September 1994 to 8 February 1995. He later served in the government under President Ibrahim Baré Maïnassara as Minister of Transport from 1996 to 1997 and then as Minister of the Interior, in charge of police and internal security, from 1997 to 1999.
Mohamed Bazoum is a Nigerien politician who served as the 10th president of Niger from 2021 to 2023. He assumed office in April 2021 after winning the 2020–21 presidential election and surviving a coup d'état attempt. He was ousted in the 2023 Nigerien coup d'état by members of the presidential guard and the armed forces led by Abdourahamane Tchiani.
Hassoumi Massaoudou is a Nigerien politician who served as minister of Foreign Affairs of Niger from 2021 to 2023 and as minister of Finance from October 2016 to January 2019. A leading member of the Nigerien Party for Democracy and Socialism (PNDS-Tarayya), he was minister of Communication, Culture, Youth and Sports from 1993 to 1994, president of the PNDS Parliamentary Group from 1999 to 2004, director of the Cabinet of the President from 2011 to 2013, minister of the Interior from 2013 to 2016, and minister of National Defense in 2016.
Foumakoye Gado is a Nigerien politician who is currently the President of the Nigerien Party for Democracy and Socialism (PNDS-Tarayya). He served in the government of Niger as Minister of Mines and Energy from April 1993 to October 1994, and held the same post for a second time from April 2011 to September 2011. He has served as Minister of Oil since September 2011, with responsibility for energy as well until October 2016.
A coup d'état occurred in Niger on 18 February 2010. Soldiers attacked the presidential palace in Niamey under weapons fire at midday and captured President Mamadou Tandja, who was chairing a government meeting at the time. Later in the day, the rebels announced on television the formation of the Supreme Council for the Restoration of Democracy (CSRD), headed by chef d'escadron Salou Djibo.
The 1996 Nigerien coup d'état was a military coup d'état which occurred on 27 January 1996 in Niamey, Niger. It ousted Niger's first democratically elected president, Mahamane Ousmane after nearly three years in power and installed General Ibrahim Baré Maïnassara as head of state. Prime Minister Hama Amadou was arrested in the coup and several soldiers and presidential guards were killed in the fighting.
Rhissa Ag Boula is a Nigerien Tuareg politician and former leader of rebel factions in both the 1990–1995 and the 2007–2009 Tuareg based Insurgencies. He was Nigerien Minister of Tourism from 1996–1999, and again from 1999–2004. His arrest on murder charges in 2004 precipitated armed conflict between his supporters and the Niger government. A political leader following the 1995 peace, he again joined a rebel faction from abroad in 2007, creating his own faction from abroad in 2008, and joining the peace process in 2009. In 2010 he was again arrested after returning to Niger.
Ouhoumoudou Mahamadou is a Nigerien politician of the Nigerien Party for Democracy and Socialism (PNDS-Tarayya) who served as Prime Minister of Niger between 3 April 2021 and 26 July 2023, until he was deposed in the wake of the 2023 Nigerien coup d'état.
General elections were held in Niger on 27 December 2020 to elect the President and National Assembly. With incumbent president Mahamadou Issoufou stepping down following his two terms constitutional limit, new presidential candidates competed for office. As no presidential candidate received a majority of the vote on the first round, a second round was held on 21 February 2021. The ruling Nigerien Party for Democracy and Socialism (PNDS) candidate Mohamed Bazoum was declared the winner, beating Mahamane Ousmane in the second round with 56% of the vote. In the National Assembly elections the PNDS won 79 of the 166 seats, falling just short of a majority.

On 26 July 2023, a coup d'état occurred in Niger when the country's presidential guard detained President Mohamed Bazoum, and Presidential Guard commander General Abdourahamane Tchiani proclaimed himself the leader of a new military junta, shortly after confirming the coup a success.
