The Government of the Macau Special Administrative Region of the People's Republic of China, are headed by secretariats or commissioners and report directly to the chief executive. The affairs of the government are decided by secretaries, who are appointed by the chief executive and endorsed by the State Council of the Central People's Government in Beijing. The COVID-19 pandemic in Hong Kong is part of the worldwide pandemic of coronavirus disease 2019 caused by severe acute respiratory syndrome coronavirus 2. The virus was first confirmed to have spread to Hong Kong on 23 January 2020. Confirmed cases were generally transferred to Princess Margaret Hospital's Infectious Disease Centre for isolation and centralised treatment. On 5 February, after a five-day strike by front-line medical workers, the Hong Kong government closed all but three border control points – Hong Kong International Airport, Shenzhen Bay Control Point, and Hong Kong–Zhuhai–Macau Bridge Control Point remaining open.

The COVID-19 pandemic in Macau is part of the ongoing worldwide pandemic of coronavirus disease 2019 caused by severe acute respiratory syndrome coronavirus 2. The first known case of the disease in the special administrative region of China was confirmed on 22 January 2020. The city saw nine more cases by 4 February, but no more cases until 15 March, when imported cases began to appear. Stringent government measures have included the 15-day closure of all 81 casinos in the territory in February 2020; in addition, effective 25 March, the territory disallowed connecting flights at its airport as well as entry by all non-residents, and from 6 April, the Hong Kong–Zhuhai–Macau Bridge was closed to public transport and most other traffic.

2019 Macanese Chief Executive election

The 2019 Macanese Chief Executive election was held on 25 August 2019 for the 5th term of the Chief Executive of Macau (CE), the highest office of the Macau Special Administrative Region. Incumbent Chief Executive Fernando Chui, who was re-elected once already, was not eligible to run for the office under Macao Basic Law, the mini-constitution of the territory. Ho Iat-seng, former President of the Legislative Assembly of Macau, won as the sole candidate of the election.

The government of Vietnam has initially responded to the COVID-19 pandemic in the country with preventive measures to curb the spread of the coronavirus disease 2019 in the country. Vietnam has prepared for the epidemic as early as the very first case in China emerged, around mid-December 2019, and pursued a zero-COVID strategy until September 2021. Vietnam's Prime Minister Nguyễn Xuân Phúc ordered measures to prevent and counter the spread of the disease into Vietnam, as well as to warn Vietnamese citizens to avoid visiting areas with outbreaks.

Zero-COVID, also known as COVID-Zero and "Find, Test, Trace, Isolate and Support" (FTTIS), was a public health policy that has been implemented by some countries during the COVID-19 pandemic. In contrast to the living with COVID-19 strategy, the zero-COVID strategy is a "control and maximum suppression" strategy. It involves using public health measures such as contact tracing, mass testing, border quarantine, lockdowns, and mitigation software in order to stop community transmission of COVID-19 as soon as it is detected. The goal of the strategy is to get the area back to zero new infections and resume normal economic and social activities.

Elsie Ao Ieong is a Macanese civil servant, currently serving as the Secretary for Social Affairs and Culture and Secretary of the Talents Development Committee in the Macau Government, and is currently their highest-ranking female civil servant. She previously headed the Macau Female Civil Servant Association.

Paula LingHsiao Yun is a Portugal-born Chinese lawyer and politician in Macau. She was elected the deputy to represent Macau in the National People's Congress in 2008, has served on the committee to select Macau's Chief Executive, on the committee for Macau's Basic Law, and on Macau's Election Committee. In 2020, Macau Business listed her as one of the twenty most influential women in Macau.
