The Assistant Secretary of the Army (Civil Works), abbreviated ASA(CW), is an office of the United States Department of the Army responsible for overseeing the civil functions of the United States Army. The Assistant Secretary of the Army (Civil Works) reports to the United States Under Secretary of the Army, who in turn reports to the United States Secretary of the Army
Functions overseen by the Assistant Secretary of the Army (Civil Works) include the Civil Works of the United States Army Corps of Engineers; control of the United States National Cemetery and the United States Soldiers' and Airmen's Home National Cemetery; and the foreign non-military works of the Army Corps of Engineers. The Assistant Secretary of the Army (Civil Works) is the civilian responsible for overseeing the work of the Chief of Engineers.
The position of Assistant Secretary of the Army (Civil Works) was created by Section 211 of the Flood Control Act of 1970 and reaffirmed in Section 501 of the Goldwater–Nichols Act of 1986.

The United States Armed Forces are the military forces of the United States. The armed forces consists of six service branches: the Army, Marine Corps, Navy, Air Force, Space Force, and Coast Guard. All six armed services are among the eight uniformed services of the United States.
The United States Army Corps of Engineers (USACE) is a direct reporting unit and engineer formation of the United States Army that has three primary mission areas: Engineer Regiment, military construction, and civil works. The day-to-day activities of the three mission areas are administered by a lieutenant general known as the chief of engineers/commanding general. The chief of engineers commands the Engineer Regiment, comprising combat engineer, rescue, construction, dive, and other specialty units, and answers directly to the Chief of Staff of the Army. Combat engineers, sometimes called sappers, form an integral part of the Army's combined arms team and are found in all Army service components: Regular Army, National Guard, and Army Reserve. Their duties are to breach obstacles; construct fighting positions, fixed/floating bridges, and obstacles and defensive positions; place and detonate explosives; conduct route clearance operations; emplace and detect landmines; and fight as provisional infantry when required. For the military construction mission, the chief of engineers is directed and supervised by the Assistant Secretary of the Army for installations, environment, and energy, whom the President appoints and the Senate confirms. Military construction relates to construction on military bases and worldwide installations.

The Under Secretary of Defense for Acquisition and Sustainment, or USD(A&S), is the Principal Staff Assistant (PSA) and advisor to the Secretary of Defense for all matters relating to acquisition and sustainment in the Department of Defense. This includes the DoD Acquisition System; system design and development; production; logistics and distribution; installation maintenance, management, and resilience; military construction; procurement of goods and services; material readiness; maintenance; environment and energy resilience ; utilities; business management modernization; International Armaments Cooperation, Cooperative Acquisition and International Agreements, Promoting exportability of military components to allies and partners; nuclear, chemical and biological defense programs; and nuclear command, control, and communications.
The Assistant Secretary of Defense for Health Affairs (ASD(HA)) is chartered under United States Department of Defense Directive (DoDD) 5136.1 in 1994. This DoDD states that the ASD(HA) is the principal advisor to the U.S. Secretary of Defense on all "DoD health policies, programs and activities."
