Bangalore Political Action Committee (stylised as B.PAC) is a Bengaluru-based non-profit organisation, founded by the citizens of Bengaluru, to help improve urban infrastructure, municipal governance, and the overall quality of life. [1] [2] [3] The organisation advocates good governance practices and citizen participation for sustainable development. [4] [5] It is primarily a think-tank that carries out research and recommends policy amendments to assist the local and state level governments. [6] [7] [8]

B.PAC works with the government of Karnataka and other government and non-government organisations. [9] It is not affiliated with any political party or government organisation. [10] There are 12 employees in B.PAC and they carry out their initiatives with the help of local volunteers. [11] [12] B.PAC's extent of work also includes supporting women and children welfare, political leadership, and urban traffic management. [13] [14] [15]

Programs & Initiatives

B.ENGAGED, a program by B.PAC, was started in 2019 to engage with corporators, government institutions, and citizen groups to advance good governance practices. This program is led by Harshitha Venkatesh. [16]

B.CLIP, which stands for B.PAC Civic Leadership Incubator Program, is an initiative by B.PAC in collaboration with Takshashila Institution. [17] [18] This program serves as a learning platform for aspiring BBMP corporators, providing them with knowledge and skills to broaden their impact. [19] [20] [21] Since its inception in 2013, nine batches have been conducted. [22] Notable individuals, including politicians and civic activists such as Sowmya Reddy and Sampath Ramanujam, have participated in the B.CLIP program. [23] [24] [25]

B.SAFE, one of the programs by B.PAC, works towards enhancing safety and empowerment for women and children in Bengaluru. [26] [27] The B.SAFE Constituency initiative, a part of B.SAFE, works with B.SAFE Ambassadors to conduct audits of public spaces in Bengaluru. [28] These assessments focus on evaluating the presence of adequate safety infrastructure for women and children. [29] So far, B.SAFE Constituency Initiative has been conducted in 4 Bengaluru assembly constituencies - Mahadevapura, Malleshawaram, Dasarahalli, and Hebbal. [30] [27] Ms. Chitra Talwar is the program mentor of B.SAFE. [27]

Founders & Members

B.PAC was founded in 2013 by Kiran Mazumdar Shaw and T. V. Mohandas Pai to tackle the garbage crisis in Bengaluru. [31] [32]

Charu Sharma, Ashwini Nachappa, Prasad Bidapa, and Nisha Millet are members of B.PAC. [33] [34] [35]

Ashwin Mahesh has also been associated with B.PAC. [36]

Awards & Recognition

On National Voters' Day 2020, B.PAC was recognised as "The best Not for Profit" by the Election Commission of India for electoral awareness initiatives during 2019 Lok Sabha Elections. [37] [38]

The Bangalore Agenda Task Force (BATF) in South India was a public-private partnership (PPP) that ran from 1999 till 2004 at the direction of the Chief Minister of Karnataka. The purpose of the taskforce was to bring in business and civic leaders on a pro-bono basis to design a development agenda for the city and suggest ways in which the city's infrastructure and service delivery might be upgraded and improved according to best practice systems elsewhere. Bruhat Bengaluru Mahanagara Palike (BBMP) is the administrative body responsible for civic amenities and some infrastructural assets of the Greater Bengaluru metropolitan area. It is the fourth largest Municipal Corporation in India and is responsible for a population of 8.4 million in an area of 741 km2. Its boundaries have expanded more than 10 times over the last six decades.

The politics of Karnataka is represented by three major political parties, the Indian National Congress, the Janata Dal (Secular) and the Bharatiya Janata Party. The Janata Dal (Secular) and the Indian National Congress led coalition government was in power in the state since May, 2018, till July, 2019. H.D. Kumaraswamy of the Janata Dal (Secular) was the Chief Minister from 23 May, 2018, to 23 July, 2019. Now Siddaramaiah of INC is incumbent, forming the government since 20 May 2023.

Lakes and tanks in the metropolitan area of Greater Bangalore and the district of Bangalore Urban are reservoirs of varying sizes constructed over a number of centuries by various empires and dynasties for rainwater harvesting. Historically, these reservoirs were primarily either irrigation tanks or for the water supply, with secondary uses such as bathing and washing. The need for creating and sustaining these man-made dammed freshwater reservoirs was created by the absence of a major river nearby coupled with a growing settlement. As Bangalore grew from a small settlement into a city, both of the primary historical uses of the tanks changed. Agricultural land witnessed urbanization and alternate sources of water were provisioned, such as through borewells, piped reservoir water and later river water from further away.

Ashwin Mahesh is an urbanist, journalist, politician and social technologist based in Bangalore. After his education in atmospheric science (PhD) and astronomy (MS), he worked as a climate scientist at NASA before switching to a career in urban development across state, market and society. He is a co-founder of the public affairs journal, India Together. He also co-founded the social technology firm, Mapunity in 2006, and the electric vehicles-based transportation company, Lithium, in 2014. He is currently the CEO of his latest initiative, LVBL Accelerator, founded in 2023.
