Battle command (BC) is the discipline of visualizing, describing, directing, and leading forces in operations against a hostile, thinking, and adaptive enemy. Battle command applies leadership to translate decision into actions, by synchronizing forces and warfighting functions in time, space, and purpose, to accomplish missions. [1] [2] [3] Battle command refers both to processes triggered by commanders and executed by soldiers and to the system of systems (SoS) that directly enables those processes. [1]
BC is defined as the art of battle decision-making, leading, and motivating soldiers and their organizations into action to accomplish missions. BC includes visualizing the current state and future state, formulating concepts of operations to get from one to the other, and doing so at least cost. Assigning missions, prioritizing and allocating resources, selecting the critical time and place to act, and knowing how and when to make adjustments during the fight are also included. [4]
BC is the art and science of battlefield decision making and leading soldiers and units to successfully accomplish the mission. The BC basic elements are decision making, leading, and controlling. The BC System of Systems at brigade level enables commanders to lead, prioritize, and allocate assets required to employ and sustain combat power. The brigade commander must see further, process information faster and strike more precisely and quicker. If information is the medium of the BC process, the BC system must provide the commander with timely and accurate information on which to base the commander's decision. [5]

Battle management (BM) is the management of activities within the operational environment based on the commands, direction, and guidance given by appropriate authority. BM is considered to be a subset of BC. [nb 1] [6]
Business processes associated with command and control [7] of military forces are detailed in various publications of the United States Department of Defense. [2] [8]
Modern BC software and hardware exhibit all of the traits and qualities of an SoS. [9] A BC SoS can be decomposed into systems such as maneuvers, logistics, fires and effects, air support, intelligence, surveillance, reconnaissance (alternatively recognizance) (these three sometimes grouped as ISR, or by adding target acquisition, ISTAR), terrain, and weather. [10] [11] [12] Among the many inputs of these systems is a plethora of sensors which undergo sensor fusion and are compiled into a common operational picture/local operational picture that enable commanders to achieve situational awareness (SA)/situational understanding (SU). SA/SU is paramount for commanders to command and control modern military forces.
The Department of the Army organization primarily responsible for the acquisition of the BC SoS is the PM BC, a subordinate organization within the PEO C3T.
One of the problems with BC SoS is that a commander has little communication while in the battlefield. Command and control planning occurs at a command post (CP) or tactical operations center (TOC). Once a battle begins, a commander leaves the CP/TOC and moves forward to stay engaged. A commander has limited communication possibilities while in the battlefield, making it difficult to follow and control all events as they happen. Battle command on the move (BCOTM) is a capability that provides commanders all of the information resident in their CP/TOC and the required communications necessary to command and control on the move, or at a short halt, from any vantage point on the battlefield. Long-range surveillance (LRS) teams were elite, specially-trained surveillance units of the United States Army employed for clandestine operation by Military Intelligence for gathering direct human intelligence information deep within enemy territory. Classic LRS employment is to infiltrate deep into enemy territory, construct hide and surveillance sites, and provide continuous surveillance/special reconnaissance of an intelligence target of key interest.
A military staff or general staff is a group of officers, enlisted and civilian staff who serve the commander of a division or other large military unit in their command and control role through planning, analysis, and information gathering, as well as by relaying, coordinating, and supervising the execution of their plans and orders, especially in case of multiple simultaneous and rapidly changing complex operations. They are organised into functional groups such as administration, logistics, operations, intelligence, training, etc. They provide multi-directional flow of information between a commanding officer, subordinate military units and other stakeholders. A centralised general staff results in tighter top-down control but requires larger staff at headquarters (HQ) and reduces accuracy of orientation of field operations, whereas a decentralised general staff results in enhanced situational focus, personal initiative, speed of localised action, OODA loop, and improved accuracy of orientation.
Network-centric warfare, also called network-centric operations or net-centric warfare, is a military doctrine or theory of war that aims to translate an information advantage, enabled partly by information technology, into a competitive advantage through the computer networking of dispersed forces. It was pioneered by the United States Department of Defense in the 1990s.
The Combat Capabilities Development Command (CCDC) C5ISR Center, formerly the Communications-Electronics RD&E Center (CERDEC), is the United States Army information technologies and integrated systems center. CCDC C5ISR Center is headquartered at Aberdeen Proving Ground in Maryland, with activities at Fort Belvoir in Virginia and Joint Base McGuire-Dix-Lakehurst in New Jersey.
The Army Battle Command System (ABCS) is a digital Command, Control, Communications, Computers and Intelligence (C4I) system for the US Army. It includes a mix of fixed/semi-fixed and mobile networks. It is also designed for interoperability with US and Coalition C4I systems.
A common operational picture (COP) is a single identical display of relevant (operational) information shared by more than one Command. A COP facilitates collaborative planning and combined execution and assists all echelons to achieve situational awareness.
Reconnaissance, surveillance, and target acquisition (RSTA) squadrons are a type of unit in the United States Army. These are cavalry squadrons, and act at the squadron (battalion) level as a reconnaissance unit for their parent brigade combat teams. These RSTA squadrons continue on the Recondo legacy of the Vietnam era Long Range Reconnaissance Patrols (LRRP), however, compared to the LRRPs they are often assigned additional non-reconnaissance responsibilities such as battlespace ownership.
The 11th Corps Signal Brigade of the United States Army is an element of Army Forces Command. It is based at Fort Cavazos, Texas. The unit mascot is the Thunderbird, a hawk-like bird perched upon a globe shooting thunderbolts out of its eyes. Soldiers in this unit call themselves "The Thunderbirds."
A Battle Management Language (BML) is the unambiguous language used to command and control forces and equipment conducting military operations and to provide situational awareness and a shared, common operational picture.
Battlespace or battle-space is a term used to signify a military strategy which integrates multiple armed forces for the military theatre of operations, including air, information, land, sea, cyber and outer space to achieve military goals. It includes the environment, timeframe and other factors, and conditions that must be understood to successfully apply combat power, protect the force, or complete the mission. This includes enemy and friendly armed forces, infrastructure, weather, terrain, and the electromagnetic spectrum within the operational areas and areas of interest.
The reorganization plan of the United States Army was implemented from 2006 to 2016 under the direction of the Brigade Modernization Command. This effort formally began in 2006 when General Peter Schoomaker was given the support to move the Army from its Cold War divisional orientation to a full-spectrum capability with fully manned, equipped and trained brigades; this effort was completed by the end of 2016. It has been the most comprehensive reorganization since World War II and included modular combat brigades, support brigades, and command headquarters, as well as rebalancing the active and reserve components.

The M1130 commander vehicle (CV) is an armored command vehicle based on the Stryker platform. It is used within the brigade to provide means to receive information, analyze and transmit data, and control forces carrying out combat missions. Models with the double V-hull upgrade are known as the M1255 CVV.
Blue force tracking is a United States military term for a GPS-enabled capability that provides military commanders and forces with location information about friendly military forces. In NATO military symbology, blue typically denotes friendly forces. The capability provides a common picture of the location of friendly forces and therefore is referred to as the blue force tracker. When all capitalized, the term refers to a specific defense contractors' system, but the capability is found in many military and civilian mobile apps.
Force XXI Battle Command Brigade and Below (FBCB2) is a communication platform designed for commanders to track friendly and hostile forces on the battlefield. It increases a vehicle commander's situational awareness of the battlefield by gathering information near real-time based on vehicle locations being updated on the battlefield. This information is viewed graphically, and exchanged via both free and fixed text message formats.
The 32nd AAMDC or 32nd Army Air and Missile Defense Command is a theater level Army air and missile defense multi-component organization with a worldwide, 72-hour deployment mission. The 32nd AAMDC commands echelon above corps (EAC) ADA brigades and other assigned forces. Four such brigades, 11th Air Defense Artillery Brigade, 31st Air Defense Artillery Brigade, 69th Air Defense Artillery Brigade, and 108th Air Defense Artillery Brigade; by training, all stand ready to accomplish their mission of air defense against missile attack – 'anywhere, anytime' in support of the war-fighting combatant commander (CCDR).
PM WIN-T is a component of Program Executive Office Command, Control and Communications-Tactical in the United States Army. PM WIN-T has been absorbed into PM Tactical Networks as Product Manager for Mission Networks.
The BCT network is a layered system of interconnected computers and software, radios, and sensors within the Brigade Combat Team (BCT) designed to increase survivability and strategy on a battlefield where units can communicate internally instead of through a central command. The BCT Network allows for a more efficient use of communication and a possibility to plug combined-arms warfare into the network for better communication.
A maneuver enhancement brigade (MEB) is a self-contained, modular, and multifunctional support brigade of the United States Army customized to meet whatever mission it receives. A MEB's primary purpose is to plug into operational formations commanded by corps or division commanders, to support brigade combat teams once deployed, and to conduct tactical level tasks and support. MEBs can provide command and control for up to seven battalions that are capable of owning battlespace in combat.

PM MC is responsible for the development, deployment, and maintenance of integrated Mission Command software capabilities for the Army and Joint forces. The project manager ensures efficient fielding, effective training, and professional support for tactical and other unit types. PM MC’s product lines cover the areas of maneuver, fires, sustainment, and infrastructure.
