The council of the Baviaans Local Municipality was elected in 2000, 2006 and 2011. The first two elections were conducted by a system of party-list proportional representation, while the 2011 election used mixed-member proportional representation. In 2016 the Baviaans Local Municipality was merged with two others to create the Dr Beyers Naudé Local Municipality; for election results in the merged municipality see Dr Beyers Naudé Local Municipality elections.

The Baviaans Local Municipality was created in 2000, replacing the transitional local councils of Willowmore and Steytlerville. The council consisted of five members; the Democratic Alliance (DA) obtained a majority of three.

In terms of the Eighth Amendment of the Constitution and the judgment of the Constitutional Court in United Democratic Movement v President of the Republic of South Africa and Others , in the period from 8–22 October 2002 councillors had the opportunity to cross the floor to a different political party without losing their seats. In the Baviaans council, two councillors crossed from the DA to the African National Congress (ANC), giving the ANC a majority of four. [2]

At the time of this election the council was expanded to seven members, and the municipality was demarcated into four wards. Four councillors were elected by first-past-the-post voting from the wards, while the other three were appointed from party lists so that the total number of party representatives was proportional to the number of votes received. The DA obtained a majority of four members.

Dr Beyers Naudé Local Municipality is a new local municipality that was established by merging the Camdeboo, Ikwezi and Baviaans local municipalities in the Sarah Baartman District of the Eastern Cape in South Africa. The decision to merge the municipalities was taken by the Municipal Demarcation Board in 2015 but only took effect after municipal elections on 3 August 2016. The new municipality is named after the Afrikaner cleric and anti-apartheid activist Beyers Naudé. Its seat is in Graaff-Reinet.
The Bitou Local Municipality council consists of thirteen members elected by mixed-member proportional representation. Seven councillors are elected by first-past-the-post voting in seven wards, while the remaining six are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 18 May 2011 no party obtained a majority; the Democratic Alliance (DA) and the African National Congress (ANC) won six seats each, with the remaining seat going to the Congress of the People (COPE). The DA and COPE formed a coalition to govern the municipality.
The Prince Albert Local Municipality council consists of seven members elected by mixed-member proportional representation. Four councillors are elected by first-past-the-post voting in four wards, while the remaining three are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 no party obtained a majority of seats.
The Beaufort West Local Municipality council consists of thirteen members elected by mixed-member proportional representation. Seven councillors are elected by first-past-the-post voting in seven wards, while the remaining six are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 no party obtained a majority of seats on the council.
The uMhlathuze Local Municipality council consists of sixty-seven members elected by mixed-member proportional representation. Thirty-four councillors are elected by first-past-the-post voting in thirty-four wards, while the remaining thirty-three are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Nala Local Municipality council consists of twenty-four members elected by mixed-member proportional representation. Twelve councillors are elected by first-past-the-post voting in twelve wards, while the remaining twelve are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Endumeni Local Municipality council consists of thirteen members elected by mixed-member proportional representation. Seven councillors are elected by first-past-the-post voting in seven wards, while the remaining six are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Dannhauser Local Municipality council consists of twenty-five members elected by mixed-member proportional representation. Thirteen councillors are elected by first-past-the-post voting in thirteen wards, while the remaining twelve are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Abaqulusi Local Municipality council within the South African Zululand District Municipality consists of forty-four members elected by mixed-member proportional representation. Twenty-two councillors are elected by first-past-the-post voting in twenty-two wards, while the remaining twenty-two are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Mthonjaneni Local Municipality council consists of twenty-five members elected by mixed-member proportional representation. Thirteen councillors are elected by first-past-the-post voting in thirteen wards, while the remaining twelve are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The eMadlangeni Local Municipality council consists of eleven members elected by mixed-member proportional representation. Six councillors are elected by first-past-the-post voting in six wards, while the remaining five are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Jozini Local Municipality council consists of forty-five members elected by mixed-member proportional representation. The Mtubatuba Local Municipality council consists of forty-five members elected by mixed-member proportional representation. Twenty-three councillors are elected by first-past-the-post voting in twenty-three wards, while the remaining twenty-two are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Umvoti Local Municipality council consists of twenty-seven members elected by mixed-member proportional representation. Fourteen councillors are elected by first-past-the-post voting in fourteen wards, while the remaining thirteen are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.
The Msunduzi Local Municipality council consists of eighty-one members elected by mixed-member proportional representation. Forty-one councillors are elected by first-past-the-post voting in forty-one wards, while the remaining forty are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the African National Congress (ANC) lost its majority, obtaining a plurality of forty seats.
The Blue Crane Route Local Municipality council consists of eleven members elected by mixed-member proportional representation. Six councillors are elected by first-past-the-post voting in six wards, while the remaining five are chosen from party lists so that the total number of party representatives is proportional to the number of votes received. In the election of 1 November 2021 the African National Congress (ANC) won a reduced majority of six seats.
The council of the Camdeboo Local Municipality was elected in 2000, 2006 and 2011 by a system of mixed-member proportional representation.
