The Brunei Darussalam Scouts Association [3] [4] (Malay : Persekutuan Pengakap Negara Brunei Darussalam; abbrev: PPNBD) is the national Scouting and oldest non-governmental organisation in the country, established in 1933. [2] It became a member of the World Organization of the Scout Movement (WOSM) in 1981. The association celebrate its founding on 1 July each year. [5]
In 1933, Marsal Maun, a teacher at Jalan Pemancha Malay School, Brunei Town (now Bandar Seri Begawan), founded PPNBD. At that time, the scout group consisted of only 12 boys. [6] A Sarawak officer, Abang Mohd Zaidi Abang Taha, who was the headmaster and also the education supervisor, served as the leader, while Marsal acted as the assistant leader, marking the beginning of the Scout Movement in Brunei. [a] In 1934, the Bruneian government provided financial assistance to the Pergerakan Pengakap Negeri Brunei (Brunei Scout Movement) with an annual grant of B$150. Scout members were also given free uniforms by the government. In 1936, a group of 24 scouts was formed in Bukit Bendera, Tutong District, under the leadership of the Othman Bidin. [6] By 1940, the movement expanded to Belait District, where Salleh Masri established the first scout team, [6] consisting of 40 members led by Basir Taha. In the mid-1950s, the movement continued to grow in Temburong District, led by Md. Salleh bin Arshad. [5]
From the Scout camp, Brunei scouts strengthened their fourth law, "A Scout is a Brother to All Scouts." [5] In 1939, the Brunei State Scouts were officially registered with The Boy Scout Association in London, enabling them to establish the Brunei Local Association. [6] That same year, the first national Scout camp took place at Kampong Penanjong, organised by Zainal Abidin Ali, with participation limited to scouts from Brunei–Muara and Tutong Districts. The success and enthusiasm from this led to a second Scout camp being held in 1940, this time including scouts from Belait District alongside Brunei–Muara and Tutong participants. In 1958, the Brunei government enacted Act No.13/1958 to formally recognise and protect the activities and interests of the Brunei Scout Movement. [5]
On 30 September 1976, it became an associate member of the Asia-Pacific Scout Region, with the certificate received by its president, Ali Daud, in Tehran, Iran. PPNBD became a full member of the WOSM on 1 July 1981, and was recognised as the 117th member. The acceptance letter was received by Brunei's chief scout, Hussain Yusof, during the World Scout Conference in Dakar, Senegal. PPNBD celebrated a significant milestone in 1981 when Sultan Hassanal Bolkiah kindly agreed to serve as the movement's patron. The sultan paid a visit to Brunei in 1982 to mark the 75th anniversary of the WOSM and to celebrate the national Scout camp. [5]
At Istana Nurul Iman in Bandar Seri Begawan, on 1 November 1993, the sultan once more received the title of honorary patron of the WOSM, which was conferred by Jacques Moreillon, Secretary-General of the World Scout Bureau and WOSM. [5] The scouting movement was later recognised as a member of the International Union of Muslim Scouts (IUMS) at the IUMS conference in Dakar, Senegal, in 1995. [6]
As the original headquarters, the Brunei government granted the PPNBD office in Jalan Sinuai, Kumbang Pasang, Brunei Town. However, from 12 December 1962 until 15 October 1963, security personnel occupied the premises during the Brunei revolt. Building the PPNBD administrative offices in Gadong in January 1971 was one of the association's noteworthy accomplishments. At Kilometer 6, Jalan Gadong, a 10 acres (4.0 ha) block of land was used to build the new headquarters and camping. Prince Mohamed Bolkiah formally inaugurated the structure on 27 February 1971. The construction of a B$22,000,000 [10] multipurpose complex for the Scout Headquarters started in 1997 and was finished in 2000. PPNBD began using the six-story offices in 2001. On 3 July 2005, Sultan Hassanal Bolkiah officially opened the PPNBD Headquarters and Scout Complex in Kampong Beribi. [5] [10]
PPNBD hosted its first jamboree at the headquarters campground in 1985. The second jamboree was conducted in 1989, when 18 venture scouts were given the Sultan Scout Award and five commissioners and leaders were given the Rakis Medal. Kampong Parit Recreational Park hosted the third Jamboree in 1999. As part of the 'Visit Brunei Year' events, PPNBD took part in the International Youth Camp in 2001, which was organised in Anduki Recreational Park in Belait District in partnership with the Girl Guides Association and the Brunei Darussalam Red Crescent Society. The PPNBD is among the several nations preparing for special activities as Cub Scouting celebrates its centennial this year. [11] The 1st Brunei Darussalam Cubboree was held from 15 to 19 June 2008, in conjunction with the 75th year Diamond Jubilee of the PPNBD. [12] More than 600 Cub Scouts participated in the 4th edition in 2016, which also included two observers from Singapore and participants from Malaysia. Participants got the chance to tour the Maritime Museum, Malay Technology Museum, and Royal Regalia Museum in addition to other events. [11]
Bandar Seri Begawan (BSB) is the capital and largest city of Brunei. It is officially a municipal area with an area of 100.36 square kilometres (38.75 sq mi) and an estimated population of 100,700 as of 2007. It is part of Brunei–Muara District, the smallest yet most populous district which is home to over 70 per cent of the country's population. It is the country's largest urban centre and nominally the country's only city. The capital is home to Brunei's seat of government, as well as a commercial and cultural centre. It was formerly known as Brunei Town until it was renamed in 1970 in honour of Omar Ali Saifuddien III, the 28th Sultan of Brunei and the father of Sultan Hassanal Bolkiah.
Omar Ali Saifuddien Sa'adul Khairi Waddien was the 28th Sultan of Brunei, reigning from 1950 until his abdication in 1967 to his oldest son, Hassanal Bolkiah.
Tutong District or simply known as Tutong, is the third largest and populated district in Brunei. It has an area of 1,166 square kilometres (450 sq mi) and the population of 47,210 as of 2021. The district is also home to its administrative centre is Tutong Town, as well as the Tutong River and Tasek Merimbun, the country's second longest river and the only ASEAN Heritage Parks in Brunei respectively.
Kuala Belait or officially the Kuala Belait Town, and colloquially referred to as KB, is the administrative town of Belait District, Brunei. The population of the town proper was 4,259 in 2016. Kuala Belait is officially a municipal area, as well as a village under the mukim of the same name. The town is located 85 kilometres (53 mi) west of the country's capital Bandar Seri Begawan, and 20 kilometres (12 mi) west of Seria, the district's other town. It is also in the westernmost part of country, near the mouth of the Belait River.
Pengiran Anak Saleha is a member of the royal family as the wife of Sultan Hassanal Bolkiah. She is the daughter of Pengiran Anak Mohamed Alam and Pengiran Anak Besar. After her husband was crowned as the Sultan and Yang Di-Pertuan of Brunei, she succeeded her mother-in-law, Pengiran Anak Damit, as Raja Isteri. She is the mother of Crown Prince Al-Muhtadee Billah.
The Ministry of Religious Affairs (MORA or MoRA; Malay: Kementerian Hal Ehwal Ugama, KHEU) is a cabinet-level ministry in the government of Brunei which is responsible for the propagation of Islam and its upholding as the state religion, as well as oversees the Islamic religious education in the country. It is currently led by a minister and a deputy minister, whereby the incumbents are Badaruddin Othman and Pengiran Mohammad Tashim respectively. The ministry is headquartered in Bandar Seri Begawan.
Pengiran Anak Mohamed Alam was a nobleman, magistrate, and politician who served as the fourth Speaker of the Legislative Council from 1971 to 1974, and as the Chief of Adat Istiadat Negara from 1954 to 1981. A member of the Bruneian royal family, he was the father of Pengiran Anak Saleha, the queen consort of Sultan Hassanal Bolkiah. He was also the maternal grandfather of Al-Muhtadee Billah, the Crown Prince of Brunei.

The Ministry of Defence Brunei Darussalam, officially abbreviated as MinDef, is a cabinet-level ministry of the Government of Brunei. It is responsible for the national security and its military forces within the sultanate of Brunei Darussalam; the latter collectively known as the Royal Brunei Armed Forces (RBAF); Angkatan Bersenjata Diraja Brunei, (ABDB). MinDef is Brunei's ministry of defence; and was established on 1 January 1984, when Brunei Darussalam achieved independence from the United Kingdom. The Ministry of Defence leadership presently consists of a minister ; its incumbent is the Sultan of Brunei, Hassanal Bolkiah, who is also the Supreme Commander of the RBAF / ABDB. A deputy minister is second-in-command at the Ministry of Defence.
Pengiran Anak Damit was the Queen of Brunei as the wife of the 28th Sultan of Brunei, Omar Ali Saifuddien III.
Pengiran Anak Kemaluddin was a nobleman, politician and teacher from Brunei who served as the sixth Speaker of the Legislative Council of Brunei (LegCo), Member of the Privy Council, and the head of the Department of Religious Affairs. He was the founder of several Arabic schools. The institutions included the Seri Begawan Religious Teachers College, the Raja Isteri Pengiran Anak Damit Girls' Secondary Arabic Religious School, and the Hassanal Bolkiah Boys' Arabic Secondary School.
Pengiran Abdul Momin bin Pengiran Haji Ismail was a Bruneian nobleman, magistrate, politician and diplomat who held various key roles in the government throughout his distinguished career. He served as the 4th Menteri Besar of Brunei and later represented Brunei on the international stage as high commissioner to multiple countries, including Malaysia, India, China, and the United States. His contributions to Brunei's development were significant, particularly in areas of education, traditional arts, and agricultural advancements. In his later years, he was appointed as a member of the Legislative Council, continuing his public service until his passing in 2008.
Mohammad Abbas Al-Sufri bin Haji Ibrahim was an aristocrat, civil servant and courtier from Brunei who previously served as the acting personal secretary to Sultan Omar Ali Saifuddien III. He had a career in the government service of Brunei, in which he held a number of important positions such as being a member of the Privy Council of Brunei from 1972 to 2014.
Pengiran Abu Bakar bin Pengiran Umar was a Bruneian nobleman, civil servant, and politician who served as the fifth Speaker of the Legislative Council of Brunei. He held this position from 1 December 1974 until his retirement on 14 December 1981. Notably, he was the father-in-law of Princess Masna Bolkiah. His son, Pengiran Anak Abdul Aziz, became the prince consort of Princess Masna Bolkiah, who is the daughter of Sultan Omar Ali Saifuddien III.
Pengiran Muda Hashim was a Bruneian nobleman and politician who held several significant positions, including membership in the Privy Council, Legislative Council, and the Brunei Islamic Religious Council. As a member of the Bruneian royal family, he was the husband to Pengiran Anak Puteri (Princess) Besar, the daughter of Sultan Muhammad Jamalul Alam II. He was named Wazir in 1952 and served on the executive committee for the coronation ceremony of Sultan Hassanal Bolkiah, acting as Sultan during the late Sultan's foreign tours.
The Istana Darul Hana is one of the few remaining palaces in Brunei which notably, is the former residence of Omar Ali Saifuddien III from 1951 to 1987. The palace is located on a hill at Kilometre 3 of Jalan Tutong in Kampong Tumasek, Brunei–Muara District, Brunei. It is sometimes referred to as Istana Lama.
Basir bin Taha was a Bruneian teacher who made significant contributions to education, welfare, and religion in Brunei. He played a pivotal role in raising awareness among Malay teachers about the importance of freeing the nation from colonialism and defending the sovereignty of both the monarchy and the people.
Othman bin Bidin was a Bruneian teacher, renowned for being the first local to serve as principal of the Brunei Malay Teachers' College (MPMB), first principal of the Seri Begawan Religious Teachers College (MPUSB), and member of the Legislative Council in the 1970s. He was a strong advocate for enhancing the role of teachers and played a crucial role in championing their rights and welfare. Alongside other key figures, Othman made significant contributions to the development of Brunei's educational system, particularly through his commitment to improving teaching standards and promoting the value of education in the country.
