The country quota was a part of the New Zealand electoral system from 1881 until 1945, when it was abolished by the First Labour Government. [1] Its effect was to make urban [n 1] electoral districts (electorates) more populous than those in rural areas, thus making rural votes worth more in general elections.
The quota was established to prevent, or at least slow, the marginalisation of rural interests as the New Zealand population became increasingly urbanised. There was a strong rural focus in New Zealand culture at the time. The device was also justified for ostensible practical reasons, such as that it was more difficult to cast a vote in isolated rural areas, making it easier for city people to exercise political influence. [2] The quota was also a way to counteract the influence of recently enfranchised working men; until 1879 only (male) property owners could vote, which meant that a disproportionate number of electors lived in the countryside. The quota was originally 33%, meaning that urban electorates were 33% larger than rural electorates and, essentially, rural votes were worth 33% more. In 1887 the quota was reduced to 18%, but then increased two years later to 28%. [1]
The country quota was always unpopular with the Labour Party, which took most of its support from the cities, and generally felt the system to be an undemocratic violation of the 'one man one vote' principle. Its policy of abolishing the quota was abandoned in the 1930s in order to win rural support, and the extra seats remained for the first three terms of the First Labour Government. By the 1940s Labour had lost most of its rural support and felt that the quota could cost it the 1946 election. Consequently, the quota was abolished in 1945 after Labour had put the abolition bill (Clause 3 of the Electoral Amendment Act, 1945 [3] ) up in a surprise move, [4] and Labour won the election by four seats.
Labour Party President and Member of the Legislative Council Tom Paul had stated his disapproval of the electoral process in an address during the 1914 election:
The theory on which our electoral law is based is that each man and each woman shall have equal voice in the councils of our nation on polling day. It matters not whether one represents property worth a hundred thousand pounds or the other typifies poverty of the most extreme degree, the voice of each is equal. But the theory is not perfectly applied. For instance, the vote of the rural voter is worth 28 per cent more than that of a city voter—an anomaly which ought not to exist in a democracy. [5]
In 1969, political scientist and historian Robert Chapman studied the effect of the country quota in the five elections 1919 to 1931, when there were eight extra seats (76 not 68 European seats) because of the quota. He found the quota had only a small effect on Labour, which was down two seats in 1931 and one seat in 1919, 1922, 1925 and 1928. [6] Only in 1922 could this have affected the results of the election, as Reform Prime Minister Massey would have had to find three, not two, allies from the Liberals. But Massey easily found two Liberals (who were afterwards nominated to the Legislative Council), and with the disarray in the Liberals could have found one more.

The Reform Party, formally the New Zealand Political Reform League, was New Zealand's second major political party, having been founded as a conservative response to the original Liberal Party. It was in government between 1912 and 1928, and later formed a coalition with the United Party, and then merged with United to form the modern National Party.
The 1946 New Zealand general election was a nationwide vote to determine the shape of the New Zealand Parliament's 28th term. It saw the governing Labour Party re-elected, but by a substantially narrower margin than in the three previous elections. The National Party continued its gradual rise.
The 1881 New Zealand general election was held on 8 and 9 December in the Māori and European electorates, respectively, to elect 95 MPs to the 8th session of the New Zealand Parliament.

Arch Hill was one of 80 electorates in New Zealand between 1946 and 1954. Located in central Auckland, the electorate was considered a safe seat for the Labour Party in its eight years of existence.

Dunedin North is a former New Zealand parliamentary electorate, which returned one Member of Parliament (MP) to the New Zealand House of Representatives. It was established for the 1905 election and has existed since. It was last held by David Clark of the New Zealand Labour Party, who replaced the long-standing representative Pete Hodgson. It was considered a safe Labour seat, with Labour holding the seat for all but one term (1975–1978) since 1928. In the 2020 electoral boundary review, Otago Peninsula was added to the area to address a population quota shortfall; with this change the electorate was succeeded by the Dunedin electorate in the 2020 election.
Dunedin South is a former New Zealand parliamentary electorate. It first existed from 1881 to 1890, and subsequently from 1905 to 1946. In 1996, the electorate was re-established for the introduction of MMP, before being abolished in 2020.
Piako was a New Zealand parliamentary electorate established in 1946 and disestablished in 2008. It was last held by Lindsay Tisch MP from 2002 to 2008.
Rotorua is a New Zealand parliamentary electorate, returning one Member of Parliament to the New Zealand House of Representatives. It was first established in 1919, and has existed continuously since 1954. The current MP for Rotorua is Todd McClay of the National Party, who won the electorate in the 2008 general election from incumbent Labour MP Steve Chadwick.
Waitaki is an electorate for the New Zealand House of Representatives that crosses the boundary of North Otago and South Canterbury towns on the East Coast of the South Island. The electorate was first established for the 1871 election that determined the 5th New Zealand Parliament. It has been abolished and re-established several times and in its early years was a two-member electorate for two parliamentary terms. The current electorate has existed since the 2008 election and is held by Miles Anderson of the National Party.
Hamilton is a former New Zealand parliamentary electorate that existed from 1922 to 1969. The electorate covered the urban area of the city of Hamilton. In 1969, the city was part of two rural electorates, Hamilton East and Waikato. For the 1972 election, the nature of Hamilton East changed to urban, and the Hamilton West electorate complements it to form a second urban electorate.
Waimarino was a New Zealand parliamentary electorate that existed from 1911 to 1954, and from 1963 to 1972. It was rural in nature and was represented by four Members of Parliament.
