Career
In between government and academic tenures,Gompert has worked in the private sector. He has worked in senior executive positions at Unisys,AT&T,and most recently as a senior fellow at RAND, [2] [3] a leading research organization that explores topics such as national security,terrorism,economic development,and science and technology. Before that,he was a distinguished research professor at the National Defense University's Center for Technology and National Security Policy.
From 2003 to 2004,Gompert was the senior adviser for national security and defense to the Coalition Provisional Authority in Iraq that followed the deposed Ba'athist regime.
From 1975 to 1983,he held numerous positions at the U.S. Department of State,serving as deputy to the Under Secretary of State for Political Affairs,deputy director of the Bureau of Political-Military Affairs,and special assistant to former Secretary of State Henry Kissinger. [4] Following these capacities in the Ford,Carter,and Reagan administrations,he was appointed Special Assistant to President George H. W. Bush.
Gompert received a bachelor's degree in engineering from the U.S. Naval Academy,where he once served on the faculty, [5] and a Master of Public Affairs from Princeton University's Woodrow Wilson School of Public and International Affairs. [6]

Mike McConnell is a former vice admiral in the United States Navy. During his naval career he served as Director of the National Security Agency from 1992 to 1996. His civilian career includes serving as the United States Director of National Intelligence from 20 February 2007 to 27 January 2009 during the Bush administration and first week of the Obama administration. He is currently Vice Chairman at Booz Allen Hamilton.
David Michael Satterfield is an American diplomat and ambassador, who has served extensively in the Middle East, including the Persian Gulf area, Lebanon, and Iraq. He later served as a senior advisor on Iraq for Secretary of State Condoleezza Rice and was director general of the Multinational Force and Observers, the peacekeeping force for the Sinai Peninsula from June 2009 until August 2017. He was chargé d'affaires to Egypt from August 2013 to January 2014 and was subsequently Special Advisor to the Secretary of State for Libya. From September 2017 to June 2019 he served as the acting assistant secretary of state for Near Eastern affairs, and was confirmed as U.S. ambassador to Turkey on June 27, 2019.
Dennis Cutler Blair is the former United States Director of National Intelligence and a retired United States Navy admiral who was the commander of U.S. forces in the Pacific region. Blair was a career officer in the U.S. Navy and served in the White House during the presidencies of both Jimmy Carter and Ronald Reagan. Blair retired from the Navy in 2002 as an Admiral. In 2009, Blair was selected as President Barack Obama’s first Director of National Intelligence, but after a series of bureaucratic battles, he resigned on May 20, 2010.
The under secretary of defense for intelligence and security or USD(I&S) is a high-ranking civilian position in the Office of the Secretary of Defense (OSD) within the U.S. Department of Defense (DoD) that acts as the principal civilian advisor and deputy to the secretary of defense (SecDef) and deputy secretary of defense (DepSecDef) on matters relating to military intelligence and security. The under secretary is appointed as a civilian by the president and confirmed by the Senate to serve at the pleasure of the president.
Lieutenant General Ronald Lee Burgess Jr., United States Army is a retired United States Army lieutenant general. His last military assignment was as the 17th director of the Defense Intelligence Agency and commander of the Joint Functional Component Command for Intelligence, Surveillance and Reconnaissance (JFCC-ISR). Prior to that, he was Director of the Intelligence Staff in the Office of the Director of National Intelligence.
John Scott Redd is a retired vice admiral of the United States Navy, and afterward the first Senate-confirmed Director of the National Counterterrorism Center, serving from 2005 until 2007. According to David Martin at the CBS Evening News, "Scott Redd may be the most important person you've never heard of." J.J. Green at Federal News Radio referred to Redd as "the man that I often call "E.F. Hutton". He is also the past President of the Naval Academy Class of 1966 and has served on the advisory boards of several non-profit organizations. An avid amateur radio operator, Redd has won twelve world championships and nine national championships.
The Office of Intelligence and Counterintelligence (OICI), also abbreviated IN, DOE-IN, DOE/IN, I&CI, or OIC, was established in 2006 by the merger of pre-existing Energy Department intelligence and security organizations. It is an office of the United States Department of Energy (DOE) responsible for all intelligence and counterintelligence activities throughout the DOE complex; due to this central role, OICI is designated DOE's Headquarters Intelligence. As a component of the United States Intelligence Community in addition to the Department of Energy, OICI reports to both the Director of National Intelligence and Secretary of Energy.

James Robert Clapper Jr. is a retired lieutenant general in the United States Air Force and former Director of National Intelligence. Clapper has held several key positions within the United States Intelligence Community. He served as director of the Defense Intelligence Agency (DIA) from 1992 until 1995. He was the first director of defense intelligence within the Office of the Director of National Intelligence and simultaneously the Under Secretary of Defense for Intelligence. He served as the director of the National Geospatial-Intelligence Agency (NGA) from September 2001 until June 2006.

John Rutherford Allen is a retired United States Marine Corps four-star general, and former commander of the NATO International Security Assistance Force and U.S. Forces – Afghanistan (USFOR-A). On September 13, 2014, President Barack Obama appointed Allen as special presidential envoy for the Global Coalition to Counter ISIL. He was succeeded in that role by Brett McGurk on October 23, 2015. He is the co-author of Turning Point: Policymaking in the Era of Artificial Intelligence with Darrell M. West and Future War and the Defence of Europe alongside Lieutenant General (Ret.) Ben Hodges and Professor Julian Lindley French. Allen was president of the Brookings Institution from October 2017 until his resignation on June 12, 2022.

The Boren-McCurdy intelligence reform proposals were two legislative proposals from Senator David Boren and Representative Dave McCurdy in 1992. Both pieces of legislation proposed the creation of a National Intelligence Director. Neither bill passed into law.
