Lieutenant General Devendra Pratap Pandey (born 17 June 1964) PVSM, UYSM, AVSM, VSM is a retired general officer of the Indian Army. He was the Commandant of the Army War College, Mhow. [2] He previously served as the General Officer Commanding of the Srinagar based Chinar Corps(XV) succeeding Lieutenant General B. S. Raju after the latter completed his term as the Corps Commander. [3] Prior to his appointment as the Chinar Corps Commander, the general served as the first Director General of Territorial Army of the Indian Army. [4]
Lt General Pandey was born in a Bhumihar Brahmin family and hails from Gorakhpur and is an alumnus of St Mary's Carmel, Kendriya Vidyalaya Airforce Station, Gorakhpur, Kendriya Vidyalaya, IIT New Delhi and National Defence Academy, Khadakwasla, Pune and Indian Military Academy, Dehradun. He also holds a master's degree in defence studies from University of Madras, Chennai and an M.Phil. in defence and management studies from Devi Ahilya Vishwavidyalaya, Indore. He has also attended the Defence Services Staff College, Wellington, [5] and the National Defense University in Washington, D.C.
He was commissioned into 9th battalion The Sikh Light Infantry on 14 Dec 1985. He has served in Counter-insurgency operations in Jammu and Kashmir. Qualified in high altitude warfare courses, he has commanded the 9th battalion The Sikh Light Infantry in north Siachen glacier and chushul sector of Eastern Ladakh. He also commanded a RR Sector. He also served as a military observer in Cambodia. [5]
Gen Pandey has held numerous staff assignments which include a tenure as Brigade major of an infantry brigade in high-altitude area during operation Vijay (Kargil) and as a director in Infantry Directorate and also Director, Foreign Division in Military Intelligence Directorate, IHQ of MoD (Army), BGS (Ops) at HQ Western Command, Chandimandir and BGS at Chetak Corps. In addition, he served as an assistant adjutant and instructor at the National Defence Academy, Pune. General officer has an extensive service experience along western borders, deserts of Rajasthan and Punjab. [6]
Promoted to the rank of Major general, he was appointed General officer commanding Counter Insurgency Force-K (Kilo Force) in the Kashmir Valley. He then served as the Additional Director General of Public Information (ADGPI) at Army Headquarters. In the rank of Lieutenant General, he was the first Director General of Territorial Army (DGTA). On 17 March 2021, Gen Pandey was appointed the General Officer Commanding XV Corps in Srinagar. XV Corps, also known as Chinar Corps, is responsible for military operations in the Kashmir valley. [9]
He was appointed as the Commandant of the Army War College, Mhow in April 2022 and took over on 9 May 2022. He retired on 30th of June 2024 after almost 39 years of service in the Indian army. [2]
Lt Gen D P Pandey insisted Kashmiris to continue to strive hard to maintain peace and prosperity in J&K despite the presence of evil minds that enforce violence on Kashmiri society. The society need to break the cycle of violence. He called upon the Kashmiri society to target OGW network that pollutes the impressionable minds [13] of the youth to sustain terrorism in J&K. He asked community leaders to caution the youth about these instigators & their evil plans that is putting J&K on troubled paths. There are also present some vulture journalists who misguide the youths. We all need to be aware of their mal-intentions.
With the challenge for security forces in the Kashmir valley in the form of hybrid terrorism, Lt Gen Pandey cautioned the Kashmiri society to be more vigilant of these ‘part-time’ terrorists. [14] They influence & corrupt the youths’ ideology. He reiterated to continue efforts to recognize such people in the valley. Young people thought process should be towards peace and development.
UT Administration through the Security Review Meeting forums and engaging secretary level functionaries along with grass-root public participation ushered in ‘Tiranga Revolution’. [15] The Tricolor was dedicated to the people of J&K by Shri Manoj Sinha, Hon’ble Lt Governor of J&K in the presence of GOC 15 Corps. Apart from this, Tricolor was hoisted at Kupwara, Awantipur, Shopian, Gulmarg and various Government offices and school giving a sense of ‘One Nation One Flag’.
Lt Gen D P Pandey endeavoured to reinforce the pride amongst the people of Kashmir in their own cultural festivals by organizing functions for Wular festival, [16] Bangus mela, [17] Doodpathri festival, Keran mela [18] and many others.
In co-operation with Jaipur-based NGO, Bhagwan Mahavir Viklang Sahayata Samiti (BMVSS), [19] Artificial Limb fitment and assistance camps [20] were organised for especially abled persons in 15 Corps Zone from 06 to 19 Oct 21. The joint venture between the Indian Army and Jaipur Foot Foundation was themed ‘Saksham Hum, Saksham Kashmir, Saksham Bharat’. [21] Lt Gen DP Pandey complimented the NGO, Bhagwan Mahavir Viklang Sahayata Samiti for its noble efforts. He emphasised that the artificial limbs would further invigorate the specially abled citizens to lead an enabled and empowered life. The camp has enabled and empowered specially abled Kashmiri citizens including children.
To combat the surge of COVID-19 cases in Apr 2021 in Kashmir and to prepare of the anticipated third wave of COVID-19, a 50-bed COVID-19 facility was established and dedicated to the citizens of Kashmir. It will augment the infrastructure against the pandemic.
A non-operational oxygen plant (Enn Dee Gases) [22] with a capacity of filling 700 cylinders of oxygen per day, located at Rangreth was resuscitated by Chinar Corps. On the UT Administration's request, Chinar Corps co-opted IAF to transport the required spare parts from Mumbai. A team of technicians from 15 Corps Zone Workshop, Rangreth along with civil technicians made the plant serviceable within four days. Oxygen plant of Enn Dee was lying out of action for last five years. It has the capacity of filling 700 cylinders of oxygen per day. It was vital to make this plant serviceable to increase the oxygen production capacity in the valley.
Lt Gen D P Pandey appreciated the noble step taken by the Indrani Balan Foundation [23] for the people of Baramulla, which led to building of new infrastructure for the Parivaar School [24] to facilitate a conducive learning environment for the specially abled children. More than 150 families of Baramulla district will be benefitted by this school. The curriculum of the school has been created keeping in mind the type and degree of disability of the students. The building has been designed taking into account the needs of the students including specially abled friendly washrooms. More than 150 families of Baramulla district will be benefited by this school.
Lt Gen D P Pandey facilitated the introduction of NCC camps [25] in the remote bowls of Machhal, Keran & Gurez sectors. In addition, NCC camp were organized for the first time in Tangdhar and there are plans in pipeline to revive and expand NCC's foot prints across the valley.
Under the flagship of Chinar Corps, Kashmir Premiere League 2021 [26] was organized that engaged the youth, provided them a pedestal to showcase their talent and promote sports in the Valley. This wide reaching, multi-phased cricket tournament engaged 10 districts of Kashmir and elicited participation by nearly 3000 youth from 200 different teams. The tournament shed tremendous insight into the outstanding cricketing skills, excellent sportsmanship and talent among the Kashmiri youth and highlighted the synergy between Civil Administration, JKCA and the Army. Mr Yusuf Pathan, ex India cricketer gave away the prizes.
An open championship in Wushu Martial Arts [27] was conducted on 14 & 15 Sep 21 at Manasbal lake. The event witnessed 279 x boys and girls participating in the events. The championship was aimed at providing exposure to the budding young champions. The participants had exposure in learning & sharpening their skills. The participants, their parents and local populace were very happy to see such a big level tournament in which boys and girls participated together to promote the spirit of sports.
To commemorate the 22nd year of victory in Kargil war, HQ Northern Command conducted a two-day Dhruva Kargil Rally to commemorate Kargil Vijay Diwas. Lieutenant General Yogesh Kumar Joshi, then GOC-in-C, Northern Command led the rally.
‘Save Dal’ and ‘Clean Jhelum’ Campaigns [28] were organized to promote eco-conservation. A number of events like ‘Shikara race’, a bike rally for ‘ Clean Dal’, and speed-boat rally carrying the National Flags were held. The campaign garnered massive local participation and respect for the Army.
He has been awarded the Param Vishisht Seva Medal (2024), Uttam Yudh Seva Medal (2022), Ati Vishisht Seva Medal (2020), Vishist Seva Medal (2011), and the COAS and GOC - in - C commendation card for his service.

XV Corps, or 15 Corps, also known as Chinar Corps, is a Corps of the Indian Army which is presently located in Srinagar and responsible for military operations in the Kashmir Valley. It has participated in all military conflicts with Pakistan and China to date. Lieutenant General Prashant Srivastava is the current Corps Commander since 05 October 2024 taking over from Lt Gen Rajiv Ghai.
Lieutenant General Harbaksh Singh, VrC was an Indian senior military officer. As the commander of the Western Command, Singh commanded the Indian Army and played a key role during the Indo-Pakistani War of 1965. For his role in the war, he was awarded the Padma Vibhushan in 1966.
The XIV Corps or The Fire and Fury Corps is a corps of the Indian Army. It is the Army's Udhampur-based part of the Northern Command. The 14th Corps forms a military deployment in the Kargil-Leh area guarding the frontiers with China and Pakistan. It also guards the Siachen Glacier.
Lieutenant General Syed Ata HasnainPVSM, UYSM, AVSM, SM, VSM & Bar is a retired General of the Indian Army. His last assignment in service was as the Military Secretary of the Indian Army. Prior to that, he commanded the Indian Army's 15 Corps in the state of Jammu and Kashmir, amongst other appointments. He has also commanded 21 Corps (Strike). In 2018, General Hasnain was appointed Chancellor of Central University of Kashmir.
Lieutenant General Dr. Konsam Himalay Singh PVSM, UYSM, AVSM, YSM is a former Lieutenant General of the Indian Army. He is the first officer from northeast India to reach the rank of lieutenant general in the Indian Army and the first military officer from Manipur to reach the ranks of brigadier and major general. He was the Chairman of Manipur Public Service Commission and is currently a member of the Consultative Committee of Manipur Government on Naga Peace Talks as well as a visiting faculty member of Manipur University.
In the wake of heavy monsoon rain and flash floods in Jammu and Kashmir, the Indian Armed Forces were deployed in increasing numbers starting 2 September 2014 to conduct search, rescue, relief, relocation, humanitarian assistance and rehabilitation missions in Jammu and Kashmir. By 18 September, over 298,514 people were rescued from the various parts of Jammu and Kashmir by the Armed forces. The Jammu and Kashmir floods, the worst in a century according to Omar Abdullah, the Chief Minister of Jammu and Kashmir, paralyzed the state government. Omar Abdullah, responding to public criticism, told the media "I had no government" in the first few days following the floods, as "My secretariat, the police headquarters, the control room, fire services, hospitals, all the infrastructure was underwater." Adding "I had no cell phone and no connectivity. I am now starting to track down ministers and officers." The Jammu and Kashmir floods of 2014 have been blamed on heavy rainfall, about 8 inches (200mm) on 4 September alone, on climate change, unplanned and uncontrolled development, encroachment of river banks, lakes, ponds, and massive loss of wet lands, absence of local government flood forecasting system, and poor governance. The Armed Forces humanitarian assistance mission in response to the floods was named Mission Sahayata (assistances). Northern Command's humanitarian assistance to Civil authorities was named 'Operation Megh Rahat'. The Indian Army, Air Force, and the Navy, committed large resources to the assistance mission including over 30,000 troops, 15 engineer task forces, 84 Indian Air Force and Army Aviation Corps fixed wing transport aircraft and helicopters, naval commandos and rescue specialists, and Base Hospital, four field hospitals, over 106 medical detachments. "Operation Megh Rahat", ended on 19 September 2014, but "Operation Sadbhavna", the relief and medical assistance support, according to government press release, will continue in "close synergy with the civil administration and the police".
Lieutenant General Yogesh Kumar Joshi, PVSM, UYSM, AVSM, VrC, SM, ADC is a retired General Officer of the Indian Army. He was the General Officer Commanding-in-Chief Northern Command, assuming office from Lt Gen Ranbir Singh on 1 February 2020. He last served as the Chief of staff of the Northern Command, assuming the office from Lt Gen SK Sharma. Previously, he was the commander of Leh based Fire & Fury Corps. As Army Commander he is credited with spearheading the Indian response to PLA's attempt to alter the status quo on Line of Actual Control (LAC) by use of force. He is the only war decorated Army Commander who has to his credit successes against both Indian adversaries China and Pakistan.
Lieutenant General Om Prakash, PVSM, UYSM, AVSM, SM is a retired General of the Indian Army. He was the commander of the XV Corps in 2012.
Lieutenant General Sarath Chand, PVSM, UYSM, AVSM, VSM is an Indian politician and former Vice Chief of Army Staff (VCOAS) of the Indian Army. He served as Vice Chief of Army Staff from 13 January 2017 till his retirement on 31 May 2018. He joined Bharatiya Janata Party on 6 April 2019.
Lieutenant General Deependra Singh Hooda, PVSM, UYSM, AVSM, VSM & Bar, ADC is the former General Officer Commanding-in-Chief of the Indian army's Northern Command. The General Officer was the Northern Army Commander during the 'surgical strike' in September 2016. He is most prominently known for his views on Kashmir with a strong emphasis on human rights. With a career spanning forty years, he has served on both the Northern and Eastern borders of India.
Lieutenant General Jaswinder Singh Sandhu, PVSM, UYSM, AVSM, VSM was the Military Secretary of the Indian Army and assumed office on 01 February 2018. He was the 46th Commander, XV Corps of the Indian Army and was in office from 1 November 2016 to 31 January 2018. He assumed the post from Lt General Satish Dua and was succeeded by Lt General Anil Kumar Bhatt.
Lieutenant General Rajendra Ramrao Nimbhorkar, PVSM, UYSM, AVSM, SM**, VSM is a former officer of the Indian Army who served as the Master General Ordnance (MGO). He assumed office on 9 August 2017 after Lieutenant General Ravi Thodge retired. He was part of one of the strike corp which was responsible for carrying out three strikes inside POK in Surgical Strikes held in 2016 by the Indian Army to clean out all the Pakistani Terrorists Camps. As surgical strikes were carried out very secretly to maintain surprise, so very few people knew of them, one of those involved was Lt. Gen. Nimbhorkar.
Lieutenant General Anil Kumar Bhatt, PVSM, UYSM, AVSM, SM, VSM was the Military Secretary of the Indian Army. Prior to this, he served as the 47th Commander, XV Corps of the Indian Army between 1 February 2018 and 7 February 2019. Prior to this he was the Director General of Military operations for one year including during the Doklam crisis in 2017. During his tenure as Corps Commander maximum terrorists were neutralized in comparison to the last one decade.
Lieutenant General Gurpal Singh Sangha, AVSM, SM, VSM is a former Chief of Staff Western Command of the Indian Army and assumed office on 30 December 2018. He assumed the post from Lt General Amarjeet Singh Bedi. He retired from his position on July 31, 2020.
Lieutenant General Kanwal Jeet Singh Dhillon, PVSM, UYSM, YSM, VSM is a retired General Officer of the Indian Army and the Chairperson of the Board of Governors (BoG) of IIT Mandi. He last served as the Director General Defence Intelligence Agency and Deputy Chief of Integrated Defence Staff (Intelligence) under the Chief of Defence Staff (CDS) from 9 March 2020 to 31 January 2022. Prior to this, he served as the 48th Commander of the XV Corps assuming the post from Lieutenant General Anil Kumar Bhatt.
The Kashmir Premier League (KPL) is a Twenty20 cricket league in Jammu and Kashmir The league was started in 2011 by the Indian Army and the Government of Jammu and Kashmir. The Army sponsors the teams, and provides cricket kits and refreshments. The purpose of the Kashmir Premier League is to build bridges between Kashmiris and Indian Army men. The league is the brainchild of Group Officer Commanding (GOC) of XV Corps, Lieutenant General Syed Ata Hasnain. The T20 cricket tournament is part of the Indian Army's Operation Sadhbhavana.
Lieutenant General Baggavalli Somashekar Raju, PVSM, UYSM, AVSM, YSM is a retired general officer of the Indian Army. He last served as the General Officer Commanding-in-Chief South Western Command. He earlier served as the 44th Vice Chief of the Army Staff and as the Director General Military Operations (DGMO).

He is the first officer from the Madras Regiment to become the Deputy Chief of Army Staff DCOAS (Strategy), assuming office from Lt Gen M. V. Suchindra Kumar on 14 Mar 2023. Previously, he was the Director General of Military Intelligence. Prior to that, he was GOC Trishakti Corps. He earlier served as the Director General of National Cadet Corps.
