The Edict of Fontainebleau (18 October 1685, published 22 October 1685) was an edict issued by French King Louis XIV and is also known as the Revocation of the Edict of Nantes. The Edict of Nantes (1598) had granted Huguenots the right to practice their religion without state persecution. Protestants had lost their independence in places of refuge under Cardinal Richelieu on account of their supposed insubordination, but they continued to live in comparative security and political contentment. From the outset, religious tolerance in France had been a royal, rather than popular, policy. [1]
The lack of universal adherence to his religion did not sit well with Louis XIV's vision of perfected autocracy. [2]
The Edict of Nantes had been issued on 13 April 1598 by Henry IV of France and granted the Calvinist Protestants of France, also known as Huguenots, substantial rights in the predominantly-Catholic state. Henry aimed at promoting civil unity by the edict. [3] The edict treated some Protestants with tolerance and opened a path for secularism. It offered general freedom of conscience to individuals and many specific concessions to the Protestants, such as amnesty and the reinstatement of their civil rights, including the rights to work in any field, including for the state, and to bring grievances directly to the king. It marked the end of the French Wars of Religion, which had afflicted France during the second half of the 16th century.
In his edict given at his Palace of Fontainebleau in October 1685, [4] Louis XIV revoked the Edict of Nantes and ordered the destruction of Huguenot churches as well as the closing of Protestant schools. The edict made official the policy of persecution that was already enforced since the dragonnades that he had created in 1681 to intimidate Huguenots into converting to Catholicism. As a result of the officially-sanctioned persecution by the dragoons , who were billeted upon prominent Huguenots, many Protestants, estimates ranging from 210,000 to 900,000, left France over the next two decades. They sought asylum in the United Provinces, Sweden, Switzerland, Brandenburg-Prussia, Denmark, Scotland, England, Protestant states of the Holy Roman Empire, the Cape Colony in Africa and North America. [5] On 17 January 1686, Louis XIV claimed that out of a Huguenot population of 800,000 to 900,000, only 1,000 to 1,500 had remained in France. [ citation needed ]
It has long been said that a strong advocate for persecution of the Protestants was Louis XIV's pious second wife, Madame de Maintenon, who was thought to have urged Louis to revoke Henry IV's edict. There is no formal proof of that, and such views have now been challenged. Madame de Maintenon was by birth a Catholic but was also the granddaughter of Agrippa d'Aubigné, an unrelenting Calvinist. Protestants tried to turn Madame de Maintenon and any time she took the defence of Protestants, she was suspected of relapsing into her family faith. Thus, her position was thin, which wrongly led people to believe that she advocated persecutions.[ citation needed ]
The revocation of the Edict of Nantes brought France into line with virtually every other European country of the period (with the exception of the Principality of Transylvania and the Polish–Lithuanian Commonwealth), which legally tolerated only the majority state religion. The French experiment of religious tolerance in Europe was effectively ended for the time being.
The Edict of Fontainebleau is compared by many historians with the 1492 Alhambra Decree ordering the Expulsion of the Jews from Spain and the Expulsion of the Moriscos in 1609 to 1614. All three are similar both as outbursts of religious intolerance ending periods of relative tolerance and in their social and economic effects. In practice, the revocation caused France to suffer a kind of early brain drain, as it lost many skilled craftsmen, including key designers such as Daniel Marot. Upon leaving France, Huguenots took with them knowledge of important techniques and styles, which had a significant effect on the quality of the silk, plate glass, silversmithing, watchmaking and cabinet making industries of those regions to which they relocated. Some rulers, such as Frederick Wilhelm, Duke of Prussia and Elector of Brandenburg, who issued the Edict of Potsdam in late October 1685, encouraged the Protestants to seek refuge in their nations. Similarly, in 1720 Frederick IV of Denmark invited the French Huguenots to seek refuge in Denmark, [6] which they accepted, settling in Fredericia and other locations. [7] [8]
In practice, the stringency of policies outlawing Protestants was opposed by the Jansenists [9] and was relaxed during the reign of Louis XV, especially among discreet members of the upper classes. "The fact that a hundred years later, when Protestants were again tolerated, many of them were found to be both commercially prosperous and politically loyal indicates that they fared far better than the Catholic Irish", R.R. Palmer concluded. [2]
By the late 18th century, numerous prominent French philosophers and literary men of the day, including Anne-Robert-Jacques Turgot, were arguing strongly for religious tolerance. Efforts by Guillaume-Chrétien de Malesherbes, minister to Louis XVI, and Jean-Paul Rabaut Saint-Étienne, a spokesman for the Protestant community, together with members of a provincial appellate court or parlement of the Ancien Régime, were particularly effective in persuading the king to open French society despite concerns expressed by some of his advisors. Thus, on 7 November 1787, Louis XVI signed the Edict of Versailles, known as the edict of tolerance registered in the parlement2+1⁄2 months later, on 29 January 1788. The edict offered relief to the main alternative faiths of Calvinist Huguenots, Lutherans and Jews by giving their followers civil and legal recognition as well as the right to form congregations openly after 102 years of prohibition.
Full religious freedom had to wait two more years, with enactment of the Declaration of the Rights of Man and of the Citizen. The 1787 edict was nonetheless a pivotal step in eliminating religious strife, and it officially ended religious persecution in France. [10] Moreover, when French revolutionary armies invaded other European countries between 1789 and 1815, they followed a consistent policy of emancipating persecuted or circumscribed religious communities (Roman Catholic in some countries, Protestant in others and Jewish in most).
In October 1985, in the tricentenary of the Edict of Fontainebleau, French President François Mitterrand issued a public apology to the descendants of Huguenots around the world. [11]

The Huguenots are a religious group of French Protestants who held to the Reformed (Calvinist) tradition of Protestantism. The French Wars of Religion were a series of civil wars between French Catholics and Protestants from 1562 to 1598. Between two and four million people died from violence, famine or disease directly caused by the conflict, and it severely damaged the power of the French monarchy. One of its most notorious episodes was the St. Bartholomew's Day massacre in 1572. The fighting ended with a compromise in 1598, when Henry of Navarre, who had converted to Catholicism in 1593, was proclaimed King Henry IV of France and issued the Edict of Nantes, which granted substantial rights and freedoms to the Huguenots. However, Catholics continued to disapprove of Protestants and of Henry, and his assassination in 1610 triggered a fresh round of Huguenot rebellions in the 1620s.

Françoise d'Aubigné, known first as Madame Scarron and subsequently as Madame de Maintenon, was a French noblewoman and the second wife of Louis XIV of France from 1683 until his death in 1715. Although she was never considered queen of France, as the marriage was carried out in secret, Madame de Maintenon had considerable political influence as one of the King's closest advisers and the governess of the royal children.
An edict of toleration is a declaration, made by a government or ruler, and states that members of a given religion will not suffer religious persecution for engaging in their traditions' practices. Edicts may imply tacit acceptance of a state religion.

Camisards were Huguenots of the rugged and isolated Cévennes region and the neighbouring Vaunage in southern France. In the early 1700s, they raised a resistance against the persecutions which followed Louis XIV's Revocation of the Edict of Nantes, making Protestantism illegal. The Camisards operated throughout the mainly Protestant Cévennes and Vaunage regions including parts of the Camargue around Aigues Mortes. The revolt broke out in 1702, with the worst of the fighting continuing until 1704, then skirmishes until 1710 and a final peace by 1715. The Edict of Tolerance was not finally signed until 1787.
The Dragonnades was a policy implemented by Louis XIV in 1681 to force French Protestants known as Huguenots to convert to Roman Catholicism. It involved the billeting of dragoons of the French Royal Army in Huguenot households, with the soldiers being given implied permission to mistreat the inhabitants and damage or steal their possessions. Soldiers employed as part of this policy were derisively referred to as "missionary dragoons".
During the sixteenth and seventeenth centuries, politiques were Western European statesmen who prioritized the strength of the state above all other organs of society, including religion. During the French Wars of Religion, this included moderates of both religious faiths who held that the country could only be saved by the restoration of a strong monarchy which rose above religious differences. The term politique often had a pejorative connotation of moral or religious indifference, especially after 1568 in contrast with the radical Catholic League calling for the eradication of Protestantism in France. By 1588 the politiques were seen by pious detractors as a faction more pernicious than heretics.
The Edict of Saint-Germain, also known as the Edict of January, was a landmark decree of tolerance promulgated by the regent of France, Catherine de' Medici, in January 1562. The edict provided limited tolerance to the Protestant Huguenots in the Catholic realm, though with counterweighing restrictions on their behaviour. The act represented the culmination of several years of slowly liberalising edicts which had begun with the 1560 Edict of Amboise. After two months the Paris Parlement would be compelled to register it by the rapidly deteriorating situation in the capital. The practical impact of the edict would be highly limited by the subsequent outbreak of the first French Wars of Religion but it would form the foundation for subsequent toleration edicts as the Edict of Nantes of 1598.
The Peace of Alais, also known as the Edict of Alès or the Edict of Grace, was a treaty negotiated by Cardinal Richelieu with Huguenot leaders and signed by King Louis XIII of France on 28 June 1629. It confirmed the basic religious principles of the Edict of Nantes but differed in that it contained additional clauses that stated that the Huguenots no longer had political rights and further demanded for them to relinquish all cities and fortresses immediately.
The Reformed Church of France was the main Protestant denomination in France with a Calvinist orientation that could be traced back directly to John Calvin. In 2013, the Church merged with the Evangelical Lutheran Church in France to form the United Protestant Church of France.
The secretary of state for protestant affairs, was the secretary of state in France during the "Ancien Régime" and Bourbon Restoration in charge of overseeing French Protestant affairs. From 1749 on, the position was combined with the position of secretary of state of the Maison du Roi.
The persecution of Huguenots under Louis XV refers to hostile activities against French Protestants between 1715 and 1774 during the reign of Louis XV.
Protestantism in France has existed in its various forms, starting with Calvinism and Lutheranism since the Protestant Reformation. John Calvin was a Frenchman, as were numerous other Protestant Reformers including William Farel, Pierre Viret and Theodore Beza, who was Calvin's successor in Geneva. Peter Waldo was a merchant from Lyon, who founded a pre-Protestant group, the Waldensians. Martin Bucer was born a German in Alsace, which historically belonged to the Holy Roman Empire, but now belongs to France.
The Huguenot rebellions, sometimes called the Rohan Wars after the Huguenot leader Henri de Rohan, were a series of rebellions of the 1620s in which French Calvinist Protestants (Huguenots), mainly located in southwestern France, revolted against royal authority. The uprising occurred a decade after the death of Henry IV who, himself originally a Huguenot before converting to Catholicism, had protected Protestants through the Edict of Nantes. His successor Louis XIII, under the regency of his Italian Catholic mother Marie de' Medici, became more intolerant of Protestantism. The Huguenots responded by establishing independent political and military structures, establishing diplomatic contacts with foreign powers, and openly revolting against central power. The Huguenot rebellions came after two decades of internal peace under Henry IV, following the intermittent French Wars of Religion of 1562–1598.
The Edict of Versailles, also known as the Edict of Tolerance, was an official act that gave non-Catholics in France the access to civil rights formerly denied to them, which included the right to contract marriages without having to convert to the Catholic faith, but it denied them political rights and public worship. The edict was signed by King Louis XVI on 7 November 1787, and registered in the Parlement of Paris during the Ancien Régime on 29 January 1788. Its successful enactment was caused by persuasive arguments by prominent French philosophers and literary personalities of the day, including Anne-Robert-Jacques Turgot; Étienne François, duc de Choiseul, Americans such as Benjamin Franklin and especially the joint work of Guillaume-Chrétien de Lamoignon de Malesherbes, minister to Louis XVI, and Jean-Paul Rabaut Saint-Étienne, spokesman for the Protestant community in France.
The French Colony of Magdeburg was a separate and independent community that existed from 1685 to 1808 in the city of Magdeburg. It co-existed, without any clear boundaries, with the citizens of the city and with the somewhat later colony of German Palatines. Its residents were Huguenot refugees, under the protection of the Elector of Brandenburg-Prussia. The colony had its own church, town hall, mayor, court and even its own home guard, and spoke French every day in all of them and on its streets.
Paul-Henri Marron was the first Reformed pastor in Paris following the French Revolution. Born in the Netherlands to a Huguenot family, Marron first came to Paris as the chaplain of the Dutch embassy. Protestants in France had been prohibited from worshipping openly since the Revocation of the Edict of Nantes in 1685. The Edict of Tolerance in 1787 gave non-Catholics the right to openly practice their religion. Marron was recruited to lead the newly tolerated Protestant community of Paris, a task he accomplished through the French Revolution, several imprisonments, the Napoleonic Wars, the Bourbon Restoration and into the July Monarchy.
