Edl Schamiloglu (born 1959) is an American physicist,electrical engineer,pulsed power expert,inventor,and distinguished professor in the department of electrical and computer engineering at the University of New Mexico. [1] He has been known in public media for his expertise in the design and operation of directed-energy weapons. [2] [3] [4] He is also known for his assessment on the possible origins of alleged health damages presumably caused on U.S. embassy personnel in Cuba in 2016 as part of the Havana syndrome incident. [5] He is the associate dean for research and innovation at the UNM School of Engineering,where he has been a faculty since 1988,and where he is also special assistant to the provost for laboratory relations. [6] He is also the founding director of the recently launched UNM Directed Energy Center. [7] Schamiloglu is a book author and co-editor,and has received numerous awards for his academic achievements. He is a Fellow of the Institute of Electrical and Electronics Engineers [8] and the American Physical Society. [9] Starting on July 1,2024,Schamiloglu was selected as Editor-in-Chief of the IEEE Transactions on Plasma Science,where he succeeds Steven J. Gitomer who has held that role for over 40 years. [10]
Schamiloglu was born in The Bronx in 1959 to Tatar parents from Russia who wed in Istanbul in 1957,where their families had independently arrived as political refugees. [11] [12] His only brother,Uli Schamiloglu,is professor and chair of the department of Kazakh Language and Turkic Studies at Nazarbayev University in Nursultan,Kazakhstan. [13]
Schamiloglu attended Bronx High School of Science. [11] In 1979,he obtained a Bachelor of Science in applied physics and applied mathematics and a Master of Science degree in plasma physics from Columbia University. In 1988,he earned a PhD in engineering (with a minor in mathematics) from Cornell University. [14] [15]
Schamiloglu has been a faculty member at University of New Mexico since 1988. At the UNM School of Engineering,he has successively been Regents’Lecturer from 1996 to1999,ECE Gardner-Zemke Professor at the Electrical and Computer Engineering Department (since 2000), [16] and distinguished professor since 2014. [17] Also at the University of New Mexico,he has been associate chair and director of the Graduate Program (2000–2001),director of the School of Engineering Research Center COSMIAC (2015-2017),associate dean for research and innovation (2017-2023),and special assistant to the provost for laboratory relations since 2018. [6] He is also president of the Summa Foundation,an independent,philanthropic organization promoting scientific and educational activities in the field of electromagnetics. [18]
At University of New Mexico,he established a program for research and education in plasma science involving pulsed power and intense beam-driven,high power microwave devices. He founded the Pulsed Power,Beams and Microwaves Laboratory (1989),where for many years his team have been pursuing research in areas such as modeling of electromagnetic systems,directed energy microwaves,and the effects of high power microwaves on systems. Acting as a principal investigator,or leading multilateral alliances,Schamiloglu's laboratory has received research subsidies of millions of dollars often originating from the US Department of Defense, [20] [21] [22] [23] In 2020,he led a five-university inter-institutional team sponsored by the Air Force,which was selected for a Multidisciplinary University Research Initiative (MURI) Award from the United States Department of Defense to explore the Fundamental Limits to High Power Electromagnetic Amplification. As a principal co-investigator,Schamiloglu became a founding member of the NSF Directorate for Engineering's sponsored Engineering Research Visioning Alliance (ERVA),together with Dorota Grejner-Brzezińska from The Ohio State University (now Research Vice-chancelor at UW Madison), [26] Anthony Boccanfuso from the University Industry Demonstration Partnership (UIDP),Barry W. Johnson from the University of Virginia,and Charles Johnson-Bey,of Booz Allen Hamilton. [27] Johnson's position at ERVA was later filled by Pramod Khargonekar from the University of California,Irvine. [28]
Schamiloglu has taught electromagnetics,plasma physics,neurosystems engineering,and advanced mathematics. [29] He has been an invited lecturer at institutions in the US,UK,India and China. He has supervised over eighty M.S. and Ph.D. dissertations in related fields. Also,his laboratory has hosted many international visiting scientists since 1991. [29]
As a special assistant to the provost,Schamiloglu has been aiding in the development of working relations between the University of New Mexico and United States Department of Energy national laboratories. [30] [31]
He was elected a Fellow of the Institute of Electrical and Electronics Engineers (IEEE) in 2002, [8] and a Fellow of the American Physical Society in 2020. [9]

Schamiloglu has often been a committee member and chair at UNM, IEEE and National Academy. [29] He served on the external advisory board for Sandia National Laboratories, REHEDS Foundation, Army's Extramural Basic Research Program in Electronics (ARO), K&A Wireless, Directed Energy Professional Society, Pulsed Power Conferences, Inc., SUMMA, and EPSCoR/IDeA Foundations. [29] He was also founding member (2016-2020) of the Matter and Radiation at Extremes Editorial Advisory Board (an Open Access Journal), and an editor for IEEE Transactions on Communications. [29]
Schamiloglu is a co-inventor of several patents for devices often related to the operation of magnetrons. [40]
Schamiloglu's academic achievements have been recognized by many awards. Within UNM he received Research Excellence Awards in 1992, 2001 and 2017, also Creativity Awards in 2011, 2012, 2013, 2018 and 2019. [41] [42] [43] He was selected as a UNM Academic Leadership Fellow from 2013 to 2015, [6] and received the Gardner-Zemke Research Award in 2016. [44]

Albert Wallace Hull was an American physicist and electrical engineer who made contributions to the development of vacuum tubes, and invented the magnetron. He was a member of the National Academy of Sciences.
The IEEE Marie Sklodowska-Curie Award is a Technical Field Award that was established by the IEEE Board of Directors in 2008. This award may be presented for outstanding contributions to the field of nuclear and plasma sciences and engineering. This award may be presented to an individual, individuals on a team, or up to three multiple recipients. Recipients of this award receive a bronze medal, certificate, and honorarium. This award was presented for the first time in 2011.
The Erwin Marx Award is an award made every two years, in odd numbered years, jointly by the Institute of Electrical and Electronics Engineers and the Nuclear and Plasma Sciences Society at the IEEE International Pulsed Power Conference. It is awarded to an individual for their contribution over at least ten years in the field of pulsed power technology.

Sandra Gail Biedron is an American physicist who serves as the Director of Knowledge Transfer for the Center for Bright Beams as well as professor in Electrical & Computer Engineering and Mechanical Engineering at the University of New Mexico, where in 2021 she mentors nine graduate students and two post-doctoral researchers. Her research includes developing, controlling, operating, and using laser and particle accelerator systems. She is also Chief Scientist of Element Aero, a consulting and R&D company incorporated in 2002. She was elected Fellow of the American Physical Society in 2013.
Mary Ann Sweeney is an American physicist at Sandia National Laboratories. Although her doctoral research concerned astronomy, her work at Sandia has largely concerned inertial confinement fusion and pulsed power.
James Nelson Benford is an American physicist, High-Power Microwave (HPM) scientist, book author, science-fiction writer, and entrepreneur, best known for introducing novel technological concepts and conjectures related to the exploration of outer space, among these the design of laser-driven sailships, the possible use of co-orbital objects by alien probes to spy on earth, and the appraisal of technical and safety issues associated with the Search for Extraterrestrial Intelligence (SETI). He was born in Mobile, Alabama in 1941, as was his twin brother, science-fiction author Greg Benford. He has two children, the eldest being Dominic Benford, an astrophysicist and the Program Scientist for the Nancy Grace Roman Space Telescope.
David A. Hammer is the J. Carlton Ward, Jr. Professor of Nuclear Energy Engineering, in the Cornell University College of Engineering. In 2004, Hammer received the Institute of Electrical and Electronics Engineers Plasma Science and Applications Committee Award, as well as the Distinguished Career Award from Fusion Power Associates in 2018.
André Anders is a German-American experimental plasma physicist and materials scientist. He has been the director of the Leibniz Institute of Surface Engineering in Leipzig, Germany, since 2017. Previously, 1992-2017, he worked at Lawrence Berkeley National Laboratory, Berkeley, California. He is best known for his work on metal plasmas and thin film deposition by cathodic arcs and high power impulse magnetron sputtering. He was the Editor-in-Chief of Journal of Applied Physics (2014-2024) published by AIP Publishing.
Jane M. Lehr is an American electrical engineer whose research concerns pulsed power, liquid dielectrics, and ultra-wideband transmission. She is a professor of electrical and computer engineering at the University of New Mexico, the former president of the IEEE Nuclear and Plasma Sciences Society, and a coauthor of the book Foundations of Pulsed Power Technology.
