The Govind Ramnath Kare College of Law, popularly known as the G.R. Kare College of Law, and also as the Kare Law College, is a law college located at Comba in Margao, Goa.
Kare College is the only centre of legal education in the district of South Goa. [2] It was established by the "Vidya Vikas Mandal" in 1979. [3] [4] The college is managed by the "Vidya Vikas Mandal" [5] and is affiliated to the Goa University. [6] It has been recognised by the University Grants Commission [7] and Bar Council of India. [8] Kare College has been accredited with 'B' grade by the National Assessment and Accreditation Council. [9] [10] The current edifice of the institution was inaugurated on 21 September 2001 by the then Union Minister of Law and Justice, Arun Jaitley.
The College is named for Govind Ramnath Kare — father of the Goan industrialist, educationist, and philanthropist Ramnath Govind Kare — whose family made a munificent donation to the Vidya Vikas Mandal in 1979 to establish the College. [11]
Kare College has a well equipped library, an air conditioned auditorium, computer lab, smart class [18] and a moot court hall. [19] The Moot Court Hall of the institution was inaugurated at the hands of the then Chief Justice of the Bombay High Court, Justice Mohit Shantilal Shah. [20] [21] [22] [23] On 15 December 2014, a Library App, designed by Rupesh Shirodkar, was also launched for the library of Kare College. [24] Associate Professor Dr. Saba V. M. Da Silva is the Principal of the institution. [1] The institution has faculty including PhD holders [1] [25] and expert part-time lecturers. [26] [27] [28] [29]
Four students of the Kare Law College authored a book entitled "Traffic Yoga", a handbook for road traffic and road safety measures. [30]
In 2014, Kare College started an initiative called "GRK Talks". [31] These talks are conducted every month, where the orators speak on socio-legal aspects. Those who have delivered the "GRK Talks", include former Union Minister of State for Law and Justice (Independent Charge) Ramakant Khalap, renowned Mumbai-based lawyer Haresh Jagtiani, entrepreneur Dr. Nandini Vaidyanathan, [18] leading valuer Mahendra Caculo, [32] [33] Goa's Advocate General Atmaram Nadkarni, [34] entrepreneur and author Datta Naik, then Chief Justice of the Bombay High Court Justice Mohit Shantilal Shah [20] [35] [36] etc.
The college also has a classroom lecture series, called "GRK Master Class". Through the medium of the "GRK Master Class", lawyers and experts are invited to deliver a lecture on a topic related to the students' syllabi. Those who have addressed the students through this classroom lecture series include Advocate Rajeev Gomes [37] and the former Additional Solicitor General of India M. S. Usgaonkar. [38]
In 2016, Gautami Raiker, a student of the Kare College of Law, secured the second runners-up position in the All India Startup Competition in the domain of law organized by Gujarat National Law University, Gandhinagar. [39] [40]
The college also excels in sports and its students have won several medals at inter-college and University level. [41] [42] [43] [44] [45] Kare College has also conducted NAPESS (National level event of sports and physical education) conference. [31] In 2015, the institution organised "Fortitude", an all Goa inter-collegiate tennis ball cricket tournament. [46] [47]
Kare College of Law has its National Service Scheme (NSS) unit [48] and the unit conducts many activities [49] such as blood-donation camps. [50] The college has also established Legal Aid Cells in various parts of the State to provide legal assistance to public. [51] [31] [52]
In addition, the college has certain clubs like the Consumer Law Club.
In January 2015, Kare Law College inaugurated an Internship Cell and an Entrepreneurship Cell in association with Centre for Incubation and Business Acceleration (CIBA). Through CIBA, the Entrepreneurship Cell would help students understand various benefits of entrepreneurship and think of it as a viable and lucrative career option and also encourage independent and entrepreneurial talent. Internship Cell would provide internship opportunities in corporate houses, companies, NGOs, orphanages, public consumer forums, etc. [53]
In July, 2015, a "Jan Suvidha Kendra" (Citizens' Facilitation Centre) was inaugurated at the South Goa District Collectorate (Matanhy Saldanha Administrative Complex) located in Fatorda, Margao in association with the Kare College of Law. The centre was inaugurated at the hands of Francis Dsouza, the Deputy Chief Minister of Goa. The centre will provide assistance to the public in drafting and filling of routine application for various services like obtaining Residence Certificate, Income Certificate, Caste Certificate, Mutation, Land Conversion, Partition, issues relating to the Land Revenue Code (L.R.C.) etc. Students of the Kare Law College provide their services in the centre, free of cost. A Memorandum of Understanding (MoU) between the South Goa district Collectorate and the Kare Law College was signed in 2017 for establishing the "Jan Suvidha Kendra" on a permanent basis. [56]
Kare College of Law in January 2018 signed a Memorandum of Understanding (MoU) with the University of Lisbon, Portugal. The MoU is for five years and the college has established a Centre for Lusophone Culture and Legal Studies in Margao under the agreement. An agreement has also been signed between Kare College of Law and the Lusophone Society of Goa. [57] [58]
In December 2018, Kare College signed a Memorandum of Understanding (MoU) with NGO 'Sangath', to work in the field of inclusivity. [59]
In February 2020, during the visit of the Portuguese President Marcelo Rebelo de Sousa, a Memorandum of Understanding (MoU) was signed between the Kare College of Law and the University of Coimbra, Portugal [60]
In July 2013, the canteen serving the college was shut down by the Directorate of Food and Drugs, Government of Goa citing unhealthy cooking facilities. [61]
In 2016, the Goa University imposed a penalty on the college, thereby permitting to admit only 38 students in the LL.B Course, as the college had admitted 82 students in 2015, by bypassing the threshold of 60 admissions. However, the university later permitted the college to admit 60 students, after the institution admitted its mistake. [62]
In 2023, the Principal of the College was accused of favouritism in the admission process to benefit his son. [63] The Goa University appointed a committee to inquire into the matter. [64]

Uday Laxmikant Bhembre is an Indian lawyer, Konkani writer and former member of the Goa, Daman and Diu Legislative Assembly. He is noted for his role as the editor of the Konkani daily, Sunaparant, and as a Konkani language activist. Bhembre is also widely known as the lyricist of the famed Goan Konkani language song Channeache Rati.
Manohar Rai Sardesai was an Indian Konkani poet, writer and French translator. He received his Doctorat ès lettres françaises for his thesis "L'image de l'Inde en France" from the University of Sorbonne. He has been credited for an upsurge of modern Konkani poetry. Sardesai died in 2006.
Damodar Mauzo is an Indian short story writer, novelist, critic and screenwriter in Konkani. He was awarded the 57th Jnanpith Award, India's highest literary honour, in 2022, Sahitya Akademi Award in 1983 for his novel Karmelin and the Vimala V. Pai Vishwa Konkani Sahitya Puraskar award for his novel Tsunami Simon in 2011. His collection of Short stories Teresa's Man and Other Stories from Goa was nominated for the Frank O'Connor International award in 2015. He has served as a member of the executive board, general council, as well as the finance committee of the Sahitya Akademi.
Goa is a state on the southwestern coast of India within the Konkan region, geographically separated from the Deccan highlands by the Western Ghats. Laxman Pai was an Indian artist and painter. He was a principal of the Goa College of Art, a post he held from 1977 to 1987. Pai was a recipient of several awards including India's third highest civilian honour of Padma Bhushan, awarded by the Government of India.
The Goa Vikas Party (GVP) is a regional political party from Goa, India, was led by Francisco Pacheco. The GVP was founded by late Sitaram Bandodkar, and the current president is Francisco Pacheco's partner Viola Pacheco. It was revived by Pacheco, who left the Nationalist Congress Party and joined the GVP ahead of the 2012 Goa Legislative Assembly election. It is a part of the National Democratic Alliance (NDA) led by the Bharatiya Janata Party (BJP). It is a part of the ruling coalition in Goa, the other members being the BJP and Maharashtrawadi Gomantak Party. The GVP has two members in the Goa Legislative Assembly: Pacheco from Nuvem but he resigned and Caetano Silva from Benaulim.
Vidya Vikas Academy (VVA) is an English medium school co-educational in Goa. The school is affiliated to Central Board of Secondary Education (CBSE). The school has 29 classrooms. The school offers classes from Nursery to 12th standard. It was established in the year 1994. The school had humble beginnings housed in the same rented premises that had earlier used by Shree Damodar College of Commerce & Economics and Govind Ramnath Kare College of Law. Today the school occupies a building in the Vidya Vikas Mandal Campus. In 2012, Vidya Vikas Academy decided it would have higher secondary section(11th and 12th).
John Aguiar is an Indian Konkani poet, writer, songwriter and journalist whose songs have been broadcast over the All India Radio network, mainly in Goa and on CDs.
Ramnath Govind Kare, also known as Ramnathbab and Babu. is an Indian industrialist, educationist, and philanthropist based in Margao, Goa. An avid reader, he studied at St Xaviers College in Bombay.
Carlos Alvares Ferreira is an Indian politician and advocate who serves as a member of the Goa Legislative Assembly, representing the Aldona Assembly constituency. He is a former Assistant Solicitor General of India, Public prosecutor and Advocate General of Goa. Ferreira contested on Indian National Congress ticket in the 2022 Goa Legislative Assembly election and emerged victorious. He defeated two term Bharatiya Janata Party MLA Glenn Ticlo by a margin of 1,823 votes.
Narayan Ramnath Mauzo, also known as Bhau, was an Indian language activist and businessman who was involved in the establishment of the Konkani Bhasha Mandal (KBM) and served as its treasurer. He played a key role in the founding of the organization and was actively involved in supporting a Konkani medium school. Mauzo was an experienced participant in the Konkani movement.
The Gomant Vidya Niketan (GVN) is a private cultural center based in Comba, Goa, India. Established in 1912, it was originally founded as the Saraswat Brahman Samaj, a small library. Over time, the organization has expanded its scope and focus. Following the Liberation of Goa in 1961, the organization was renamed to its current appellation. This change in name coincided with an elevation in the center's status, transforming it from a library into a broader cultural hub. The primary activities of the organization revolve around the promotion and hosting of cultural events and programs related to the Konkani and Marathi heritage. Gomant Vidya Niketan stands out as the longest-standing socio-cultural establishment in South Goa.
