Hilary S. Franz (born July 3,1970) is an American politician and conservation attorney who previously served as the 16th Washington State Commissioner of Public Lands from 2017 to 2025. She is a member of the Democratic Party who was previously a member of the Bainbridge Island City Council and was elected as commissioner in 2016.
Franz was born in the Pacific Northwest and raised in the area,graduating from St. Mary's Academy in Portland,Oregon,in 1988. [1] She was a competitive ice skater for twelve years as a child and teenager,frequenting the same ice rinks as future Olympian Tonya Harding. [2] [3] Franz graduated from Smith College with a bachelor's degree in English language and government in 1992 and the Northeastern University School of Law with a juris doctor. [4] She practiced as an attorney in the Seattle area from 1997 to 2011,specializing in environmental law and conservation. [1] [5]
Franz was elected to the Bainbridge Island city council in 2008 and served one term,during which she lobbied the state government for the establishment of the area's first open water marina at Eagle Harbor. [6] After briefly considering a run for the Washington State House of Representatives,Franz joined Seattle-based conservation organization Futurewise as its director. [6] [7] She served on several regional conservation and land management boards,including committees of the Puget Sound Regional Council. [1]
Franz announced her intention to run for State Commissioner of Public Lands in April 2016,looking to fill the seat of retiring commissioner Peter J. Goldmark. [7] She received the early endorsement of Goldmark,as well as former King County Executive Ron Sims and the Bullitt Center. [7] Franz finished second overall during the primary election,advancing to the general election alongside Republican candidate Steve McLaughlin and ahead of seven other Democrats. [8] With the further endorsements of two former governors,U.S. Senator Patty Murray,and a coalition of environmental groups and unions, [2] Franz won 53 percent of the vote in the general election but failed to win any counties in Eastern Washington. [9]
Franz was sworn in as Commissioner of Public Lands on January 11,2017. [10] During the first year of her term,the Department of Natural Resources faced a minor wildfire season caused by prolonged heat similar to those of previous years. [11] The state government prepared a new forest management plan to reduce the effectiveness of future wildfires by introducing new restoration measures and prescribed burns in Eastern Washington to thin out overgrown forests. [12]
On August 19,2017,a fish farm near Cypress Island in Skagit County accidentally released hundreds of thousands of Atlantic salmon. Franz ordered an investigation into the farm and announced that the farm would be removed for various violations of its state license and lease agreement. [13] Franz was also part of the state government's effort to halt federal plans for offshore drilling in the Pacific Ocean near the Olympic Peninsula. [14]
The 2018 wildfire season was more severe than the previous year and prompted the state government to declare a state of emergency after the Department of Natural Resources had been overwhelmed in its response to 891 fires by late July. [15] The season had 1,850 recorded fires,setting a new state record,and Franz issued a request to the state legislature for a $55 million budget to expand the department's fire-fighting resources. [16] Franz proposed the hiring of 30 full-time wildland firefighters,the purchase of two helicopters,and the creation of a fire-training academy specifically for wildfires. [17]
Under Franz,logging on DNR lands was allowed to increase in order to raise revenue for local government needs,which drew criticism from conservationists. A proposed sale of timber from Capitol State Forest in 2020 was reduced by the DNR after the discovery of old growth trees included in the sale. [18]
Franz was re-elected Commissioner of Public Lands in 2020,defeating Sue Kuehl Pederson in the general election. [19]
On May 10,2023,Franz announced her campaign for Washington governor in the upcoming 2024 election. She had previously expressed interest in running in the 2020 election,but incumbent governor Jay Inslee had decided to run for a third term. [20] Franz withdrew from the race on November 10 to run for the United States House of Representatives in the 6th district,a day after incumbent Derek Kilmer announced he was not seeking re-election in the 2024 election. Kilmer immediately endorsed her. [21] Franz finished third in the primary election and did not advance to the general election;she conceded on August 8. [22] Franz attributed her loss to heavy spending from out-of-state donors and political action committees that supported her Democratic opponent state senator Emily Randall. [23]
Franz has three sons and lived on a farm in Bainbridge Island prior to being elected as commissioner. [24] She lives in Grays Harbor County. [25]

She has also served as the chancellor of Washington State University Spokane,a position she stepped down from in order to mount an unsuccessful campaign for the U.S. House.
Dishman Hills Natural Resources Conservation Area is a 530-acre (210 ha) area protected by a combination of public and non-profit groups,located in Spokane County,Washington. The granite outcroppings,forming the bulk of the area,were originally formed 70 million years ago,by volcanic magma pushing up through the Earth's crust and then cooling. The protected Dishman Hills Natural Resources Conservation Area with its rugged,potholed appearance and deep gullies is a result of the Missoula Floods and represents one of the most ecologically diverse regions in Washington state,where forests,grasslands and shrublands converge and is within two ecoregions,the Okanagan and Northern Rockies ecoregions. The hills consist of small ravines,ponds,and large chunks of granite,that support an eco-system consisting mainly of ponderosa pine,as well as about 300 different flowering plants,and 73 different species of mushrooms. The area also supports wildlife,such as coyotes,marmots,white-tailed deer,pheasants,and dozens of species of butterflies. The Dishman Hills rise immediately south of the Dishman section of The City of Spokane Valley. Continuing south,out of the park,the elevation continues to rise to the Rocks of Sharon and the Iller Creek Conservation Area near the peak of Krell Hill.
The Washington State Department of Natural Resources (DNR) manages over 3,000,000 acres (12,000 km2) of forest,range,agricultural,and commercial lands in the U.S. state of Washington. The DNR also manages 2,600,000 acres (11,000 km2) of aquatic areas which include shorelines,tidelands,lands under Puget Sound and the coast,and navigable lakes and rivers. Part of the DNR's management responsibility includes monitoring of mining cleanup,environmental restoration,providing scientific information about earthquakes,landslides,and ecologically sensitive areas. DNR also works towards conservation,in the form of Aquatic Reserves such as Maury Island and in the form of Natural Area Preserves like Mima Mounds or Natural Resource Conservation Areas like Woodard Bay Natural Resource Conservation Area.
The 2015 wildfire season was the largest in Washington state history,with more than one million acres burning across the state from June to September. As many as 3,000 firefighters including 800 Washington National Guard members were deployed to fight the fires. The 17th Field Artillery Brigade of the United States Army also deployed 200 soldiers from Joint Base Lewis–McChord to help fight the fires.

The 2020 Washington gubernatorial election was held on November 3,2020. It followed a top-two primary held on August 4. Incumbent Governor Jay Inslee,the Democratic candidate,defeated Loren Culp,the Republican candidate by a wide margin. Inslee,who was eligible to run for a third term due to the lack of gubernatorial term limits,initially launched a campaign for president of the United States in the 2020 election. When he dropped out of that race in August 2019 due to extremely low polling numbers,he announced he would seek a third term as governor. Several other Democratic political figures considered entering the race if Inslee did not run,including Washington Attorney General Bob Ferguson;no other major Democratic candidates entered the race. Republican Loren Culp,the police chief of Republic,Washington,placed second in the top-two primary and advanced to the general election alongside Inslee.

Incumbent Democratic Governor Jay Inslee was eligible to seek re-election to a fourth term but decided that he would not do so. The Democratic nominee,state Attorney General Bob Ferguson,defeated the Republican nominee,former Congressman Dave Reichert,who conceded defeat on November 19. Ferguson defeated Reichert with 55.51% of the vote in the general election. He also became the first Democrat to win Clallam County since 2000.
Jennifer Emerson Belcher was an American politician who was the first woman to serve as Washington commissioner of public lands from 1993 to 2001. Belcher previously represented the 22nd district in the Washington House of Representatives from 1983 to 1993. Her major legislative achievements include subsidizing childcare for state employees and furthering equal pay for women in state government. As commissioner of public lands,she oriented the Washington State Department of Natural Resources toward conservation.

Incumbent Public Lands Commissioner Hilary Franz,elected in 2016 and re-elected in 2020,did not seek a third term in office,opting to run instead for governor. The primary saw a close race with the Democratic vote split across five candidates,causing a recount in order to determine the winners and narrowly avoiding a lockout for the Democratic Party.

Voters in 25 of the 49 state legislative districts elected Senators to the Washington State Senate. The elections will coincide with other elections for federal,state,and local offices.
