A discrete cosine transform (DCT) expresses a finite sequence of data points in terms of a sum of cosine functions oscillating at different frequencies. The DCT, first proposed by Nasir Ahmed in 1972, is a widely used transformation technique in signal processing and data compression. It is used in most digital media, including digital images, digital video, digital audio, digital television, digital radio, and speech coding. DCTs are also important to numerous other applications in science and engineering, such as digital signal processing, telecommunication devices, reducing network bandwidth usage, and spectral methods for the numerical solution of partial differential equations.

James Ze Wang is a Chinese-American computer scientist. He is a Distinguished Professor of the College of Information Sciences and Technology at Pennsylvania State University. He is also an affiliated professor of the Molecular, Cellular, and Integrative Biosciences Program; the Computational Science Graduate Minor; and the Social Data Analytics Graduate Program. He is co-director of the Intelligent Information Systems Laboratory. He was a visiting professor of the Robotics Institute at Carnegie Mellon University from 2007 to 2008. In 2011 and 2012, he served as a program manager in the Office of International Science and Engineering at the National Science Foundation. He is the second son of Chinese mathematician Wang Yuan.

The DCT is the most widely used data compression transformation, the basis for most digital media standards and commonly used in digital signal processing. He also described the discrete sine transform (DST), which is related to the DCT.

His technical contributions cover a range of applications including in defense, security, health, education, media, and the arts. His contributions continue to impact numerous domains including in human health, national defense/intelligence, and the media arts including in using technologies that facilitate awareness and support of diversity and inclusion. His award-winning patents have contributed to the proliferation of speech technologies on the cloud and on mobile devices and in enabling novel emotion-aware artificial intelligence technologies.
