The United Nations Interim Administration Mission in Kosovo is the officially mandated mission of the United Nations in Kosovo. The UNMIK describes its mandate as being to "help the United Nations Security Council achieve an overall objective, namely, to ensure conditions for a peaceful and normal life for all inhabitants of Kosovo and advance regional stability in the Western Balkans."
GSG 9 der Bundespolizei, formerly Grenzschutzgruppe 9, is an elite special forces unit of the German Federal Police (Bundespolizei) to combat terrorism and violent and organized crime. In addition to its headquarters location in Sankt Augustin-Hangelar near Bonn, it has a second location in Berlin. Since 1 August 2017, it has been subordinate to the Federal Police Directorate 11. The state police (Landespolizei) maintain their own regional tactical units known as the Spezialeinsatzkommando (SEK). The GSG 9 unit is made up of approximately 400 highly trained police officers and the identities of GSG 9 members are classified. The specialised unit operates not only within Germany on a federal level, but also safeguards German interests located worldwide, such as embassy property and personnel. Alongside the KSK military special forces of the German Armed Forces (Bundeswehr), the GSG 9 can also be authorized to rescue citizens abroad in hostage situations.
The Kosovo Force (KFOR) is a NATO-led international peacekeeping force in Kosovo. Its operations are gradually reducing until Kosovo's Security Force, established in 2009, becomes self-sufficient.

EKO Cobra is the police tactical unit of the Austrian Federal Ministry of the Interior. EKO Cobra is not part of the Austrian Federal Police, but instead is directly under the control of the Federal Ministry of the Interior.

Its members are trained to perform dangerous operations such as high-risk arrests and hostage situations. The European Union Rule of Law Mission in Kosovo, known as EULEX Kosovo or simply as EULEX, is the largest civilian mission ever launched under the Common Security and Defence Policy (CSDP) of the European Union. EULEX supports selected Kosovo rule of law institutions on their path towards increased effectiveness, sustainability, multi-ethnicity and accountability, free from political interference and in full compliance with international human rights standards and best European practices.
Kosovo within communist Yugoslavia had the lowest rate of crime in the whole country. Following the Kosovo War (1999), the region had become a significant center of organized crime, drug trafficking, human trafficking and organ theft. There is also an ongoing ethnic conflict between Kosovar Albanians and Kosovan Serbs. The large Kosovar diaspora which had built up in Western Europe during the 1990s, combined with the political instability, created ideal conditions for Kosovo to become "Europe's crime hub"; well into the 2000s, Kosovo remained associated with both ethnic conflict and organized crime. A Kosovo Police service has been built up under UN administration, beginning in 1999. It had an operational force of 7,000 officers in 2004, and further expanded to 9,000 by 2010. The deplorable crime rate led to an additional deployment of civilian law enforcement resources of the European Union to Kosovo, under the name of European Union Rule of Law Mission in Kosovo in 2008. Originally scheduled for two years, the duration of the deployment was extended twice, as of September 2012 scheduled to last until 2014.
