The Inner Mongolian People's Party (IMPP) [a] is an Inner Mongolian secessionist movement. The party was started in 1997 in Princeton,New Jersey. Citing the abuses of the Chinese government against Mongols during the Cultural Revolution,the goal of the party is to establish an independent state of Inner Mongolia;the potential for unification with the existent nation of Mongolia is beyond the current scope of party goals.
The Inner Mongolian People's Party was established on 23 March 1997 in Princeton,New Jersey with the goal of creating an independent state of Inner Mongolia. [2] Another reason for the creation of the IMPP is that some of the Inner Mongolian people still have many unaddressed grievances dating back to the atrocities committed during Cultural Revolution. They believe that the Chinese government has not been held accountable or acknowledged their wrongdoings. [3] The re-unification of Inner Mongolia and Mongolia is not currently within the "scope" of the IMPP as their current primary focus is on attaining independence for Inner Mongolia. [2]
The IMPP has a chairman and vice chairman who are directly elected. The secretary general is proposed by the chairman and approved by the Standing Committee,who is elected by Congress representatives. The chairman,vice chairman and secretary general all are automatically committee members. The IMPP has branches in a few countries that are set up by the chairman and vice chairman. Additionally,there is an advisory board that is made up of non-IMPP members.[ citation needed ]
In March 1997,more than fifty IMPP members from Mongolia,Germany,Japan,Canada and the United States attended the first Congress of the Inner Mongolian People's Party,which meets every four years,and acts as a decision-making body. Xi Haiming was elected as chairman,Bache was elected vice chairman,and Oyunbilig was elected as general secretary. [4] Additionally,at the congressional meeting the Constitution was passed,membership criteria agreed upon,flag design finalized and,an "Open Letter to the People of Inner Mongolia" was issued and distributed. [4] The party's headquarters are in the United States due to the contentious relationship with the People's Republic of China. Due to sensitivity issues and to protect IMPP members,there is limited information available to the public concerning party membership and the identities of their members.
Xi Haiming,(Mongolian:Temtsiltu Shobtsood) was born in 1957 in Inner Mongolia. In the mid-1970s,he was actively involved in Inner Mongolian efforts to hold the Chinese government accountable to punish the people involved in the "cleansing campaign" during the Cultural Revolution. In 1981,the Chinese government implemented a policy to resettle millions of Chinese people in Inner Mongolia. Xi,as a student at the University of Inner Mongolia,became an influential student leader fighting to have the Chinese government reverse the policy and founded the Inner Mongolian League for the Defense of Human Rights. [2] Due to his activities,the Chinese authorities put him under surveillance. In 1991,many of his friends were arrested causing him to flee to Mongolia. In 1993,he was granted political asylum in Germany and currently lives there with his wife and daughter. [2]
Bache,born in 1955 in Xinjiang,used to be a member of the Chinese Communist Party. In 1990,he went abroad on official duty and did not return. Presently,he is a visiting scholar with the East Asian Institute at Columbia University. [4]
Oyunbilig,born in 1968 in Inner Mongolia,graduated from Beijing University in 1990 and worked for the Chinese Aerospace Department and as a business representative to Mongolia. He was actively involved in the 1989 Tiananmen Square Student Movement in Beijing. In 1995,he was granted political asylum in the U.S. and is currently living in Maryland. [2]
The only criterion for membership is that the individual accept the Constitution and is willing to actively participate in all events. According to the Constitution,members are free to withdraw their membership should they wish to do so. [5]
The Constitution,passed at the first Congress,states the party's main goals as "to uphold the principles of democracy and peace in fighting to end the Chinese Communist Party's colonial rule in Inner Mongolia" and the "ultimate goal is to achieve the independence of Inner Mongolia." [5] [4]
The Politburo Standing Committee (PSC), officially the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, is a committee consisting of the top leadership of the Chinese Communist Party (CCP). Historically it has been composed of five to eleven members, and currently has seven members. Its officially mandated purpose is to conduct policy discussions and make decisions on major issues when the Politburo, a larger decision-making body, is not in session. According to the party's constitution, the General Secretary of the Central Committee must also be a member of the Politburo Standing Committee.
The Revolutionary Committee of the Chinese Kuomintang, commonly abbreviated in Chinese as Minge (民革), is one of the eight minor political parties in the People's Republic of China under the direction of the Chinese Communist Party.

The Southern Mongolian Democratic Alliance was created in May 1992, by Hada and other Mongol activists including Tegexi. Its major goal is the self-determination of Inner Mongolia.
Chen Kuiyuan is a former Chinese politician. In a lengthy public career, Chen served variously as the vice chairman of Chinese People's Political Consultative Conference (CPPCC), the president and the Chinese Communist Party Committee Secretary of the Chinese Academy of Social Sciences, and CCP Committee Secretary of the Tibet Autonomous Region and Henan. He retired in 2013.
Pan Yiyang is a former Chinese politician who served in regional posts in Jiangxi province and Inner Mongolia. Pan served as the Communist Party Secretary of Ganzhou between 2003 and 2010, and subsequently Executive Vice Chairman of Inner Mongolia. During his tenure in the autonomous region he also sat on the Party Standing Committee of Inner Mongolia. He was placed under investigation for corruption in September 2014 and expelled from the Communist Party. Upon being convicted on charges of bribery, Pan was sentenced to 20 years in prison.
Zhao Liping was a Chinese police chief and politician who spent most of his career in Inner Mongolia. He served successively as the head of the region's Public Security Department, Vice-Chairman of the Inner Mongolia Autonomous Region, and Vice-Chairman of the regional political advisory body. Zhao was also a writer. He was arrested by police in the eastern Inner Mongolian city of Chifeng in March 2015 on charges of intentional homicide. He was the first known provincial-level official to be convicted of murder in the history of the People's Republic of China. He was executed in 2017.
The Inner Mongolia Radio Broadcasting Network was a radio broadcasting network headquartered in Hohhot, Inner Mongolia Autonomous Region of the People's Republic of China. It was founded in 1950 as Inner Mongolia People's Broadcasting Station. In June 2016 it merged with NMTV.
Shi Taifeng is a Chinese politician currently serving as the head of the United Front Work Department (UFWD) of the Central Committee of the Chinese Communist Party (CCP) and the first-ranking vice chairperson of the Chinese People's Political Consultative Conference (CPPCC). He is additionally a member of the CCP Politburo and a secretary of the CCP Secretariat.

The president of China, officially the president of the People's Republic of China, is the state representative of the People's Republic of China. On its own, it is a ceremonial office and has no real power in China's political system. While the office has many of the characteristics of a head of state, the Constitution of China does not define it as such. However, since 1993, the post has been held by the general secretary of the Chinese Communist Party (CCP) and chairman of the Central Military Commission, who is China's de facto leader.

Han Zhiran is a Chinese politician who spent most of his career in north China's Inner Mongolia Autonomous Region. At the height of his career, he served as vice-chairman of the Inner Mongolia Autonomous Region of the Chinese People's Political Consultative Conference (CPPCC). He was a delegate to the 10th National People's Congress. He was a Standing Committee member of the 12th Chinese People's Political Consultative Conference. He was investigated by the Chinese Communist Party's anti-graft agency in June 2015. Then he was placed on two-year probation within the Party and was demoted to less responsible jobs.
Xing Yun is a former Chinese politician who spent his entire career in the Inner Mongolia Autonomous Region. A career politician in China's Communist Party-run bureaucracy, Xing rose through the ranks gradually, capping his career as the top security official of Inner Mongolia. He was put under investigation for graft in October 2018, two years after he retired. At the time, he was serving as vice-chairman of the Inner Mongolia People's Congress. He was accused of taking over 400 million yuan in bribes, and sentenced to life in prison without the possibility of commutation or parole. He had the dubious distinction of having the highest recorded corrupt earnings in the history of Communist-ruled China.
Wang Lixia is a Chinese politician of Mongol heritage, currently serving as deputy secretary of the Chinese Communist Party Inner Mongolia Committee and chairwoman of the Inner Mongolia Autonomous Region People's Government. In 2019, she was the only female party secretary of a provincial-level capital in China. Prior to that, she served as party secretary of Hohhot, the capital of the Inner Mongolia Autonomous Region, and director of the United Front Department of the CCP Inner Mongolia Committee from 2016 to 2019 and vice governor of Shaanxi from 2013 to 2016.
Ma Ming is a former Chinese politician who spent his career in northeast China's Jilin province and the nearby Inner Mongolia Autonomous Region. He was investigated by the Central Commission for Discipline Inspection in December 2019. Previously he served as vice chairman of the Inner Mongolia Autonomous Region Committee of the Chinese People's Political Consultative Conference.
The Inner Mongolia incident, or the Inner Mongolia People's Revolutionary Party purge incident, was a massive political purge which occurred during the Cultural Revolution in Inner Mongolia. The purge was supported by the Central Committee of the Chinese Communist Party and was led by Teng Haiqing, a lieutenant general of the People's Liberation Army. It took place from 1967 to 1969 during which over a million people were categorized as members of the already-dissolved Inner Mongolian People's Revolutionary Party (PRP), while lynching and direct massacre resulted in the deaths of tens of thousands, most of whom were Mongols.
