James Earl Smith (born January 10, 1973) is a United States Space Force major general who serves as the vice director for joint force development at the Joint Staff. He previously served as the assistant deputy chief of space operations for operations, cyber, and nuclear. He also served as the deputy United States military representative to the North Atlantic Treaty Organization and commander of the Peterson-Schriever Garrison. [1]
Smith was commissioned in 1997 as the top graduate of the United States Air Force Academy. His operations experience includes directing range support for launch operations from the Eastern Range, Cape Canaveral, Fla., and providing command and control for national reconnaissance and Global Positioning System spacecraft. He transferred to the U.S. Space Force in April 2021.
James Earl Smith was born in Boise, Idaho, on January 10, 1973. [2] In 1991, he graduated from Meridian High School, during which he worked as a paperboy for the Idaho Statesman. [3]
In 2020, Smith was nominated for transfer to the United States Space Force. [5] A year later, he was nominated for promotion to brigadier general. [6]
In April 2024, Smith was nominated for promotion to major general. His nomination was confirmed on May 2, 2024. [7] He was promoted to major general on June 21, 2024, and assigned as vice director joint force development of the Joint Staff. He is the first Space Force officer to hold a vice director position in the Joint Staff. [8]

Retired Maj. Gen. Roosevelt Mercer Jr., SES, is the director of the Interagency Planning Office (IPO) for the Next Generation Air Transportation System (NextGen) at the Federal Aviation Administration where he provides high-level leadership for interagency and international collaboration related to NextGen. He executes the collaborative processes needed to ensure efficient coordination among all federal partners whose decisions impact NextGen. The federal partner agencies include the National Aeronautics and Space Administration (NASA), Department of Defense (DoD), Department of Homeland Security (DHS), Department of Commerce (DOC), National Transportation Safety Board (NTSB), National Science Foundation (NSF), and Federal Aviation Administration (FAA), as well as the White House Office of Science and Technology Policy (OSTP) and the Office of the Director of National Intelligence (ODNI) as an ex officio participant. Mr. Mercer is charged with providing executive direction to a dynamic multi-agency and international partnering organization focused on future NextGen technology, policy, and collaborative activities.
Tod Daniel Wolters is a retired United States Air Force four-star general who last served as the commander of U.S. European Command and concurrently as NATO's Supreme Allied Commander Europe (SACEUR).
