James R. Joseph is the former Pennsylvania Adjutant General of Military and Veterans Affairs, appointed by Governor Tom Wolf in 2015 and confirmed in May 2015. [1] Previously, he served as Director of the Pennsylvania Emergency Management Agency, [2] having been appointed in January 2005. [3]
James Joseph's nomination for promotion to brigadier general was received by the Senate on July 29, 2005 and approved on September 30. [4] His nomination for promotion to major general was received by the Senate along with 32 others on November 17, 2010 and approved on December 22. [5]
Joseph served in the cabinet of Governor Ed Rendell as Director of the Pennsylvania Emergency Management Agency. In 2015, following the election of Democratic Governor Tom Wolf, Joseph was nominated to serve as Adjutant General of Military and Veterans Affairs of Pennsylvania. He was subsequently confirmed by the Pennsylvania State Senate in May 2015. [1]
Joseph took a paid leave of absence in January 2016 and then resigned on March 11, 2016. [6]
The United States secretary of homeland security is the head of the United States Department of Homeland Security, the body concerned with protecting the United States and the safety of U.S. citizens. The secretary is a member of the president's Cabinet. The position was created by the Homeland Security Act following the attacks of September 11, 2001. The new department consisted primarily of components transferred from other cabinet departments because of their role in homeland security, such as the Coast Guard, the Federal Protective Service, U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, the Secret Service, and the Federal Emergency Management Agency. It did not include either the Federal Bureau of Investigation or, the Central Intelligence Agency.
The United States order of precedence is an advisory document maintained by the Ceremonials Division of the Office of the Chief of Protocol of the United States which lists the ceremonial order, or relative preeminence, for domestic and foreign government officials at diplomatic, ceremonial, and social events within the United States and abroad. The list is used to mitigate miscommunication and embarrassment in diplomacy, and offer a distinct and concrete spectrum of preeminence for ceremonies. Often the document is used to advise diplomatic and ceremonial event planners on seating charts and order of introduction. Former presidents, vice presidents, first ladies, second ladies, and secretaries of state and retired Supreme Court justices are also included in the list. The order is established by the president, through the Office of the Chief of Staff, and is maintained by the State Department's Office of the Chief of Protocol. It is only used to indicate ceremonial protocol and has no legal standing; it does not reflect the presidential line of succession or the co-equal status of the branches of government under the Constitution. The Office of the Chief of Protocol posted an updated order of precedence on November 3, 2017.

Robin L. Wiessmann is the current Pennsylvania Secretary of Banking and Securities. She was nominated by Governor Tom Wolf in January 2015 and unanimously confirmed by the Pennsylvania State Senate in June 2015. She previously served as Treasurer of Pennsylvania from 2007 to 2009. She was appointed by Governor Ed Rendell in 2007. She was unanimously confirmed by the Pennsylvania Senate on April 30, 2007 to fill the unexpired term of Bob Casey, who resigned to take his United States Senate seat. She did not seek election when her term expired, and was succeeded by fellow Democrat Rob McCord.
Kathy M. Manderino is a Democratic politician who serves on the Pennsylvania Gaming Control Board. She was the Secretary of the Pennsylvania Department of Labor and Industry under Governor Tom Wolf from May 2015 until August 2017. Previously, she served as a member of the Pennsylvania House of Representatives who represented the 194th District from 1993 through 2010.
Kathleen Alana McGinty is a retired American politician and former state and federal environmental policy official. She served as an environmental advisor to Vice President Al Gore and President Bill Clinton. Later, she served as Secretary of the Pennsylvania Department of Environmental Protection in the cabinet of Governor Ed Rendell.
Joseph Francis Dunford Jr. is a retired United States Marine Corps general, who served as the 19th Chairman of the Joint Chiefs of Staff from October 1, 2015 until September 30, 2019. He was the 36th Commandant of the Marine Corps. Dunford is the first Marine Corps officer to serve in four different four-star positions; the others include commander of the International Security Assistance Force and United States Forces – Afghanistan from February 2013 until August 2014, and as the 32nd Assistant Commandant of the Marine Corps from October 23, 2010, to December 15, 2012. He has commanded several units, including the 5th Marine Regiment during the 2003 invasion of Iraq.

A member of the Democratic Party, he defeated Republican incumbent Tom Corbett in the 2014 gubernatorial election and was re-elected in 2018 by a margin of 17.1%. Prior to his election as Governor, Wolf was the Secretary of the Pennsylvania Department of Revenue from April 2007 to November 2008 and an executive in his family-owned business.
David M. Sanko is the executive director of the Pennsylvania State Association of Township Supervisors (PSATS) near Harrisburg, Pennsylvania. Sanko has held this position since January 2010. From January 2005 through December 2009, Sanko was the chief operating officer for Bucks County, in southeast Pennsylvania—considered a suburb of Philadelphia. From 2003 through the beginning of 2005, Sanko was a member of (Democratic) Governor Ed Rendell's cabinet as the director of the Pennsylvania Emergency Management Agency (PEMA). Sanko successfully directed Pennsylvania's emergency response and recovery operations through multiple presidential declared disasters, including the floods of Hurricane Ivan. Prior to his directorship at PEMA, he was chief of staff for (Republican) Governor Mark Schweiker during both Schweiker's governorship and lieutenant governorship. Prior public service includes Deputy Auditor General, Commonwealth of Pennsylvania 1992–1994 and Chief of Staff to PA Senate Senate Majority Leader 1982–83. Sanko is a graduate of East Stroudsburg University. He served from 2003 to 2004.
Adrian King is a former First Deputy Attorney General of the State of Pennsylvania. Prior to his election, King had been the deputy chief of staff to Governor Ed Rendell and a former Director of the Pennsylvania Emergency Management Agency. He was appointed in January 2005. He resigned in September 2005.
Each state in the United States has a senior military officer, as the state adjutant general, who is de facto commander of a state's military forces, including the National Guard, the naval militia, and any state defense forces. This officer is known as TAG, and is subordinated to the chief executive.
Timothy J. Kadavy is a United States Army major general who is currently serving as the special assistant to the Chief of the National Guard Bureau. He previously held the rank of lieutenant general while serving as Director of the Army National Guard from April 14, 2015 to May 24, 2019. His other assignments include Special Assistant to the Vice Chief of the National Guard Bureau, Adjutant General of the Nebraska National Guard, Deputy Director of the Army National Guard, and Commander of Combined Joint Inter Agency Task Force-Afghanistan (CJIATF-A), part of the NATO International Security Assistance Force mission in that country. Kadavy was nominated by the President to become the Vice Chief of the National Guard Bureau and reappointment to the rank of lieutenant general on March 5, 2019. The Senate returned his nomination to the President without action on January 3, 2020.

Karen Murphy, R.N., Ph.D., is an American registered nurse and healthcare administrator. She previously served as the Pennsylvania Secretary of Health, having been nominated by Pennsylvania Governor Tom Wolf and confirmed in May 2015. Prior to that, she served as Pennsylvania Director of the State Innovation Models Initiative and CEO of the Moses Taylor Health System. Murphy received a registered nurse diploma from the Scranton State Hospital School of Nursing. She holds a Bachelor of Science from the University of Scranton (1991), a Master of Business Administration from Marywood University, and a Doctorate of Philosophy in Business Administration from the Fox School of Business and Management at Temple University. Murphy worked at Moses Taylor Hospital in Scranton, Pennsylvania, for 34 years, beginning in 1977, when she was hired by the hospital as a registered nurse. She became president and CEO of Mose Taylor Hospital in 2009. On January 5, 2012, Murphy announced her departure from Mose Taylor, just two days after the $152-million dollar acquisition of Moses Taylor Hospital by a for-profit company, Community Health Systems Inc. She took a temporary, two-month interim leadership position at a new community foundation created by the sale.
