Jeffrey Phillip Carr (born 29 April 1944) is a former Australian politician who was a Labor Party member of the Legislative Assembly of Western Australia from 1974 to 1991,representing the seat of Geraldton. He served as a minister in the governments of Brian Burke,Peter Dowding,and Carmen Lawrence.
Carr was born in Geraldton,and attended Geraldton High School. He subsequently trained as a schoolteacher,attending Claremont Teachers College and the University of Western Australia. [1] A member of the Labor Party from 1969,Carr stood for parliament at the 1974 state election,replacing the retiring Bill Sewell as the member for Geraldton. [2] After the 1977 election,he became a member of the shadow ministry of Colin Jamieson. He remained a shadow minister under Ron Davies and Brian Burke during their periods as Leader of the Opposition,and following Labor's victory at the 1983 election was made Minister for Local Government and Minister for Police and Emergency Services in the Burke government. Carr was nearly defeated at the 1986 election,seeing his margin plunge from a comfortably safe 63.1 percent to an extremely marginal 50.4 percent. Carr was replaced as Minister for Police and Emergency Services by Arthur Tonkin,but remained in cabinet as Minister for Regional Development. He kept his ministerial titles following the retirement of Brian Burke in February 1988,and was also made Minister for Mines in the new Dowding ministry. Following a reshuffle in 1989,Carr lost his previous positions and was instead made Minister for Fuel and Energy and Minister for the Mid-West,the latter being an entirely new creation. He retained those when Carmen Lawrence replaced Peter Dowding as premier in February 1990,and was also made Minister for Small Business. In February 1991,Carr and two others (Pam Buchanan and Gavan Troy) were removed from the ministry by a Labor caucus vote. [1] He announced his resignation from parliament within a few days,and the resulting by-election was won by the Liberal candidate,Bob Bloffwitch. [2]

A member of the Labor Party,she later entered federal politics as a member of the House of Representatives from 1994 to 2007,and served as a minister in the Keating Government.
Peter McCallum Dowding SC is an Australian lawyer and former politician who served as the 24th Premier of Western Australia,from 25 February 1988 until his forced resignation on 12 February 1990. He was a member of parliament from 1980 to 1990.
Brian Thomas Burke is an Australian former politician who was the 23rd premier of Western Australia from 25 February 1983 to his resignation on 25 February 1988. He was a member of the Western Australian Legislative Assembly from 30 March 1973 to 25 February 1988,representing the electoral districts of Balga and Balcatta at various points,and was the leader of the Australian Labor Party in Western Australia from 18 September 1981 to 25 February 1988. Burke studied law at the University of Western Australia for one year before dropping out. During the 1960s and early 1970s,he worked as a journalist for The West Australian newspaper,6PM radio station,and Seven News Perth. He was elected to Parliament at the 1973 Balcatta state by-election,becoming one of the most popular local members over the following years. In 1981,he became the leader of the Labor Party in a leadership spill. He led the Labor Party to its first election victory since 1971 at the 1983 Western Australian state election,defeating the Liberal-National government of Ray O'Connor.

The ministry was in turn succeeded by the Court–Cowan Ministry on 16 February 1993 after the Labor Party lost government at the state election held on 6 February.

The 1990 Maylands state by-election was a by-election for the seat of Maylands in the Legislative Assembly of Western Australia held on 26 May 1990. It was triggered by the resignation of Peter Dowding on 26 April 1990. The Labor Party retained Maylands at the election,albeit with a reduced majority. Judy Edwards,a general practitioner based in Mount Lawley,secured 55.57 percent of the two-party-preferred vote. Edwards became only the second woman to win election to the Parliament of Western Australia at a by-election,after May Holman in 1925. The election occurred on the same day as the 1990 Fremantle state by-election.
The 1991 Geraldton state by-election was a by-election for the seat of Geraldton in the Legislative Assembly of Western Australia held on 20 July 1991. It was triggered by the resignation of Jeff Carr on 28 February 1991,due to his expulsion from cabinet. The election was won by the Liberal candidate,Bob Bloffwitch,who won 51.4 percent of the two-candidate-preferred (2CP) vote. The National Party also made the final 2CP count,despite having not stood a candidate in Geraldton since the 1974 state election,whereas Labor slumped to just 16.6 percent on first preferences,a swing of 31 points from the 1989 state election.
The 1994 Helena state by-election was a by-election for the seat of Helena in the Legislative Assembly of Western Australia held on 10 September 1994. It was triggered by the resignation of Gordon Hill on 4 August 1994. The election was won by the Liberal Party,with their candidate,Rhonda Parker,recording 52.1 percent of the two-party-preferred vote. Parker became the first woman from the Liberal Party to win a by-election in Western Australia,and the fifth overall. Richard Court's government became the first sitting government to increase its majority at a by-election since 1943,when John Willcock's Labor government won East Perth from an independent.
A leadership spill of the Western Australian Branch of the Australian Labor Party occurred on 12 February 1990. It resulted in the replacement of premier and party leader Peter Dowding with Carmen Lawrence,making her the first female state premier in Australia. It also resulted in the replacement of deputy premier and deputy party leader David Parker with Ian Taylor. The leadership spill occurred as a result of the government's increasing unpopularity as a result of the WA Inc scandal.
