Shri Krishna Mandir, still under construction, is the first Hindu temple to be granted permission to be built in Islamabad, capital of Pakistan, on 0.5 acre land in the H-9 area of Islamabad Capital Territory. [1] [2] It will be a place of worship for the 3,000 Hindu families living in Islamabad. The temple will be managed by the Pakistan Hindu Panchayat. [3] [4] The construction of the temple is controversial: since the approval the construction was challenged by many Islamic extremists and the construction site has been attacked and vandalised four times. [5]
Before 1947, temple structures were present in Islamabad and surrounding regions, such as the temple-like structures in Saidpur village, but they have been abandoned and are not used. [2] The Saidpur village was declared as a heritage site and since the temple is surrounded by shops and restaurants. The Hindus were not allowed to pray there. [6] The temple-like structure in Saidpur village is not actually a temple but a dharamshala. [4] According to the 1941 census, a majority of the population of the adjacent city of Rawalpindi was non-Muslim, and about 1/3rd of the total population there was Hindu. [7] Therefore, likely many Hindu temples and other non-Muslim places of worship existed in the area, but were abandoned after the partition. Islamabad was built in the immediate vicinity of Rawalpindi after partition.
There are 737 Hindus living in Islamabad. Most of them are migrants from Sindh and Balochistan, and are businessmen, doctors or public and private sector employees. [3] The Hindu community has been demanding the allocation of land where they could build a temple. In 2016, the Capital Development Authority (CDA) allocated half an acre in sector H-9 for building a temple. [8] [9] However, the small Hindu community of Islamabad was unable to collect the money required to build the temple: the money they collected through donations was only enough to build the boundary wall. So in 2018 the Hindu Community pleaded for help from the Prime Minister Imran Khan. [4] This demand was raised again in January 2020. [10] In June 2020, the Pakistan Religious Affairs Minister said that the government will give money for the construction of the temple. The groundbreaking ceremony of the temple construction was performed on 24 June 2020. [2] On 27 June 2020, the Prime Minister Imran Khan released ₹175,000,000 (equivalent to ₹210 millionorUS$2.4 million in 2023) for the construction of the temple. [11]
In 2018, some miscreants encroached the temple plot and made tents inside it. They were allegedly backed by the people from Seminary. They were cleared from the plot by the Islamabad capital administration after several months [12]
Following the decision to construct a Hindu temple in Islamabad in 2020, some extremists spoke against it. [13] A petition was filed in the Lahore High Court against the construction of the temple. According to the petitioner, "Pakistan was created in the name of Islam and Pakistan's Constitution does not allow any action against the principal of Islam". [14] Three other petitions were filed in the Islamabad High Court against the temple construction. [15] The Islamabad High Court rejected the petition to stay the temple construction and the Court said that the rights of minorities are protected in the Constitution and it must be protected. [16] Fatwa was issued by the Jamia Ashrafia against the construction of a new Hindu temple in Pakistan. [17] The Pakistan Muslim League (Q) (PML-Q) opposed the construction of a Hindu temple. The PML-Q leader Chaudhry Pervaiz Elahi argued that Pakistan was created in the name of Islam and to build a Hindu temple is against Islam. [3] The religious parties like Jamiat Ulema-e-Islam (F), Jamiat Ahle Hadith and Jamaat-e-Islami were against the construction of a Hindu temple as according to them it is against Pakistan's ideology. [18] The Jamaat-e-Islami held a protest rally outside the Rawalpindi Press Club against the temple construction. [19] The Jamiat Ulema-e-Islam (F) is planning to file a petition in the Federal Shariat Court. [18] The Ittehad-e-Tanzeem Madaris (an umbrella body of the madrassa boards) also opposed the temple construction. [20] Certain media criticized the fundamentalists and stated that Islamabad has five wine shops and the fundamentalist were not opposing that but selectively criticising the temple construction. [21] However, Muslim groups like Pakistan Ulema Council, [22] Shia Ulema Board [23] and the Catholic Human rights organisation NCJP supported the temple construction. [24]
Following the controversy, the Capital Development Authority (CDA) stopped the construction of the boundary wall around the temple plot and the Ministry of Religious Affairs decided to take advice from the Council of Islamic Ideology on the decision to give money for the temple construction. [12] However, the Pakistan Hindu Panchayat said that they had already submitted an application to the CDA for construction the wall but no response was provided. [25] Meanwhile, the partially build boundary wall was demolished by a group of extremists. [26] The videos of extremists demolishing the boundary wall went viral on social media and the Pakistanis heavily criticized the demolition. [25] [27] One video was of an extremist demolishing the temple wall and the other was of another fundamentalist who is standing on the demolished wall and saying Azaan. [6] Following the incident the netizens in Pakistan started trending #MandirTauBanega on Twitter, which became one of the top trends on the social media. [25] [27] The Amnesty International also urged Pakistan to reverse the decision of stopping the temple construction. [28] The extremists who demolished the wall were not arrested. [29] A video circulating on social media also showed a bearded man recording a message with his toddlers threatening to "kill every single Hindu", igniting controversy. [30]
On 8 June, the Islamabad High Court disposed all petitions against the construction of the temple and ordered that the construction can continue the after the building plan was approved by the CDA. [31] An Intra Court Appeal (ICA) was filed challenging this decision of the Islamabad High Court and Court decided to take the Intra Court Appeal. [32] Later the Court dismissed the Intra Court Appeal. [33] On June 8, first public protest supporting the construction of temple was held in Islamabad. [34] On July 10, another protest was held outside the UN Headquarters in Geneva. [35] Protest also happened in Nepal outside the Pakistan Embassy. [36] The United Kingdom government also expressed their displeasure over the opposition of the Temple construction. [37] In June, the Ministry of Religious Affairs asked advise from the Council of Islamic Ideology on the temple construction and whether the government can grant money for the temple construction. [38] On 28 October 2020, the Council of Islamic Ideology (CII) ruled that the construction of temple is not against the constitutional and the Sharia. The CII stated that the Hindu community in Islamabad have the right to have a place where they can perform last rites of the deceased according to religious instructions like all other religious groups in the country. However, the CII didn't supported the govt funding for construction of temple but it recommended two solutions for funding. One suggestion was that the government could create a block fund and hand the amount to the minority community. Another was to amend the Act of the Evacuee Trust Property Board to meet the finances expenses to execute religious activities. [39] [40] On 21 December 2020, the CDA gave permission for the construction of a boundary wall around the temple and cremation site. [41]
In the proposed site, in addition to the main Temple, there will be a community hall, a crematorium, accommodation space for visitors and parking space. [42]

Built as a planned city in the 1960s and established in 1967, it replaced Karachi as Pakistan's national capital.
Hindus have experienced both historical and ongoing religious persecution and systematic violence, in the form of forced conversions, documented massacres, genocides, demolition and desecration of temples, as well as the destruction of educational centres.
Hinduism is the second largest religious affiliation in Pakistan after Islam. Though Hinduism was one of the dominant faiths in the region a few centuries ago, its adherents accounted for just 2.17% of Pakistan's population according to the 2023 Pakistani census. With the largest population concentration in eastern Sindh province, Umerkot district has the highest percentage of Hindu residents in the country at 54.6%, while Tharparkar district has the most Hindus in absolute numbers at 811,507. Hindus are also found in southern Punjab and in areas of Balochistan and Khyber Pakhtunkhwa.
Fazal-ur-Rehman is a Pakistani politician who is the president of Jamiat Ulema-e-Islam (F). He is also the president of the Pakistan Democratic Movement (PDM), a coalition of political parties which ousted then prime minister Imran Khan through a no-confidence motion in 2022. He has been a member of the National Assembly since February 2024 and previously served in that position between 1988 and 2018. He was also the Leader of the Opposition from 2004 to 2007. He is a supporter of the Taliban government in Afghanistan and has demanded for its international recognition. In the 1980s, he was part of the Movement for the Restoration of Democracy (MRD), which was formed to end the military regime of General Zia-ul-Haq.

The Margalla Hills are a hill range within the Margalla Hills National Park on the northern edge of Islamabad Capital Territory, Pakistan, just south of Haripur District, Khyber Pakhtunkhwa. They are part of the Himalayan foothills. The Margalla range has an area of 12,605 hectares. It is a range with many valleys as well as high mountains.

The Krishna Mandir is a Hindu temple (mandir) dedicated to the Hindu deity Krishna located in Ravi Road, opposite of Timber Market in Lahore, Punjab, Pakistan. In 2006, the temple became a centre of controversy due to media reports on its demolition which later turned out incorrect. In the contemporary era, it is one of two functional Hindu temples in Lahore, the other being Valmiki Mandir.

Maulana Tahir Mehmood Ashrafi is its current chief. The organization was established initially to support a Christian girl who was charged with blasphemy.
Shri Laxmi Narayan Mandir is a Hindu temple located in Karachi, Pakistan. According to the Pakistan Hindu Council, the temple was constructed around 200 years ago and is an important worshiping site for the Hindus of the local community. The Mandir is one of the oldest operating temples and the only one situated at the banks of a creek in Karachi.
The Awami Workers Party is a left-wing socialist political party in Pakistan. The party seeks to unify the struggles of workers, peasants, students, women and ethnic and religious minorities in Pakistan under the banner of a democratic and socialist political system. After the death of the AWP's founding leader Fanoos Gujjar in 2018, Senior Vice President Yousuf Mustikhan became its president. but after the death of Yousuf Mustikhan in September 2022, Akhtar Hussain was elected as president.
Maulana Muhammad Khan Sherani is a Pakistani Deobandi religious cleric and politician who established Rabita Jamiat Ulema-e-Islam the breakway faction of Jamiat Ulema-e-Islam (F) over rifts with (JUI-F) leader Fazal-ur-Rehman. He had been a member of the National Assembly of Pakistan, between 1988 and May 2018. He was the Chairman of the influential Council of Islamic Ideology from 2010 to 2016.
Lal Chand Malhi is a Pakistani politician who had been a member of the National Assembly of Pakistan, from August 2018 till January 2023. Previously he was a member of the National Assembly from 2008 to May 2018.
The Aurat Azadi March was started in 2018 in Pakistan by members of Women Democratic Front, other organizations like Women's Action Forum, Elimination of Violence against Women and Girls alliance, Young Teachers Association, Home-Based Women Workers Union, Awami Workers Party, Awami Jamhoori Party also joined the march on International Women's Day in Islamabad. Aurat Azadi March and Aurat March are organized by different groups of women since 2018. Aurat Azadi March is organized by group of socialist feminists whereas Aurat March is organized by group of liberal feminists. Aurat March was also started the same year by the group of individual women known as "Hum Aurtein" collective in Karachi and Lahore.
Kaavan is a male Asian elephant known as the "world's loneliest elephant" since his partner, 22-year-old Saheli, died in 2012. Kaavan was gifted by the government of Sri Lanka to Pakistan in 1985. He remained at the Islamabad Zoo until November 2020, when he was moved to a sanctuary in Cambodia, in response to a campaign launched by local and international animal rights activists, led by American singer Cher.

The Shri Krishna mandir, or the Krishna Temple, is a Hindu temple located in Rawalpindi in the Punjab province of Pakistan. It is situated between the Rawalpindi railway station and Kabari Bazaar in Saddar. It was built during the late British Raj on 1897. Currently, it is one of the two places of worship for the approximately 7,000 Hindus living in Rawalpindi and Islamabad, with the other handful of temples being non-functional. Hindu festivals like Holi and Diwali are celebrated here.
On December 30, 2020 the Samadhi of Shri Paramhans Ji Maharaj, a revered Hindu saint and the Krishna Dwara temple situated in the Teri village in the Karak District of Khyber Pakhtunkhwa province of Pakistan was attacked and burned, by a mob of 1,500 local Muslims led by a local Islamic cleric. Following the incident, in order to avoid similar attack on worship places of minorities the "Protection of the Rights of Religious Minorities Bill" was introduced in the Senate of Pakistan. The bill was ultimately turned down by the Senate Standing Committee on Religious Affairs and Interfaith Harmony chaired by Jamiat Ulema-e-Islam (F) (JUI-F) senator Abdul Ghafoor Haideri.
