Starr County is located in the U.S. state of Texas. As of the 2020 census, its population was 65,920. Its county seat is Rio Grande City. The county was created in 1848. It is named for James Harper Starr, who served as secretary of the treasury of the Republic of Texas.

This area is mainly made up of ranches that were given as Spanish and Mexican land grants in the 18th and 19th centuries, where some of those original land grant families still remain. According to the Handbook of Texas, the community had an estimated population of 102 in 2000.

Caddo Lake State Park is a state park located in the piney woods ecoregion of East Texas. The park consists of 484 acres (196 ha) on Big Cypress Bayou, west of Caddo Lake itself, in Harrison County, near Karnack, Texas. The park opened in 1934 and is managed by the Texas Parks and Wildlife Department. There are two separate units, Caddo Wildlife Management Area and Caddo Lake National Wildlife Refuge, nearby.

Resaca de la Palma State Park is one of three state parks belonging to the World Birding Center and managed by the Texas Parks and Wildlife Department. At 1,200 acres, Resaca de la Palma State Park is the largest of the World Birding Center sites and is located in Brownsville. The property was acquired by the Texas Parks and Wildlife Department in 1977 and was opened to the public in December 2008. A resaca is a type of oxbow lake that can be found in Texas, and is a former channels of the Rio Grande. It is naturally cut off from the river, having no inlet or outlet.
