The City of Stirling in Perth, Western Australia was originally established on 12 February 1871 as the Perth Road Board with a chairman and councillors under the Roads Boards Act 1871. With the passage of the Local Government Act 1960, all road boards became Shires with a shire president and councillors effective 1 July 1961. The Shire of Perth was declared a city and renamed Stirling on 24 January 1971. [1]
The method of electing the Mayor was changed in 2017, after a referendum on the issue at the October 2017 council election. Starting in 2019, the Mayor was elected at elections by residents, as opposed to the previous system, where the Mayor is elected by councillors at a meeting following each election. [2] [3] [4] [5]

The local government areas of Western Australia (LGAs) are those areas, towns and districts in Western Australia that manage their own affairs to the extent permitted by the Local Government Act 1995. The Local Government Act 1995 also makes provision for regional local governments (referred to as "regional councils", established by two or more local governments for a particular purpose.
The City of Stirling is a local government area in the northern suburbs of the Western Australian capital city of Perth about 10 kilometres (6 mi) north of Perth's central business district. The City covers an area of 105.2 square kilometres (40.6 sq mi) and has a population of over 223,000, making it the largest local government area by population in Western Australia.
The City of Bayswater is a local government area in the Western Australian capital city of Perth, about 7 kilometres (4 mi) northeast of Perth's central business district. The City covers an area of 34.6 square kilometres (13.4 sq mi) and has a population of 65,050 as at the 2016 Census. The City of Bayswater is a member of the Eastern Metropolitan Regional Council.
The City of Belmont is a local government area in the inner eastern suburbs of the Western Australian capital city of Perth, located about 8 kilometres (5 mi) east of Perth's central business district on the south bank of the Swan River. The City covers an area of 39.8 square kilometres (15.4 sq mi), maintains 225 km of roads and had a population of almost 40,000 as at the 2016 Census. The City of Cockburn is a local government area in the southern suburbs of the Western Australian capital city of Perth about 8 kilometres (5 mi) south of Fremantle and about 24 kilometres (15 mi) south of Perth's central business district. The City covers an area of 167.5 square kilometres (64.7 sq mi) and had a population of over 104,000 as at the 2016 Census.
The City of Wanneroo is a local government area with city status in the northern suburbs of Perth, Western Australia. It is centred approximately 25 kilometres (15.5 mi) north of Perth's central business district and forms part of the northern boundary of the Perth metropolitan area. Wangara encompasses the federal divisions of Cowan, Moore and Pearce.
The Shire of Plantagenet is a local government area in the Great Southern region of Western Australia, managed from the town of Mount Barker, 360 kilometres (224 mi) south of Perth and 50 kilometres (31 mi) north of Albany. The shire covers an area of 4,792 square kilometres (1,850 sq mi) and includes the communities of Narrikup, Rocky Gully, Kendenup and Porongurup.
The Electoral district of Perth is a Legislative Assembly electorate in the state of Western Australia. Perth is named for the capital city of Western Australia whose central business district falls within its borders. It is one of the oldest electorates in Western Australia, with its first member having been elected in the inaugural 1890 elections of the Legislative Assembly.
The Town of Cottesloe is a local government area in the western suburbs of Perth, the capital of Western Australia. It covers the suburb of the same name as well as a tiny portion of the suburb of Claremont. Cottesloe is located 11 kilometres (7 mi) west of Perth's central business district, covers an area of 3.9 square kilometres (1.5 sq mi), maintains 45.7 km of roads and had a population of approximately 7,500 as at the 2016 Census. Cottesloe is served by Swanbourne, Victoria Street, Grant Street and Cottesloe train stations, all operated through the Fremantle Railway Line. Various bus routes operate along Stirling Highway, enabling transport through the suburb's western and eastern precincts with Perth and Fremantle. All services are operated by the Public Transport Authority. The Town of Cottesloe's inclusion of walk and cycle paths enable it to be a walkable precinct.
The City of Albany is a local government area in the Great Southern region of Western Australia, about 410 kilometres (255 mi) south-southeast of Perth, the capital of Western Australia. It covers an area of 4,312.3 square kilometres (1,665 sq mi), including the Greater Albany metropolitan area and the Port of Albany, as well as the surrounding agricultural district and some national parks. The City of Albany had a population of over 36,000 at the 2016 census.
The City of Rockingham is a local government area in the far southern suburbs of the Western Australian capital city of Perth.
The Shire of Esperance is a local government area in the Goldfields-Esperance region of Western Australia, about 400 kilometres (250 mi) south of the town of Kalgoorlie and about 720 kilometres (450 mi) east-southeast of the state capital, Perth. The Shire covers an area of 42,547 square kilometres (16,427 sq mi), and its seat of government is the town of Esperance, where about three-quarters of the Shire's population resides.
The City of Fremantle is a local government area in the south of Perth, Western Australia. The City covers an area of 19.0 square kilometres (7.3 sq mi), and lies about 19 kilometres (12 mi) southwest of the Perth central business district.
John Newton Carey is an Australian politician. A member of the Australian Labor Party, Carey has been the member for Perth in the Western Australian Legislative Assembly, the lower house of the Parliament of Western Australia, since 11 March 2017. Since 19 March 2021, Carey has been the minister for housing and minister for local government. Since 21 December 2021, Carey has also been the minister for lands and minister for homelessness. From 19 October 2013 to 30 January 2017, he was the mayor of the City of Vincent.
