The Lowell Creek Diversion Tunnel is a flood control project located in Seward, Alaska, United States. The project was constructed to alleviate flooding of Lowell Creek in Seward. It was the first flood control project completed by the United States Army Corps of Engineers in Alaska.

Seward is an incorporated home rule city in Alaska, United States. Located on Resurrection Bay, a fjord of the Gulf of Alaska on the Kenai Peninsula, Seward is situated on Alaska's southern coast, approximately 120 miles by road from Alaska's largest city, Anchorage, and nearly 1,300 miles from the closest point in the contiguous United States at Cape Flattery, Washington.

Alaska is a U.S. state in the northwest extremity of North America, just across the Bering Strait from Asia. The Canadian province of British Columbia and territory of Yukon border the state to the east and southeast. Its most extreme western part is Attu Island, and it has a maritime border with Russia to the west across the Bering Strait. To the north are the Chukchi and Beaufort seas—southern parts of the Arctic Ocean. The Pacific Ocean lies to the south and southwest. It is the largest U.S. state by area and the seventh largest subnational division in the world. In addition, it is the 3rd least populous and the most sparsely populated of the 50 United States; nevertheless, it is by far the most populous territory located mostly north of the 60th parallel in North America: its population—estimated at 738,432 by the United States Census Bureau in 2015— is more than quadruple the combined populations of Northern Canada and Greenland. Approximately half of Alaska's residents live within the Anchorage metropolitan area. Alaska's economy is dominated by the fishing, natural gas, and oil industries, resources which it has in abundance. Military bases and tourism are also a significant part of the economy.

Originally, Lowell Creek ran through Seward along what is now Jefferson Street. Beginning with the town's establishment in 1903, the fast-moving stream produced one to three severe floods a year until the tunnel was built in 1939. The floods carried large amounts of debris from the mountains; one flood deposited 10,000 cubic yards in an 11-hour period in 1935. [2]

In 1927 the Alaska Railroad constructed a small diversion dam and flume to carry debris down Jefferson Street to drain into Resurrection Bay. However, by 1937 these structures had deteriorated beyond repair. Consequently, the Army Corps of Engineers began construction of the new project in August 1939. The project consisted of:

The Alaska Railroad is a Class II railroad which extends from Seward and Whittier, in the south of the state of Alaska, in the United States, to Fairbanks, and beyond to Eielson Air Force Base and Fort Wainwright in the interior of that state. Uniquely, it carries both freight and passengers throughout its system, including Denali National Park. The railroad has a mainline over 470 miles (760 km) long and is well over 500 miles (800 km) including branch lines and siding tracks. It is currently owned by the state of Alaska. The railroad is connected to the contiguous 48 via three rail barges that sail between the Port of Whittier, Alaska and Harbor Island in Seattle but does not currently have a direct, land-based connection with any other railroad lines on the North American network. In 2016, the company suffered a net loss of $4.3 million on revenues of $169.8 million, holding $1.1 billion in total assets.

A diversion dam is a dam that diverts all or a portion of the flow of a river from its natural course. Diversion dams do not generally impound water in a reservoir; instead, the water is diverted into an artificial water course or canal, which may be used for irrigation or return to the river after passing through hydroelectric generators, flow into a different river or be itself dammed forming an onground or groundwater reservoir or a storm drain.

Flume human-made channel for water

A flume is a human-made channel for water in the form of an open declined gravity chute whose walls are raised above the surrounding terrain, in contrast to a trench or ditch. Flumes are not to be confused with aqueducts, which are built to transport water, rather than transporting materials using flowing water as a flume does. Flumes route water from a diversion dam or weir to a desired materiel collection location.

  1. a diversion dam, 400 feet (120 m) in length and up to 25 feet (7.6 m) high that diverted the creek away from its original path;
  2. a tunnel through Bear Mountain, 2,068 feet (630 m) in length and 10 feet (3.0 m) in width;
  3. an outlet flume, 109 feet (33 m) in length and 10 feet (3.0 m) in width which drains into Resurrection Bay. [2]

Completed in 1940, this system withstood the 1964 Alaska earthquake, as well as severe floods in 1966, 1986, and 1995, which brought the water level within inches of cresting the dam. [2] [3]

The 1964 Alaskan earthquake, also known as the Great Alaskan earthquake and Good Friday earthquake, occurred at 5:36 PM AKST on Good Friday, March 27. Across south-central Alaska, ground fissures, collapsing structures, and tsunamis resulting from the earthquake caused about 131 deaths.

In hydrology, crest is the highest level above a certain point that a river will reach in a certain amount of time. This term is usually limited to a flooding event and from ground level.

The tunnel was listed on the National Register of Historic Places in 1977. [1]

The National Register of Historic Places (NRHP) is the United States federal government's official list of districts, sites, buildings, structures, and objects deemed worthy of preservation for their historical significance. A property listed in the National Register, or located within a National Register Historic District, may qualify for tax incentives derived from the total value of expenses incurred preserving the property.

Though the project has prevented significant flooding of the city of Seward, debris continues to accumulate at the outlet of the flume and the city must work to move the debris further into the bay. With the significant risk of debris accumulation during a flooding event, new projects are being considered to replace the diversion tunnel — including construction of a new, wider tunnel through Bear Mountain at a cost of $30 million, or an aqueduct underneath Jefferson Street. The term aqueduct also often refers specifically to a bridge on an artificial watercourse. The word is derived from the Latin aqua ("water") and ducere. Aqueducts were used in ancient Greece, ancient Egypt, and ancient Rome. In modern times, the largest aqueducts of all have been built in the United States to supply the country's biggest cities. The simplest aqueducts are small ditches cut into the earth. Much larger channels may be used in modern aqueducts. Aqueducts sometimes run for some or all of their path through tunnels constructed underground. Modern aqueducts may also use pipelines. Historically, agricultural societies have constructed aqueducts to irrigate crops and supply large cities with drinking water.

Pathfinder Dam is a masonry dam, located on the North Platte River, approximately 47 miles (76 km) southwest of Casper, Wyoming. It was originally constructed between 1905 and 1909 as part of the North Platte Project and has been modified several times since then. It is included on the National Register of Historic Places. Construction of the dam created Pathfinder Reservoir which provides water storage for 226,000 acres (910 km2) of irrigation in Wyoming and Nebraska. The dam is named for General John Charles Fremont, who had explored the area in 1842 and was nicknamed the "Pathfinder of the West."

A glacial lake outburst flood (GLOF) is a type of outburst flood that occurs when the dam containing a glacial lake fails. An event similar to a GLOF, where a body of water contained by a glacier melts or overflows the glacier, is called a Jökulhlaup. The dam can consist of glacier ice or a terminal moraine. Failure can happen due to erosion, a buildup of water pressure, an avalanche of rock or heavy snow, an earthquake or cryoseism, volcanic eruptions under the ice, or if a large enough portion of a glacier breaks off and massively displaces the waters in a glacial lake at its base.

Childs-Irving Hydroelectric Facilities consisted of two 20th-century power plants, a dam, and related infrastructure along or near Fossil Creek in the U.S. state of Arizona. The complex was named an Historic Mechanical Engineering Landmark in 1971 and was added to the National Register of Historic Places 20 years later. Decommissioned in 2005, the plants no longer produce electricity, and much of the infrastructure—including the dam, the Irving Power Plant, and thousands of feet of concrete flumes—have been removed, and the creek's original flow has been restored.

Buffalo Bill Dam is a concrete arch-gravity dam on the Shoshone River in the U.S. state of Wyoming. Scofield Reservoir is a 2,815-acre (11.39 km2) reservoir impounded by Scofield Dam, in Carbon County, Utah. Located on the Price River, a tributary of the Green River, Scofield Reservoir is adjacent to northernmost boundary of the Manti-La Sal National Forest. The reservoir sits at an elevation of 7,618 feet (2,322 m), on the northern edge of the Wasatch Plateau. Utah State Route 96 runs along the western shoreline.

Spring Creek Debris Dam is an earthfill dam on Spring Creek, a tributary of the Sacramento River, in Shasta County in the U.S. state of California. Completed in 1963, the dam, maintained by the U.S. Bureau of Reclamation, serves primarily to collect severe acid mine drainage stemming from the Iron Mountain Mine. The dam forms the Spring Creek Reservoir, less than 1 mile (1.6 km) long. Spring Creek and South Fork Spring Creek flow into the reservoir from a 16-square-mile (41 km2) watershed. The dam is directly upstream from the city of Keswick, California and the Keswick Reservoir. The operation is part of the Trinity River Division of the Central Valley Project.

Alaska Central Railroad Tunnel No. 1

Alaska Central Railroad Tunnel No. 1, also known as the Loop District Tunnel No. 1 is a historic railroad tunnel located about 40 miles (64 km) north of Seward, Alaska, in the Placer River Valley, Kenai Peninsula. The tunnel was dug in 1906 and served the Alaska Central Railroad and later the Alaska Railroad until the route in the area, known as the "Loop District" was rerouted in 1951.

Ballaine House

The Ballaine House is a historic homestead in Seward, Alaska, United States. The home was built in 1905 by prominent Seward businessman Frank Ballaine. Frank was the brother of John Ballaine, who is considered the founding father of Seward. The building currently houses a bed and breakfast.

Grand Ditch

The Grand Ditch, also known as the Grand River Ditch and originally known as the North Grand River Ditch, is a water diversion project in the Never Summer Mountains, in northern Colorado. It is 14.3 miles (23.0 km) long, 20 feet (6.1 m) wide, and 3 feet (0.91 m) deep on average. Streams and creeks that flow from the highest peaks of the Never Summer Mountains are diverted into the ditch, which flows over the Continental Divide at La Poudre Pass at 10,175 feet (3,101 m), delivering the water into Long Draw Reservoir and the Cache La Poudre River for eastern plains farmers. The ditch was started in 1890 and wasn't completed until 1936. The ditch diverts between 20 and 40% of the runoff from the Never Summer Mountains, and delivers an average of 20,000 acre feet (25,000,000 m3). It significantly impacts the ecology in the valley below and the National Park Service has fought in court to reduce the amount of diverted water.

Crow Creek is a stream in the Chugach Mountains, Alaska, US. It is the only notable tributary of Glacier Creek, which enters Turnagain Arm from the north, 12 miles (19 km) from its eastern end. The stream is notable as the site of ongoing gold mining since the late 19th century.

Resurrection River

The Resurrection River is a large river on the Kenai Peninsula in Alaska. It rises near Upper Russian Lake in the Kenai Mountains and flows 22 miles (35 km) to empty into Resurrection Bay near Seward. Part of the river passes through Kenai Fjords National Park. There has been small-scale placer mining for gold at the confluence of the river and Placer Creek.
