M. A. Ganapathy (born 1 March 1964) is a retired Indian Police Service Officer of the 1986 batch of Uttarakhand cadre, [1] served as the Director General of the National Security Guard from 18 March 2021 to 29 February 2024. [2] He has previously served as Director General of Bureau of Civil Aviation Security [3] and Director General of Police, Uttarakhand. [4]

Early life and education

M. A. Ganapathy was born in Kodagu (Coorg) district, Karnataka. He completed his school education in Kodagu. He graduated in Economics from Madras Christian College, Chennai (1984) and did his Master's degree in International Studies from Jawahar Lal Nehru University, Delhi (1986). He also holds a Degree in Law from University of Delhi (2007).

Career in Indian Police Service

Uttar Pradesh

M. A. Ganapathy was initially allotted Uttar Pradesh Cadre and served there between 1987 and 1999. During this period, inter-alia, he worked as Senior/Superintendent of Police in districts like Kanpur City, Meerut, Allahabad, Nainital, Hardoi, Sonebhadra etc. The policing challenges in these assignments were varied and included tackling communal issues, city policing, serious crimes investigation, anti-dacoity operations, naxal problem etc.

Central Bureau of Investigation

M. A. Ganapathy served in the CBI as SP/DIG between 1999 and 2007. During this period, as SP he supervised the enquiry into allegations of Cricket match fixing (2000), which culminated in action against certain cricketers by the BCCI. M A Ganapathy features in a book on Cricket match fixing by sports journalist Ed Hawkins titled Bookie, Gambler, Fixer, Spy: A journey into the heart of crickets underworld (Bloomsburg, 2012), [5] where his role as investigator in the cricket match fixing enquiry of CBI in 2000 is discussed in detail. Subsequently, upon promotion, M A Ganapathy was DIG of Anti-Corruption-I, Delhi, which investigates corruption cases.

Uttarakhand

M. A. Ganapathy was allocated Uttarakhand cadre after the creation of the new State in 2000. He served there in various capacities as IG Crime/Law & Order, IG Garhwal Range, IG Haridwar Mahakumbh-2010, etc. He was appointed as DGP of Uttarakhand in May, 2016 at the age of 53. [6] During his tenure as DGP, he focused on rules based policing and also introduced many community policing models based on local needs.

Ministry of Home Affairs

M. A. Ganapathy served as Joint Secretary, Left Wing Extremism and Joint Secretary, Internal Security-I, MHA, between 2011 and 2016. As JS, LWE, he supervised implementation of projects like fortified police stations, installation of telecom towers, up-gradation of special forces, etc. in LWE affected States. He also formulated the initial draft of the comprehensive policy framework of the Central Government's Counter LWE strategy (National Policy and Action Plan-2015). [7] As Joint Secretary, Internal Security, he was instrumental in drafting the National Security Clearance Policy of MHA (2015). [8] He also took part in various JWG deliberations on Counter Terrorism and Financial Action Task Force (FATF) [9] plenary sessions.

Central Industrial Security Force

M. A. Ganapathy served as Spl. DG/ADG, Airport Sector, CISF, between 2017 and 2020. [10] [11] During this period introduction of state of the art technology in aviation security became a focus area. Also, steps were initiated to downsize manpower in Airport Security through rationalization and use of technology. The professional competence of CISF personnel was also up-graded through training collaboration with global leaders in aviation security.[ citation needed ]

Bureau of Civil Aviation Security

M. A. Ganapathy served as DG, BCAS between 2020 and 2021. [12]

National Security Guard

M. A. Ganapathy was appointed as Director General of the National Security Guard on 18 March 2021 and served their till 29 February 2024. [13]

He served as Director General of Police of Bihar Police from June 2014 until his retirement in February 2018. He belongs to the I.P.S. batch of 1980. He has also served as Director General in Bihar. He was awarded with National Security Guard Disc for his outstanding work in the Central Police Organization as Inspector General (Administration). He was appointed on the post of Information commissioner of Bihar State Information Commission in October 2018.

D.V. Guruprasad, born in Bangalore in 1951 took his Bachelor of Science Degree from National College, Bangalore and later did his master's in English literature from Karnatak University, Dharwad. He joined the Indian Police Service (IPS) in 1976 and was allotted Karnataka cadre. He served as Superintendent of Police of Bidar, Gulbarga and Kodagu districts, DIG of Gulbarga Range, and Commissioner of Police, Hubli-Dharwad. He headed the State Intelligence Department and the State Information Department. He headed the recruitment wing in the State Police and was responsible for initiating a very transparent recruitment process which brought him many laurels. He also had his stint in CISF, New Delhi. He served for five years in the Karnataka Road Transport Corporation and was instrumental in dividing the huge entity into four independent entities. He has had a small stint of police training in the U.K. He worked as Director General of Karnataka Criminal Investigation Department and retired as DGP Home Guards, Fire Force and Civil Defense in 2011. He has written many books on Indian police system and related topics, travelogues in English and Kannada languages. He is also columnist of Deccan Herald, English daily newspaper.

Mukul Goel is a retired Indian civil servant. He is the former Director General civil defence at Indian state Uttar Pradesh and had previously served as the Additional Director General (ADG) of Border Security Force. He was suspended by the erstwhile Mayawati's government in 2007 for alleged irregularities in police recruitment. He is 1987 batch IPS officer of Uttar Pradesh cadre. On 11 May 2022 Uttar Pradesh Chief Minister Yogi Adityanath removed Director General of Police Mukul Goel from his post for inefficiency and neglecting his work. Thereafter,he worked as DGP at UP Police.

Jayanto Narayan Choudhury, also known as Jayanta Narayan Choudhury or J N Choudhury is a 1978 batch (31RR) IPS officer of Assam-Meghalaya cadre.

Ram Pravaesh Thakur is an Indian police officer and former Andhra Pradesh DGP. He is an Indian Police Service (IPS) officer from the 1986 batch of the Andhra Pradesh cadre. He was appointed as DGP on 1 July 2018 and served in the position till 1 June 2019. He is a B.Tech graduate from IIT Kanpur joined the Indian Police Service in 1986.

HJ Dora is a 1965 batch IPS officer of Andhra Pradesh cadre, the former Director General of Police, Andhra Pradesh and former Vigilance Commissioner, Government of India. Dora joined the Indian Police Service in 1965 and was allotted to Andhra Pradesh Cadre. After serving as an additional D.G. of Police (C.I.D.), in Andhra Pradesh, he was promoted to the Director General of Police for the State in 1996. In 2002 he went on deputation as Director General of Police to the Central Industrial Security Force (CISF) in New Delhi. He also served as the president of Indian Olympic Weight Lifting Association and was also the Chef-de-mission of the Indian contingent to the 2006 Commonwealth Games. In 1993, Dora was one of the 40-odd policemen marked for death by the People's War Group (PWG).
