Maarten van Ooijen (born 1 May 1990) is a Dutch politician of the Christian Union.

He was an alderman in Utrecht between 7 June 2018 and 10 January 2022, and he was State Secretary for Health, Welfare and Sport in the fourth Rutte cabinet between 10 January 2022 and 2 July 2024. [1] [2] [3] Van Ooijen became chair of the advisory board of the Association of Primary Schools in the Netherlands in November 2024. [4] [5]

In that sense, a minister without portfolio is comparable to a state secretary, a junior minister in Dutch politics, who also falls under another ministry and is responsible for a specific part of that minister's policy field. However, one distinct difference is that a minister without portfolio is a member of the Council of Ministers and can vote in it, whereas a state secretary is not. The minister for development cooperation has always been a minister without portfolio.

Van der Burg previously had a lengthy political career in the municipality of Amsterdam which culminated in his brief service as ad interim Mayor of Amsterdam in 2017.

The fourth Rutte cabinet was the cabinet of the Netherlands from 10 January 2022 until 2 July 2024. The cabinet was a continuation of the third Rutte cabinet and was formed by the conservative liberal People's Party for Freedom and Democracy (VVD), the social liberal Democrats 66 (D66) and the Christian democratic Christian Democratic Appeal (CDA) and Christian Union (CU) after the election of 2021. The cabinet fell on 7 July 2023, after failing to reach an agreement on separate treatment of refugees fleeing from war. It continued serving as a demissionary cabinet until the Schoof cabinet was sworn in on 2 July 2024.
