The Minister for Climate Change, is a minister in the Government of New South Wales who has responsibility for the management of climate change in New South Wales, Australia. [1]
The portfolio was created following the 2007 election in the second Iemma ministry which was initially combined with the water and environment portfolios. Phil Koperberg was appointed the inaugural minister and before resigning from the cabinet in February 2008. [2] [3] Verity Firth was appointed as the minister for climate change and the environment, with Nathan Rees taking on the water portfolio. [3] Carmel Tebbutt and John Robertson served as the minister in the Rees ministry, [4] [5] followed by Frank Sartor under Keneally. [6] There was no climate changes ministers during the NSW Liberal Government of 2011 to 2023. With the return of Labor to power at the 2023 election, the portfolio was restored. The current minister, since 28 March 2023, is Penny Sharpe serving in Premier Minns ministry. [7] The minister administrates the portfolio through the Department of Climate Change, Energy, the Environment and Water and a range of other government agencies. [8]
Under Schedule 1 of the Administrative Arrangements (Minns Ministry—Administration of Acts) Order 2023, the current minister for climate change is solely responsible for the administration of the Climate Change (Net Zero Future) Act 2023 and has joint administration of all acts allocated to the minister for energy and to the minister for the environment. [9]
Ultimately, the ministers are responsible to the Parliament of New South Wales.

Michael John Daley is an Australian politician and has been the Attorney-General of New South Wales since 28 March 2023. He was previously the Leader of the Opposition in the Parliament of New South Wales from November 2018 to March 2019. He is the member of the New South Wales Legislative Assembly representing Maroubra for the Australian Labor Party since 2005. Daley is aligned with the Labor Right faction.
Carmel Mary Tebbutt is an Australian former politician. She was the Labor Party Member for the former seat of Marrickville in the New South Wales Legislative Assembly until the 2015 election and was Deputy Premier of New South Wales from 2008 to 2011. She was also Minister for Health in the Keneally Government. She is the first woman to hold the position of Deputy Premier of New South Wales.
The New South Wales Department of Planning and Environment (DPE) was a department of the New South Wales Government, responsible for effective and sustainable planning to support the growth in the state of New South Wales, Australia. It made plans based on evidence for the state's cities and regions, working with the community, business and local government to create places for people in NSW to live, work and spend their leisure time, while ensuring good access to transport and other services like shops and restaurants. The department was also responsible for the evidence-based assessment of state significant development applications.
Francesco Ernest Sartor is an Australian former politician who served as New South Wales Minister for Climate Change and the Environment and Minister Assisting the Minister for Health (Cancer) between 2009 and 2011. He was a Member of the New South Wales Legislative Assembly representing Rockdale for the Labor Party between 2003 and 2011. Sartor has previously been Minister for Planning, Redfern Waterloo and the Arts, and Minister for Water and Utilities in the Iemma and Carr governments. Before being elected to the New South Wales Parliament, Sartor was the second longest-serving Lord Mayor of Sydney, after Clover Moore, having held the post for nearly 12 years from September 1991 to March 2003. Sartor retired from politics at the 2011 state election.
Kristina Marie Kerscher Keneally is an American-born Australian politician who served as the first female Premier of New South Wales from 2009 to 2011 and was later a Labor Senator for New South Wales from February 2018 until April 2022. She resigned from the Senate to contest the House of Representatives seat of Fowler, but was unsuccessful. From 2019 to 2022 she served as Deputy Leader of the Opposition in the Senate, Shadow Minister for Home Affairs, and Shadow Minister for Immigration and Citizenship.
Philip Christian Koperberg, is the Chairman of the New South Wales Emergency Management Committee, responsible for advising the New South Wales government on emergency response strategies, since 2011.
Paul Bernard Gibson, is an Australian former politician and former rugby league footballer. He was a member of the New South Wales Legislative Assembly, and represented the electorates of Blacktown between 1999 and 2011 and the electorate of Londonderry from 1988 to 1999, for the Labor Party.
Steven James Robert Whan is an Australian politician who has served as Minister for Skills, TAFE and Tertiary Education since 2023. He has represented the electoral district of Monaro in the New South Wales Legislative Assembly for the Labor Party since 2023, after previously representing the seat from 2003 until 2011. He was a member of the Legislative Council from 2011 to 2015. Whan served as Minister of Emergency Services, Minister for Small Business and Minister for Rural Affairs in the Rees and Keneally ministries from 2009 to 2011. Whan lives in Queanbeyan with his wife and two children. Whan is a member of Labor Right.
Verity Helen Firth is an Australian university executive and former politician. She is the Pro Vice-Chancellor at the University of Technology Sydney. She was the chief executive officer of the Public Education Foundation in Australia.
Nathan Rees is an Australian former politician who served as the 41st Premier of New South Wales and parliamentary leader of the New South Wales Labor Party from September 2008 to December 2009. Rees was a Member of the New South Wales Legislative Assembly representing Toongabbie for Labor from 2007 to 2015.
