The Ministry of Civil Services is the governmental body in the Sultanate of Oman responsible for all matters relating to government employees under the civil service system.

The current Minister of Civil Service is Khalid bin Omar Al Marhoon. [1] The Undersecretary of the Ministry of Civil Service For Civil Service Affairs is Abdulrahman bin Ibrahim Al Abri and the Undersecretary of the Ministry of Civil Service for Administrative Development Affairs is Salim bin Mussalam Al Busaidi. [2]

Function

The competences of the Ministry of Civil Service is as follows: [3]

  1. Suggesting policies and strategies for the development of governmental bodies in relation to organizational and human resources matters.
  2. Supporting the Council of Civil Service.
  3. Making legislation suggestions in the field civil service.
  4. Setting the principles and standards for implementing the employment plans in regard to civil service.
  5. Issuing opinions in regard to the complaints and queries made by civil service employees to the ministry.
  6. Carrying out field visits and follow up works to ensure the compliance of civil service laws.
  7. Coordinating with governmental bodies in relation to the security clearance of employees.
  8. Implementing the strategy relating to central employment of governmental employees.
  9. Implementing the strategy relating to the Omanization of governmental jobs.
  10. Following up the strategies and programs for training governmental employees.
  11. Approving organizational structures of other governmental bodies.
  12. Carrying out budget researches in regard to employment and compensation.
  13. Reviewing the annual employment budget of other governmental bodies.
  14. Following up the implementation and development of the system for organizing positions in governmental bodies.
  15. Operating the human resources system of governmental bodies.
  16. Providing technical support for governmental bodies in all matters relating to civil service.

The competences of the Ministry of Civil Service do not extend to governmental bodies that are subject to a special law and not the civil service law.

Ministry of Finance & National Economy (Bahrain)

Ministry of Human Resources and Social Development (Saudi Arabia) Saudi Arabian ministry

The Ministry of Human Resources and Social Development is a government ministry in Saudi Arabia was established in 2019 after merging Ministry of Labour and Social Development with Ministry of Civil Service. It is responsible for providing the community with development, support, and protection. The Ministry is also in charge of labor affairs and its related issues and policies. The current Minister is Ahmed al-Rajhi who was appointed in June 2018.

According to the Global Competitiveness Report 2019, compared to the previous year, the Kingdom advanced 13 ranks in the labor and production market efficiency index. Also, it advanced 17 ranks from 2018 in both the “Small and Medium Enterprises Finance” and “Availability of venture capital” respectively, moving up 5 ranks in human capital skills, innovation ability and business dynamics.

The Ministry was able to gain EFQM certificate from the European Foundation for Quality Management EFQM as the first entity in the Kingdom. It obtained this certificate in the year 2021 after it was able to successfully comply with the standards of the European Institutional Excellence Model through several areas, including: developing an electronic friendly settlement system, Raising the efficiency of spending and rationalizing consumption in the field of unified transport, and unifying methods of communication with the ministry's beneficiaries through the unified call center.

Spanish government departments Main bodies of executive authority of the government of Spain

The Spanish government departments, commonly known as Ministries, are the main bodies through which the Government of Spain exercise its executive authority. They are also the top level of the General State Administration. The ministerial departments and their organization are created by Royal Decree signed by the King and Prime Minister and all of them are headed by a Cabinet member called Minister.

Labour and Social Security Inspectorate

The Labour and Social Security Inspectorate (ITSS) is a Spanish autonomous agency in charge of the control of the compliance with labour and social security legislation. It also offers technical advice and, where appropriate, conciliation, mediation and arbitration in these matters. The ITSS is, therefore, the apex of the Labour and Social Security Inspection System.

The National Institute for Safety and Health at Work is an autonomous agency of the Government of Spain. The INSST is considered a technical-scientific agency entrusted with the task of analyze and research on safety and health conditions at work, as well of promoting and supporting the improvement of them, in order to achieve a decrease in occupational hazards, work accidents and occupational diseases.
