Nepalis in Saudi Arabia are immigrants from Nepal to the Kingdom of Saudi Arabia, mostly migrant workers and expatriates. Saudi Arabia has emerged as one of the top destinations for migrant Nepalese laborers. Approximately 300,000 Nepalese laborers, skilled and semi-skilled, work in the country. Most of them belong to the Madhesi race totalling up to 199,757, and the remainder predominantly belong to the Bahun and Chhetri ethnicities. [2] [3]
According to Human Rights Watch, the kafala system in Saudi Arabia has subjected thousands of migrant workers to be abused by their employers in ways such as non-payment of wages, forced confinement in workplace, confiscation of passports, excessive work hours with little rest, physical and sexual abuse, and forced labor including trafficking. Nepalese embassy officials in Saudi Arabia said about 70,000 to 80,000 Nepalis in the country are trapped under critical working conditions. [4]
Saudi Arabia is the fourth largest state in the Arab world, with a reported population of 32,175,224 as of 2022. 41.6% of inhabitants are immigrants. Saudi Arabia has experienced a population explosion in the last 40 years, and continues to grow at a rate of 1.62% per year.
Foreign workers or guest workers are people who work in a country other than one of which they are a citizen. Some foreign workers use a guest worker program in a country with more preferred job prospects than in their home country. Guest workers are often either sent or invited to work outside their home country or have acquired a job before leaving their home country, whereas migrant workers often leave their home country without a specific job in prospect.
A migrant worker is a person who migrates within a home country or outside it to pursue work. Migrant workers usually do not have the intention to stay permanently in the country or region in which they work.
With respect to human trafficking, Saudi Arabia was designated, together with Italy, Japan, Turkey, United Arab Emirates, Uruguay, Germany, Greece, Croatia, Israel, Iceland, Norway, and Angola, as a Tier 2 country by the United States Department of State in its 2021 Trafficking in Persons Report required by the Victims of Trafficking and Violence Protection Act of 2000 on which this article was originally based. Tier 2 countries are "countries whose governments do not fully comply with the TVPA’s minimum standards, but are making significant efforts to bring themselves into compliance with those standards". The 2021 report shows some effort by the Kingdom to address the problems, but continues to classify the Kingdom as a Tier 2 country.
Prostitution is illegal in Nepal. The Human Trafficking and Transportation (Control) Act, 2064, Act Number 5 of the Year 2064 (2008), criminalises prostitution and living of the earnings of prostitution by including it in the definition of human trafficking. UNAIDS estimate there to be 67,300 prostitutes in the country.

Estimates of the number of enslaved people today range from around 38 million to 49.6 million, depending on the method used to form the estimate and the definition of slavery being used. The estimated number of enslaved people is debated, as there is no universally agreed definition of modern slavery; those in slavery are often difficult to identify, and adequate statistics are often not available.
Human trafficking in Nepal is a growing criminal industry affecting multiple other countries beyond Nepal, primarily across Asia and the Middle East. Nepal is mainly a source country for men, women and children subjected to the forced labor and sex trafficking. U.S. State Department's Office to Monitor and Combat Trafficking in Persons placed the country in "Tier 2" in 2017.
Nepalis in Qatar are migrants from Nepal to Qatar, mostly migrant workers and permanent residents, as well as their locally born descendants. As of May 2017, 400 thousand Nepali Citizens lived in Qatar as migrant workers, Nepal is the second largest expatriate community in Qatar. While there are Nepalese working in the business and administrative sectors of Qatar, most workers from Nepal fall under the umbrella of unskilled labor, and hold jobs in sectors such as construction and landscaping. Many workers from Nepal are hired to work on the construction of stadiums and railways that are being designed for the 2022 FIFA World Cup to be held in Qatar. According to Time Magazine, due to the terrible working conditions in Qatar, a Nepali worker dies every other day.
Nepalis in Kuwait consist mainly of migrants from Nepal to Kuwait, mostly migrant workers and domestic maids. A growing number of Nepalese workers are joining the hundreds of thousands of other South Asian expatriates in the oil-rich Gulf state as they are promised high monthly wages by recruiters in Nepal. More than 67,000 Nepalis working in Kuwait are domestic helpers and most of them are working as house maids.
The labor migration policy of the Philippine government allows and encourages emigration. The Department of Foreign Affairs, which is one of the government's arms of emigration, grants Filipinos passports that allow entry to foreign countries. In 1952, the Philippine government formed the Philippine Overseas Employment Administration (POEA) as the agency responsible for opening the benefits of the overseas employment program. In 1995, it enacted the Migrant Workers and Overseas Filipino Act in order to "institute the policies of overseas employment and establish a higher standard of protection and promotion of the welfare of migrant workers and their families and overseas Filipinos in distress." In 2022, the Department of Migrant Workers was formed, incorporating the POEA with its functions and mandate becoming the backbone of the new executive department.
Nepalis in Libya are mainly migrant workers from Nepal. According to Nepal's Ministry of Foreign Affairs, in February 2011 there were 3,064 Nepalis working in Libya.
The kafala system is a system used to monitor migrant laborers, working primarily in the construction and domestic sectors in Gulf Cooperation Council member states and a few neighboring countries, namely Qatar, Bahrain, Kuwait, Lebanon, Oman, Saudi Arabia and the United Arab Emirates.
Foreign workers in Saudi Arabia, estimated to number about 9 million as of April 2013, began migrating to the country soon after oil was discovered in the late 1930s. Initially, the main influx was composed of Arab and Western technical, professional and administrative personnel, but subsequently substantial numbers came from Southeast Asia.
Migrant workers in the United Arab Emirates describe the foreign workers who have moved to the United Arab Emirates (UAE) for work. As a result of the proximity of the UAE to South Asia and a better economy and job opportunities, most of the migrant foreign workers are from India, Nepal, Sri Lanka, Bangladesh, and Pakistan.
Migrant workers in the Gulf Cooperation Council region involves the prevalence of migrant workers in the Kingdom of Bahrain, the State of Kuwait, the Sultanate of Oman, the State of Qatar, the Kingdom of Saudi Arabia and the United Arab Emirates (UAE). Together, these six countries form the Gulf Cooperation Council (GCC), established in 1981. The GCC cooperates on issues related to economy and politics, and the subject of migrant workers constitutes a substantial part of the council's collaboration. All of the GCC countries are dependent on migrant labor to bolster and stimulate economic growth and development, as the GCC countries possess an abundance of capital while the domestic labor capacity is low. Although migrant workers in the Persian Gulf region amount to no more than 10% of all migrants worldwide, they constitute a significant part of the populations of their host countries.
Anis Hidayah is an Indonesian activist who works with migrant workers and human rights issues. Her work has been recognized by Human Rights Watch in Toronto with the receipt of the Alison Des Forges Award in 2011 and the Yayasan Pusat Studi Hak Asasi Manusia with the Yap Thiam Hien Award for human rights in 2014. She was listed by BBC 100 Women in 2013.

Nepal has a labour force of 16.8-million-workers, the 37th largest in the world as of 2017. Although agriculture makes up only about 28 per cent of Nepal's GDP, it employs more than two-thirds of the workforce. Millions of men work as unskilled labourers in foreign countries, leaving the household, agriculture, and raising of children to women alone. Most of the working-age women are employed in agricultural sector, contributions to which are usually ignored or undervalued in official statistics. Few women who are employed in the formal sectors face discrimination and significant wage gap. Almost half of all children are economically active, half of which are child labourers. Millions of people, men, women and children of both sexes, are employed as bonded labourers, in slavery-like conditions. Trade unions have played a significant role in earning better working conditions and workers' rights, both at the company level and the national government level. Worker-friendly labour laws, endorsed by the labour unions as well as business owners, provide a framework for better working conditions and secure future for the employees, but their implementation is severely lacking in practice. Among the highly educated, there is a significant brain-drain, posing a significant hurdle in fulfilling the demand for skilled workforce in the country.
The treatment of South Asian labourers in the Gulf Cooperation Council (GCC) region is an ongoing issue between members of the South Asian Association for Regional Cooperation (SAARC) nations and the wealthy oil-rich Gulf Cooperation Council. The current large number of migrants from South Asia to the Persian Gulf began in the 1960s, when the oil boom in the Gulf Arab countries resulted in migrant labourers. This further increased with the development of large mega-cities. With the growth of megacities of Dubai, Doha and Riyadh, the need for construction labourers grew. Migrants from Nepal, Pakistan, India, Sri Lanka, and Bangladesh were contracted to develop the mushrooming skyscrapers. Many of these migrants were brought into the GCC under the kafala system, a sponsor-based system used in the GCC, which is seen by many human rights groups as highly exploitative, since their passports are confiscated and are forced to work in low-level conditions, with cramped living quarters, low salary, and sometimes even without their due pay; when exploitation is brought up or exposed by media or the labourers, their employers are rarely punished.
