Pan-Canadian Framework on Clean Growth and Climate Change

Pan-Canadian Framework on Clean Growth and Climate Change (PCFCGCC or PCF), Canada's national climate strategy, was released in August 2017 by the Government of Canada. [1] Provincial premiers (except Saskatchewan and Manitoba) adopted the PCF on December 9, 2016. [2]

Background

According to a London School of Economics (LSE) December 2016 paper, "The Pan-Canadian Framework on Clean Growth and Climate Change (PCFCGCC)" provided an extensive description of "executive, mitigation and adaptation" strategies for a clean economy. [3] that "lean[-ed] heavily on carbon pricing". The Canadian federal government's Pan-Canadian Framework on Clean Growth and Climate Change [4] and promoted sustainable building programs. [5] [6] [7] [8] [9]

The PCFCGCC's four main interrelated pillars are ""carbon pollution pricing", "complementary actions to reduce emissions", "adaptation and resilience", and "clean technology, innovation and jobs". [1] :2 The document also includes sections on "reporting and oversight" and "federal engagement and partnership with Indigenous Peoples."

Carbon pollution pricing

Carbon pricing is a major keystone component of the Pan-Canadian Framework, which relies on existing provincial carbon pricing systems and a federal backstop to ensure that equivalent levels of carbon pricing apply across Canada.

Adaptation and resilience

BRACE

"Building Regional Adaptation Capacity and Expertise (BRACE) is a program that is increasing the ability of communities, organizations, small and medium-sized enterprises and practitioners to access, use, and apply knowledge and tools on climate change adaptation in their work." [10]

Clean technology, innovation and jobs

Zero-energy building

Canada's Buildings Strategy, Build Smart, that focuses on increasing energy efficiency in buildings in pursuit of eventually attaining zero-energy buildings, is another key driver of Pan-Canadian Framework on Clean Growth and Climate Change.

The federal government represented by Natural Resources Canada, the provinces and territories endorsed Build Smart: Canada's Buildings Strategy in December 2017. The Build Smart strategy commits those who sign the agreement to a "net-zero energy ready" model building code by 2030 and to development and adoption of stringent model building codes starting in 2020. [11]

In August 2017, British Columbia joined Canada's federal government, represented by Natural Resources Canada, and other provinces and territories in endorsing the Build Smart: Canada's Buildings Strategy. The strategy commits signatories to develop and adopt increasingly stringent model building codes, starting in 2020, with the goal that provinces and territories adopt a "net-zero energy ready" model building code by 2030. [12] In British Columbia, the BC Energy Step Code serves as a technical policy pathway for British Columbia to deliver on that goal.

Fugitive gas emissions

The Framework includes plans that would reduce oil and gas sector emissions by 2025 to 40% below 2012 levels. [13]

Nunavut

According to a November 2017 article in the journal Climatic Change, the federal government placed "increased emphasis" on climate change as evident in the 2016 Pan-Canadian Framework on Clean Growth and Climate Change. [14] While Nunavut had already made notable progress around in regards to "adaptation planning", which included examples of "adaptation champions", "pressing socio-economic problems", along with "institutional and governmental barriers", have impeded implementation of adaptation. The authors of the article noted that, at the federal level, "there is evidence of high-level leadership on adaptation, the creation of adaptation programs, and allocation of funds for adaptation." The focus they said "has been mostly on researching adaptation options as opposed to supporting actual actions or policy change." [14] The authors recommended that the Government of Nunavut implement "legislative and regulatory requirements for adaptation" to increase "emphasis on adaptation". [14] The Government of Nunavut created a "strategic planning document on adaptation—Upagiaqtavut, which is "mainstreamed for decision making across departments". According to the article, the role of the federal government with its "complex, multilevel political systems" under Canadian federalism, of "supporting provinces and territories on adaptation" which is outlined in the Pan-Canadian Framework, includes "providing information, coordination, and facilitation to draw attention to adaptation, engage public and private actors, and build support for policy objectives." [14] The Pan-Canadian Framework is a federal commitment to collaborate with "communities and governments to create a Northern Adaptation Strategy for Canada’s Arctic territories." [14]

A low-carbon economy (LCE) or decarbonised economy is an economy based on energy sources that produce low levels of greenhouse gas (GHG) emissions. GHG emissions due to human activity are the dominant cause of observed climate change since the mid-20th century. Continued emission of greenhouse gases will cause long-lasting changes around the world, increasing the likelihood of severe, pervasive, and irreversible effects for people and ecosystems. Shifting to a low-carbon economy on a global scale could bring substantial benefits both for developed and developing countries. Many countries around the world are designing and implementing low-emission development strategies (LEDS). These strategies seek to achieve social, economic, and environmental development goals while reducing long-term greenhouse gas emissions and increasing resilience to the effects of climate change.

Canada has access to all main sources of energy including oil and gas, coal, hydropower, biomass, solar, geothermal, wind, marine and nuclear. It is the world's second largest producer of uranium, third largest producer of hydro-electricity, fourth largest natural gas producer, and the fifth largest producer of crude oil. In 2006, only Russia, the People's Republic of China, the United States and Saudi Arabia produce more total energy than Canada.

Efficient energy use, sometimes simply called energy efficiency, is the process of reducing the amount of energy required to provide products and services. For example, insulating a building allows it to use less heating and cooling energy to achieve and maintain a thermal comfort. Installing light-emitting diode bulbs, fluorescent lighting, or natural skylight windows reduces the amount of energy required to attain the same level of illumination compared to using traditional incandescent light bulbs. Improvements in energy efficiency are generally achieved by adopting a more efficient technology or production process or by application of commonly accepted methods to reduce energy losses.

New Energy for America was a plan led by Barack Obama and Joe Biden beginning in 2008 to invest in renewable energy sources, reduce reliance on foreign oil, address global warming issues, and create jobs for Americans. The main objective of the New Energy for America plan was to implement clean energy sources in the United States to switch from nonrenewable resources to renewable resources. The plan led by the Obama Administration aimed to implement short-term solutions to provide immediate relief from pain at the pump, and mid- to- long-term solutions to provide a New Energy for America plan. The goals of the clean energy plan hoped to: invest in renewable technologies that will boost domestic manufacturing and increase homegrown energy, invest in training for workers of clean technologies, strengthen the middle class, and help the economy.

<span class="mw-page-title-main">Greenhouse gas emissions by Australia</span> Release of gases from Australia which contribute to global warming

Greenhouse gas emissions by Australia totalled 533 million tonnes CO2-equivalent based on greenhouse gas national inventory report data for 2019; representing per capita CO2e emissions of 21 tons, three times the global average. Coal was responsible for 30% of emissions. The national Greenhouse Gas Inventory estimates for the year to March 2021 were 494.2 million tonnes, which is 27.8 million tonnes, or 5.3%, lower than the previous year. It is 20.8% lower than in 2005. According to the government, the result reflects the decrease in transport emissions due to COVID-19 pandemic restrictions, reduced fugitive emissions, and reductions in emissions from electricity; however, there were increased greenhouse gas emissions from the land and agriculture sectors.

Climate change in Canada has had large impacts on the country's environment and landscapes. These events are likely to become even more frequent and severe in the future due to the continued release of greenhouse gases into the atmosphere. The number of climate change–related events, such as the 2021 British Columbia Floods and an increasing number of forest fires, has become an increasing concern over time. Canada's annual average temperature over land has warmed by 1.7 degrees Celsius since 1948. The rate of warming is even higher in Canada's north, the Prairies, and northern British Columbia. The country's precipitation has increased in recent years and extreme weather events have become more common.

The Canadian Northern Economic Development Agency is a policy initiative announced by Prime Minister Stephen Harper of the Federal Conservative Party in August 2009. The purpose of the agency is to promote economic development and prosperity while protecting national sovereignty in Northern Canada. CanNor is situated in Iqaluit, Nunavut. By centralizing this economic program in the Northern region of Canada, the Federal Government believes that it will contribute to increased participation by local communities and government in federal policy. From this, CanNor is also responsible for the Northern Projects Management Office (NPMO), which serves as a review board for economic developments in Northern Canada. As of July 2, 2014, the current President of CanNor is Paula Isaak. The Government of Canada is responsible for CanNor, with Dan Vandal, Minister responsible for the Canadian Northern Economic Development Agency, overseeing the developments within the agency. In various programs, CanNor promotes the growth of the economy, education, infrastructure development, and culture in Yukon, Northwest Territories, and Nunavut. CanNor was created from the policy initiative "Northern Strategy," developed to exercise sovereignty, promote social and economic development, protecting the heritage surrounding Native peoples in the Arctic region, as well as asserting continual governance.

The energy policy of the Obama administration was defined by an "all-of-the-above" approach which offered federal support for renewable energy deployment, increased domestic oil and gas extraction, and export of crude oil and natural gas. His presidency's first term was shaped by the failure of his signature climate legislation, the American Clean Energy and Security Act, to pass, and then climate and energy disasters including the Deepwater Horizon oil spill in 2010 and then Hurricane Sandy, which took place during the 2012 election. In his second term, Obama lifted the ban on crude oil exports and approved liquified natural gas exports; his planned regulatory approach to reducing greenhouse pollution in the electricity sector, the Clean Power Plan, was blocked by the U.S. Supreme Court.

Climate change in Nepal is a major problem for Nepal as it is one of the most vulnerable countries to the effects of climate change. Globally, Nepal is ranked fourth, in terms of vulnerability to climate change. Floods spread across the foothills of the Himalayas and bring landslides, leaving tens of thousands of houses and vast areas of farmland and roads destroyed. In the 2020 edition of Germanwatch's Climate Risk Index, it was judged to be the ninth hardest-hit nation by climate calamities during the period 1999 to 2018. Nepal is a least developed country, with 28.6 percent of the population living in multidimensional poverty. Analysis of trends from 1971 to 2014 by the Department of Hydrology and Meteorology (DHM) shows that the average annual maximum temperature has been increasing by 0.056 °C per year. Precipitation extremes are found to be increasing. A national-level survey on the perception-based survey on climate change reported that locals accurately perceived the shifts in temperature but their perceptions of precipitation change did not converge with the instrumental records. Data reveals that more than 80 percent of property loss due to disasters is attributable to climate hazards, particularly water-related events such as floods, landslides and glacial lake outburst floods (GLOFs).

The Green Industry plays a pivotal role in creating a sustainable and environmentally responsible future; By prioritizing resource efficiency, renewable energy, and eco-friendly practices, this industry significantly benefits society and the planet at large.

Green economy policies in Canada are policies that contribute to transitioning the Canadian economy to a more environmentally sustainable one. The green economy can be defined as an economy, "that results in improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities." Aspects of a green economy would include stable growth in income and employment that is driven by private and public investment into policies and actions that reduce carbon emissions, pollution and prevent the loss of biodiversity.

<span class="mw-page-title-main">BC Energy Step Code</span>

The BC Energy Step Code is a provincial regulation that local governments in British Columbia, Canada, may use, if they wish, to incentivize or require a level of energy efficiency in new construction that goes above and beyond the requirements of the base building code. It is an example of a "stretch code," or "reach code," in that it is an appendix to a mandatory minimum energy code that allows communities to voluntarily adopt a uniform approach to achieving more ambitious levels of energy efficiency in new construction.

Carbon pricing in Canada is implemented either as a regulatory fee or tax levied on the carbon content of fuels at the Canadian provincial, territorial or federal level. Provinces and territories of Canada are allowed to create their own system of carbon pricing as long as they comply with the minimum requirements set by the federal government; individual provinces and territories thus may have a higher tax than the federally mandated one but not a lower one. Currently, all provinces and territories are subject to a carbon pricing mechanism, either by an in-province program or by one of two federal programs. As of April 2023 the federal minimum tax is set at CA$65 per tonne of CO2 equivalent, set to increase to CA$170 in 2030.

The Canadian province of Alberta faces a number of environmental issues related to natural resource extraction—including oil and gas industry with its oil sands—endangered species, melting glaciers in banff, floods and droughts, wildfires, and global climate change. While the oil and gas industries generates substantial economic wealth, the Athabasca oil sands, which are situated almost entirely in Alberta, are the "fourth most carbon intensive on the planet behind Algeria, Venezuela and Cameroon" according to an August 8, 2018 article in the American Association for the Advancement of Science's journal Science. This article details some of the environmental issues including past ecological disasters in Alberta and describes some of the efforts at the municipal, provincial and federal level to mitigate the risks and impacts.
