The Llywydd [1] or Presiding Officer is the speaker of the Senedd, elected by the Members of the Senedd to chair their meetings (plenary sessions); to maintain order; and to protect the rights of Members.

They also head the Corporate Body (known as the Senedd Commission) and as such is viewed as a figurehead for the entire organisation. One Deputy Presiding Officer is elected to help fulfil the role. The office of the Presiding Officer is based in Tŷ Hywel and is also responsible for the Pierhead Building in Cardiff Bay.

The main function is to chair plenary sessions of the Assembly, to maintain order and to protect the rights of Members. He or she is responsible for ensuring that business is handled on the basis of equality and impartiality.

The Llywydd is also responsible for Standing Orders and is the final authority on their interpretation. The Llywydd also acts as Chair of the National Assembly for Wales Commission, and has special responsibility for promoting democratic engagement, leadership, developing the Assembly’s future legislative powers and external relations

He or she is, along with the Deputy Presiding Officer, politically responsible for all aspects of the Presiding Office to which the Standing Orders relate.

The Llywydd chairs meetings of the Panel of Subject Committee Chairs, where committee procedures and matters affecting Committee business are discussed. In addition to this, the Llywydd acts as the ambassador for the National Assembly, attending speaker’s conferences and other events in order to publicise and raise the profile of the Assembly

Neither the Llywydd or the Deputy Presiding Officer are allowed to participate in Assembly votes.

Dafydd Elis-Thomas Welsh politician

He represented Merioneth, then Meirionnydd Nant Conwy constituencies as a Member of Parliament from 1974 to 1992 and was the Llywydd of the Assembly from its inception in 1999 to 2011. He is a member of the House of Lords, a former leader of Plaid Cymru, and, since 2004, a privy counsellor. On 14 October 2016 he left the party in order to support the Welsh Government and now sits as an independent in the Welsh Assembly. In November 2017, he joined the Welsh Government. He is the Deputy Minister for Culture, Sport and Tourism. As Deputy Minister he does not have a seat at the Cabinet.

Elin Jones Welsh politician and AM

Elin Jones MS, is a Welsh politician, born in Lampeter, who has represented Ceredigion for Plaid Cymru as a Member of the Senedd since 1999, and has been the Llywydd since 2016.

A committee of the whole is a meeting of a deliberative assembly according to modified procedural rules based on those of a committee. The committee includes all members of the assembly, except that some officers may be replaced. As with other committees, the activities of a committee of the whole are limited to considering and making recommendations on matters that the assembly has referred to it; it cannot take up other matters or vote directly on the assembly's business. The purpose of a committee of the whole is to relax the usual limits on debate, allowing a more open exchange of views without the urgency of a final vote. Debates in a committee of the whole may be recorded but are often excluded from the assembly's minutes. After debating, the committee submits its conclusions to the assembly and business continues according to the normal rules.

Welsh law Primary and secondary legislation generated by the National Assembly for Wales

Welsh law is the primary and secondary legislation generated by the Senedd, using devolved authority granted in the Government of Wales Act 2006 and in effect since May 2007. Each piece of Welsh legislation is known as an Act of the Senedd. The first Welsh legislation to be proposed was the NHS Redress (Wales) Measure 2008. This was the first time in almost 500 years that Wales has had its own laws, since Cyfraith Hywel, a version of Celtic law, was abolished and replaced by English law through the Laws in Wales Acts, enacted between 1535 and 1542 during the reign of King Henry VIII.

Senedd Commission corporate body for the National Assembly for Wales

The Senedd Commission is the corporate body for the Senedd. The Commission is responsible for ensuring the property, staff and services are provided for the Senedd. The Commission consists of the Presiding Officer and four Members from different political parties, who each have different portfolios of work. The Commission is supported by staff in the Commission and Support Service. Prior to 2020, the body was known as the National Assembly for Wales Commission.

The President of the New South Wales Legislative Council is the presiding officer of the upper house of the Parliament of New South Wales, the Legislative Council. The presiding officer of the lower house is the speaker of the Legislative Assembly. The role of President has generally been a partisan office, filled by the governing party of the time. As of May 2017 the president is John Ajaka.

In Wales, an Act of Senedd Cymru is primary legislation that can be made by Senedd Cymru under part 4 of the Government of Wales Act 2006. Prior to 6 May 2020 any legislation was formally known as Act of the National Assembly for Wales or informally, an Act of the Assembly).
