Reva Khetrapal (born 23 September 1952) is the current Lokayukta (ombudsman) for the National Capital Territory of Delhi,India,and a former judge of the Delhi High Court. [1] [2]
Khetrapal was born in Shimla,Himachal Pradesh,and was educated in Delhi. She earned a B.A. in history from Miranda House,and an LL.B. from the University of Delhi's Faculty of Law. [2]
Khetrapal enrolled with the Bar Council of Delhi in 1975,and practiced law until 1991. In addition to private clients,she represented the Delhi Government as a counsel. She was appointed to the judiciary in 1991,becoming an Additional District and Sessions Judge in Delhi. [3] In 1994,she was appointed as a Special Judge dealing with cases prosecuted under the Narcotic Drugs and Psychotropic Substances Act. [3] In 1994,she served as secretary to the Press Council of India. [2]
Khetrapal was appointed to the Delhi High Court as an additional judge on 28 February 2006,and was later made a permanent judge. She retired from the court on 22 September 2014. [2]
During her career as a judge of the Delhi High Court,Khetrapal adjudicated in a number of significant cases. In 2008,she ruled that an Indian film, Hari Puttar:A Comedy of Terrors, did not infringe on the copyright of the Harry Potter film franchise,holding that the differences between the two were evident. [4] [5] Along with Judge M. K. Sharma,she also dismissed a plea from the Government of India to prevent the removal of illegal constructions in and around Ministers' residences,ordering them to be demolished. [6] In 2010,she became one of several judges from the High Courts in Delhi,Kerala,and Madras to voluntarily disclose details of their assets on the website of the Delhi High Court,in a bid to improve transparency and fight corruption. [7] In 2012,Khetrapal adjudicated in a case concerning an extended strike by pilots of Air India,India's flagship airline,urging both parties to arrive at an amicable resolution. [8] The strike was eventually declared illegal,and the pilots ordered to return to work. [9] [10]
In 2009,she granted bail to BJP politician Varun Gandhi in a case filed against him for making provocative speeches concerning religion,while the Bharatiya Janata Party disassociated themselves with him. [11] In 2016,along with Judge Pratibha Rani,she upheld the sentence of the death penalty to the four adult convicts in the 2012 Delhi gangrape and murder case. [12] Their order was affirmed by the Indian Supreme Court,and was carried out in 2020. [13] [14]
While a High Court judge,Khetrapal was instrumental in establishing a scheme to provide financial aid for children whose parents are incarcerated. She also served as the Chairperson of the Delhi International Arbitration Center. [15]
On 18 December 2015,Khetrapal was appointed as the Lokayukta (ombudsman) of Delhi, [3] after being nominated for the position by a panel of judges from the Delhi High Court,and then appointed by the President of India,Pranab Mukherjee. Her term of office is for five years. [1] [16]
In 2019,Khetrapal,as Lokayukta,issued a notice to all members of the Delhi Legislative Assembly for failing to disclose their assets. In response,the Speaker of the Delhi Legislative Assembly stated that legislators are not legally required to make such disclosures. [17] She is also conducting ongoing proceedings into a complaint regarding corruption,filed by Delhi BJP leader Manoj Tiwari against Aam Aadmi Party ministers Manish Sisodia and Satyender Jain. [18]
Arvind Kejriwal is an Indian politician,activist and former bureaucrat,who served as the 7th Chief Minister of Delhi. He was the chief minister from 2013 to 2014 and from 2015 to 2024. He is also the national convener of the Aam Aadmi Party (AAP) since 2012. He has represented the New Delhi constituency in the Delhi Legislative Assembly since 2015 and from 2013 to 2014.
The Lokayukta is the Indian Parliamentary Ombudsman,executed into power,through and for,each of the State Governments of India. It is brought into effect in a state after passing the Lokayukta Act in the respective state legislature,and a person of reputable background is nominated for the post. The post was created to quickly address the working of the government or its administration. Once appointed,Lokayukta cannot be dismissed or transferred by the government,and can only be removed by passing an impeachment motion by the state assembly.

Manish Sisodia is an Indian politician,journalist and former social activist who served as the first Deputy Chief Minister of Delhi from 2015 to 2023. He represents the Patparganj constituency in Delhi Legislative Assembly since 2015 and had also represented the constituency from 2013 to 2014. He is one of the founding members of the Aam Aadmi Party (AAP) and a member of its National Executive Committee.
Ranjana Prakash Desai is a former judge of the Supreme Court of India and the head of the Delimitation Commission of India. She was previously a public prosecutor for the State of Maharashtra,and served as a judge on the Bombay High Court before her appointment from the Supreme Court. Following her retirement from the Supreme Court,Desai was the chairperson of the Indian Appellate Tribunal for Electricity.
Sanjay Singh is an Indian politician,activist,national spokesman for Aam Aadmi Party,a member of the Rajya Sabha from Delhi. He was convicted in a 2001 protest case and was later given bail. In October 2023,he was arrested by Enforcement Directorate on allegations of bribery and liquor scam. After 6 months of custody,he was released on bail by Supreme Court. The court castigated the police that nothing was recovered. He was the first to be bailed out,out of several AAP leaders who were arrested,such as Satyendra Jain,Manish Sisodia and Arvind Kejriwal. The order became a case study in legal circles on how the court evaded directly ruling against the central government.
Satyendar Kumar Jain is an Indian politician who is member of the Aam Aadmi Party (AAP) and a former Cabinet Minister in the Government of Delhi led by Arvind Kejriwal. Jain is an architect by profession. He was arrested by the Enforcement Directorate in May 2022 and has been his custody since on allegations of money laundering,9 months after which he submitted his resignation for the portfolios he held as a minister. He has spent more than 2 years in jail without bail or a trial or conviction.
Atishi Marlena Singh,,is an Indian politician who is currently serving as the 8th Chief Minister of Delhi since 21 September 2024,after the resignation of Arvind Kejriwal. She belongs to the Aam Aadmi Party and is a member of its Political Affairs Committee,the governing body of the party. Prior to her appointment as the chief minister,she also served as the Minister of Education,P.W.D,Culture and Tourism in the Delhi Government. Previously,she served as advisor to the former Deputy Chief Minister of Delhi,Manish Sisodia,primarily on education,from July 2015 to 17 April 2018. Atishi is one of only two women currently serving as a chief minister in India,along with Mamata Banerjee of West Bengal.
Uttar Pradesh Lokayukta and Uplokayukta is an anti-corruption ombudsman in the Indian state of Uttar Pradesh. The position of the Lokayukta was established under the Lokayukta Act of 1975. The Lokayukta is from a non-political background and functions as a statutory authority probing into cases primarily related to corruption,government mismanagement,or abuse of power by public servants or ministers. Though the Lokayukta lacks wide investigatory powers,it has caught public attention by investigating high-profile cases.

Pratibha Rani is a former judge of the Delhi High Court,in Delhi,India. She gained public attention after writing several controversial judicial orders,including an granting bail to political activist Kanhaiya Kumar,in which she quoted Bollywood song lyrics and described surgical procedures to caution him,and another order describing the offence of rape as a "weapon for vengeance and personal vendetta". She has also written several significant judgments,including the reaffirmation of death penalty to the convicts of the 2012 Delhi gang-rape and murder,and the reduction of sentences and grant of bail to convicted offenders of child sexual abuse on the grounds that the child victim may have consented to the abuse.
Telangana Lokayukta is the parliamentary ombudsman formed by the erstwhile of Andhra Pradesh under the Andhra Pradesh Lokayukta and Upa-Lokayuktas Act,83 and adapted by Telangana after getting bifurcated from Andhra Pradesh. The institution was designed to as a high level statutory functionary for the state of Telangana for addressing the public complaints against the state government officials and its administration and is independent of the governing political and public administration. The Act became Law from 1 November 1983. The passage of Lokpal and Lokayukta's Act,2013 in Parliament had become law from 16 January 2014 and had mandated every state in India to appoint its Lokayukta within a year of its passing. The mission of the Institution of Lokayukta is to eradicate the evil of corruption,favouritism,abuse of position and Power among the public functionaries and improve efficiency and to create cleaner image of the top public functionaries and promote fairness and honesty.
Delhi Lokayukta is a high level statutory functionary formed by the Government of Delhi under the Delhi Lokayukta and Upa-Lokayuktas Act,1995. The position acts as the parliamentary ombudsman for the Union Territory of Delhi. The act is aimed to increase efficiency in the standard of services in Public offices through immediate investigation of grievances against ministers,legislators and other public servants and officials serving in Government offices,by any member of public through their timely investigation. The passage of Lokpal and Lokayukta's Act,2013 in Parliament had become law from 16 January 2014 and requires each state to appoint its Lokayukta within a year. The Delhi Liquor Scam is an alleged political scandal concerning the Delhi Government,which paved its way through the introduction of Delhi's Excise Policy from 2021 to 2022. This policy brought in private firms and enterprise companies into the retail liquor sectors. The allegations involve favouring the owners and shareholders of private sectors,waivers and reduction of license fee and creation of numerous licenses to all the new incoming enterprises,and bribery. The Excise policy 2021–22 created by the ruling Aam Aadmi Party (AAP),projected it as a reform in the excise and retail liquor sector,thereby boosting the revenue by Rs 9,500 crores. This policy mainly focused on moving out the retail sector,and making way to large private sectors and firms. The policy was structured by a group of ministers from the cabinet,and the draft was approved and accepted by the government in March 2021.
