Satyendar Kumar Jain is an Indian politician who is member of the Aam Aadmi Party (AAP) and a former Cabinet Minister in the Government of Delhi led by Arvind Kejriwal. [1] Jain is an architect by profession. [2] He was arrested by the Enforcement Directorate in May 2022 and has been his custody since on allegations of money laundering,9 months after which he submitted his resignation for the portfolios he held as a minister. [3] He has spent more than 2 years in jail without bail or a trial or conviction. [4]
His portfolios included Health and Family Welfare,Industries,Home,Power,Water,Urban Development and Irrigation &Flood Control. [1] He served three terms as the Delhi Health Minister. In his first tenure he served as Health &Family welfare,Gurudwara Elections and Industries Minister from 28 December 2013 to 14 February 2014 and,In his Second tenure he served as Health &Family Welfare,Industries,Home,PWD,Power,Water,Transport,Urban Development and Irrigation &Flood Control from 14 February to 13 February 2020 in the previous AAP Governments. Satyendra Jain was born in Village Kirthal,District Baghpat,Uttar Pradesh. He did his schooling from Ramjas School,No.2,Delhi and completed Graduation in Architecture from the Indian Institute of Architects. [6]
Jain began his foray into politics after becoming involved with Anna Hazare's movement against corruption. [7]
Prior to his involvement with politics Jain worked at the Central Public Works Department (CPWD),later quitting the job to set up an architectural consultancy firm. [5] Jain has also been involved in work with social welfare organizations;he has been involved with Drishti,an organization working to help the visually impaired and SPARSH,an organization dedicated to the empowerment and welfare of the physically and mentally challenged. He served as Health &Family Welfare,Industries,Home,PWD,Power,Water,Urban Development and Irrigation &flood control. [1]
Jain was arrested by Enforcement Directorate on 31 May 2022 for allegations of money laundering. [8]
In his first tenure as the Member of Legislative Assembly from Shakur Basti Assembly constituency,he served as Health &Family welfare,Gurudwara Elections and Industries Minister,in the First Kejriwal ministry from 28 December 2013 to 14 February 2014.
He is also said to be a close aide of Arvind Kejriwal. [7] [9] [10]
In his second term as MLA after winning the 2015 Assembly elections,he served in the Second Kejriwal ministry as Health &Family Welfare,Industries,Home,PWD,Power,Water,Transport,Urban Development and Irrigation &Flood control from 14 February to 13 February 2020.
In 2017,rebel MLA Kapil Mishra left AAP and joined BJP,he made accusations of bribery on Jain. In May 2017 Jain sued Mishra for criminal defamation. Kapil Mishra apologized for his accusations and defamation lawsuit was withdrawn. Later a lawyer used the accusation made by Mishra to file a complaint with the Delhi lokayukta for investigation,no evidence was submitted by the complainant. After the investigation,the Delhi Lokayukta did not find any evidence to support the accusations of bribery and fined the complainant a sum of ₹50,000. [11]
Jain was re-elected for the third time in a row from Shakur Basti Assembly Constituency with a margin of 7,592 votes in the 2020 Assembly elections. He is currently in his third term as Delhi Health Minister in the Third Kejriwal ministry. He is presently serving as Minister of Health &Family Welfare,Industries,Home,PWD,Power,Water,Urban Development and Irrigation &flood control,Government of NCT of Delhi. [6]
In 2022,Jain was appointed in charge of the Assembly election in Himachal Pradesh. [12]
Jain has been accused by the Enforcement Directorate of money laundering after CBI filed a case in 2017. Jain was questioned in 2018 after which there was no major progress in the case. [12]
In early 2022,AAP leader Arvind Kejriwal stated that he had information from sources that government agencies were planning to arrest Jain just before the 2022 Punjab Legislative Assembly election. AAP won the Punjab elections. Jain had stated,"They (ED) are welcome to come whenever they want. Even before this,they have raided me twice but all has been in vain. This is all politics and they did it during the last Punjab elections also. ED,CBI all are welcome. I am ready,if they want to arrest me,they can arrest me." In May 2022,ED arrested him in the 2017 case. Delhi deputy chief minister Manish Sisodia condemned the arrest and called it a fake case. [12]
On 10 October 2022,the Delhi High Court closed all ongoing legal proceedings against Satyendar Jain under the Benami Transaction (Prohibition) Amendment Act. The decision was made after Jain appealed for the same in the High Court in 2017. The said transactions were made between 2011 and March 2016. The laws under which Jain was charged came into effect in November 2016,so they did not apply in his case. [13] [14]
He is a cabinet minister in the Third Kejriwal ministry and holds the charge of below listed departments of the Government of Delhi.
Jain lived with his family in Saraswati Vihar in North West Delhi,and now lives in a government bungalow in Civil lines. His father was a retired teacher who moved to Delhi after Jain's birth from his hometown Kirthal in Baghpat tehsil,in the state of Uttar Pradesh. [7]
On 17 June 2020,Jain tested positive for COVID-19. [15]
In June 2020,all Jain's departments were temporarily taken over by the Deputy C.M. Manish Sisodia,citing his health issues as he himself was battling the COVID-19 virus. However,Jain retained the status of a minister without any department.[ citation needed ]
Earlier,Jain travelled from one hospital to another and was keeping a close look on the circumstances and developments in the hospitals while treating COVID patients.[ citation needed ]
On 20 June 2020,he was administered plasma therapy at the hospital in Saket,and on 24 June it was reported that his condition had improved considerably. On 2 May 2021,his father died due to COVID-19. [16]

The Bharatiya Janata Yuva Morcha (BJYM) is the youth wing of the Bharatiya Janata Party (BJP), one of the two major political parties in India, and formerly the youth wing of the dissolved Janata Party (1978-1980). It was founded in 1978, and its first national president was Kalraj Mishra. It is the second largest political youth organization in the world after Congress's youth organisation.
Arvind Kejriwal is an Indian politician, activist and former bureaucrat, who served as the 7th Chief Minister of Delhi. He was the chief minister from 2013 to 2014 and from 2015 to 2024. Sanjay Singh is an Indian politician, activist, national spokesman for Aam Aadmi Party, a member of the Rajya Sabha from Delhi. He was convicted in a 2001 protest case and was later given bail. In October 2023, he was arrested by Enforcement Directorate on allegations of bribery and liquor scam. After 6 months of custody, he was released on bail by Supreme Court. The court castigated the police that nothing was recovered. He was the first to be bailed out, out of several AAP leaders who were arrested, such as Satyendra Jain, Manish Sisodia and Arvind Kejriwal. The order became a case study in legal circles on how the court evaded directly ruling against the central government.

Atishi Marlena Singh, , is an Indian politician who is currently serving as the 8th Chief Minister of Delhi since 21 September 2024, after the resignation of Arvind Kejriwal. She belongs to the Aam Aadmi Party and is a member of its Political Affairs Committee, the governing body of the party. Prior to her appointment as the chief minister, she also served as the Minister of Education, P.W.D, Culture and Tourism in the Delhi Government. Previously, she served as advisor to the former Deputy Chief Minister of Delhi, Manish Sisodia, primarily on education, from July 2015 to 17 April 2018. Atishi is one of only two women currently serving as a chief minister in India, along with Mamata Banerjee of West Bengal.
Government of NCT of Delhi versus Union of India & Another [C. A. No. 2357 of 2017] is a civil appeal heard before the Supreme Court of India by a five-judge constitution bench of the court. The case was filed as an appeal to an August 2016 verdict of the Delhi High Court that ruled that the lieutenant governor of Delhi exercised "complete control of all matters regarding National Capital Territory (NCT) of Delhi", and was heard by the Supreme Court in November and December 2017.

Aam Aadmi Party Delhi or AAP Delhi is a state wing of Aam Aadmi Party. AAP became a state party in Delhi in 2013. The party contested its first election in Delhi in 2013 and was successful in winning 28 seats in a hung assembly. It got outside support from Indian National Congress and Arvind Kejriwal became the Chief Minister of Delhi but he resigned after 49 days due to differences with INC. In the following 2015 elections, AAP won 67 of the 70 seats in the assembly, limiting BJP at just 3 seats and INC with none and Kejriwal was sworn in as the Chief Minister of Delhi. AAP formed the government again in the subsequent 2020 Delhi Legislative Assembly election, winning 62 seats.
On 30 March 2022, the official residence of Arvind Kejriwal, Chief Minister of Delhi, was allegedly attacked by members of the Bharatiya Janata Party (BJP). Deputy chief minister Manish Sisodia called the incident a conspiracy to murder Kejriwal. Tejasvi Surya, the national president of Bharatiya Janata Yuva Morcha and a member of the Lok Sabha, had led a protest against Arvind Kejriwal with around 200 BJYM members. Several protesters were seen in CCTV footage breaking barriers in front of Kejriwal's residence and daubing red paint on the main gate. According to Delhi Police officials, the attackers also damaged a CCTV camera. Kejriwal's party, the Aam Aadmi Party (AAP), stated that he was not in the house at the time of the attack, but members of his family were present.
The Delhi Liquor Scam is a political scandal concerning the Delhi Government, which paved its way through the introduction of Delhi's Excise Policy from 2021 to 2022. This policy brought in private firms and enterprise companies into the retail liquor sectors. The allegations involve favouring the owners and shareholders of private sectors, waivers and reduction of license fee and creation of numerous licenses to all the new incoming enterprises, and bribery. The Excise policy 2021–22 created by the ruling Aam Aadmi Party (AAP), projected it as a reform in the excise and retail liquor sector, thereby boosting the revenue by Rs 9,500 crores. This policy mainly focused on moving out the retail sector, and making way to large private sectors and firms. The policy was structured by a group of ministers from the cabinet, and the draft was approved and accepted by the government in March 2021.
Arvind Kejriwal, the chief minister of Delhi, India, was arrested on 21 March 2024 around 09:00 pm IST after not responding to nine summons from the Enforcement Directorate (ED) in connection with the Delhi liquor scam, becoming the first sitting chief minister in Indian history to be arrested. He was given interim bail by the Supreme Court of India from 10 May 2024 to 1 June 2024 to campaign for 2024 Indian general election. Kejriwal surrendered at the Tihar Jail on 2 June 2024 after the expiration of this bail. A Delhi trial court granted bail to Kejriwal on 20 June, which was stayed by the Delhi High Court on 21 June before he could be released. Kejriwal was questioned for three days and arrested on 26 June 2024 by Central Bureau of Investigation (CBI) from Tihar Jail and subsequently was sent to judicial custody till 12 July. The Supreme Court granted interim bail to Kejriwal in money laundering case related to the alleged excise policy scam on 12 July 2024, but he remained in Tihar Jail as he was also arrested by CBI in corruption case related to the alleged liquor policy scam. The Supreme Court granted bail to Kejriwal on 13 September 2024 in the CBI corruption case after serving more than five months in prison.
