Anil Baijal is a retired Indian Administrative Service (IAS) officer and served as the 21st Lieutenant Governor of Delhi. He took over office on 31 December 2016 after the sudden resignation of Najeeb Jung. He resigned from the post of Lieutenant Governor and sent his resignation letter to President of India on 18 May 2022 as his term was over. [1] [2] [3] [4]
Baijal holds a master's degree in arts from the University of Allahabad and a master's degree in development economics from the University of East Anglia. [5]
Baijal is a 1969 batch IAS officer from the AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territory) cadre. He has served as Union Home Secretary under the Atal Bihari Vajpayee government. During his tenure as Union Home Secretary,he removed Kiran Bedi from her post as the head of jails accusing her of breaking every clause in the jail manual. He has also served as the Chairman of Delhi Development Authority;Chief Secretary of Andaman &Nicobar Islands;additional Home Secretary in the Ministry of Information and Broadcasting;MD of Indian Airlines;CEO of Prasar Bharati;Development Commissioner of Goa;Commissioner (Sales Tax and Excise) of Delhi;Councilor in Charge of India Aid Mission in Nepal. He was responsible for the introduction of DD Bharti. [5] [6] [7]
He retired from service in 2006 as Secretary of the Urban Development Ministry. After retirement,he was actively associated with the planning and implementation of ₹60,000 crore Jawaharlal Nehru National Urban Renewal Mission (JNNURM) launched by the Manmohan Singh government. He served as President of the National Institute of Urban Affairs (2012-2014). He has also served on the executive council of the Vivekananda International Foundation think-tank and multiple corporate boards including IDFC bank. [1] [2] [7] [8] He has also served as an advisor,on the National e-Governance Advisory Group (NAG);Advisory Group for Integrated Development of Power,Coal,and Renewable Energy;Committee on implementation of Corporate Social Responsibility in the current Narendra Modi government. On 6 August 2022,Deputy Chief Minister of Delhi Manish Sisodia accused Anil Baijal of corruption. Sisodia said that he has written to the Central Bureau of Investigation (CBI) for a probe into Baijal's decision to open liquor shops in unauthorised colonies. He added that the sudden change in the decision caused losses worth thousands of crores of rupees to the Delhi Government. [12]
The Indian Administrative Service (IAS) is the administrative arm of the All India Services of Government of India. The IAS is one of the three All India Services along with the Indian Police Service and Indian Forest Service. Members of these three services serve the Government of India as well as the individual states. IAS officers are also deployed to various government establishments such as constitutional bodies,staff and line agencies,auxiliary bodies,public sector undertakings,regulatory bodies,statutory bodies and autonomous bodies.

He was awarded India's second highest civilian honour the Padma Vibhushan for civil service in 2007.
Najeeb Jung is a retired Indian Administrative Service officer who served as the 20th Lieutenant Governor of Delhi from July 2013 to December 2016. He previously served as the 13th Vice-Chancellor of the Jamia Millia Islamia from 2009 to 2013.
Manish Sisodia is an Indian politician,journalist and former social activist who served as the first Deputy Chief Minister of Delhi from 2015 to 2023. He is currently imprisoned over allegations of corruption. He represents the Patparganj constituency in Delhi Legislative Assembly since 2015 and had also represented the constituency from 2013 to 2014. He has been in custody since February 2023 on corruption charges in a major Delhi liquor scam. He is one of the founding members of the Aam Aadmi Party (AAP) and a member of its National Executive Committee.
Sanjay Singh is an Indian politician who has served as a member of the Rajya Sabha from Delhi since 2018. He is the national spokesperson for the Aam Aadmi Party and the state-in-charge for Uttar Pradesh,Odisha and Rajasthan. Singh has been a senior leader of the party since its inception in November 2012 and is a member of the party's foremost decision-making body,the Political Affairs Committee (PAC).

Hasmukh Adhia,IAS is an Indian Banker and a civil servant. He is one of the key persons behind the architecture and roll-out of the Goods and Services Tax &Demonetization scheme announced in 2016. He is an Indian Administrative Service (IAS) officer of the 1981 Gujarat cadre batch who served as Finance Secretary and Revenue Secretary of State. He previously served in several capacities for the Indian and Gujarat governments,including as Financial Services Secretary. He is the present Chairman of Standing Committee of Pandit Deendayal Energy University,Gandhinagar and Non-Executive Chairman of Bank of Baroda. A week after the government nominated him chairman of state-owned Bank of Baroda,he was appointed as the Chancellor of Central University of Gujarat.
Shakuntala Doley Gamlin is a 1984-batch Arunachal Pradesh-Goa-Mizoram-Union Territories (AGMUT) cadre IAS officer. She served as Secretary,Dept. of Empowerment of Person With Disabilities,Govt. of India. She also served as Chief Secretary of Arunachal Pradesh. She is the first lady IAS from North East to reach a Secretary level post in central ministry. She is the first female IAS officer from Mishing tribe of Assam.

Radha Krishna Mathur is a retired Indian IAS officer and Indian bureaucrat,who served as the 1st Lieutenant Governor of Ladakh from 2019 to 2023. He retired as the Chief Information Commissioner of India (CIC) in November 2018. Mathur had retired as the India's Defence Secretary,two years after being appointed to the post on 25 May 2013. He was also the Defence Production Secretary of India,Micro,Small and Medium Enterprises Secretary of India and the Chief Secretary of Tripura.
Government of NCT of Delhi versus Union of India & Another [C. A. No. 2357 of 2017] is a civil appeal heard before the Supreme Court of India by a five-judge constitution bench of the court. The case was filed as an appeal to an August 2016 verdict of the Delhi High Court that ruled that the lieutenant governor of Delhi exercised "complete control of all matters regarding National Capital Territory (NCT) of Delhi",and was heard by the Supreme Court in November and December 2017.

Kewal Kumar Sharma is a 1983-batch retired Indian Administrative Service (IAS) officer of Arunachal Pradesh,Goa,Mizoram and Union Territories (AGMUT) cadre. In November 2018,he was appointed as advisor to the governor of Jammu and Kashmir,Satya Pal Malik. Following the creation of the union territory of Jammu and Kashmir,he was appointed advisor to lieutenant governors Girish Chandra Murmu and Manoj Sinha. In February 2020,he was appointed as the chairperson of the JK Board of Technical Education. On October 30,2020 he resigned as advisor to the lieutenant governor and was appointed election commissioner of the union territory. Sharma has also served as advisor to the administrator od Chandigarh,chief secretary of Goa and Delhi after which he moved to the Union HRD Ministry where he served as Secretary Higher Education,Govt. of India.
B.V.R Subramaniyam is a retired 1988-batch Chhattisgarh cadre Indian Administrative Service (IAS) officer who was empaneled as a secretary in the central government and is experienced with conflict zone administration. He is former Principal Secretary Finance department of the Union Territory of Jammu and Kashmir. He has previously served in the Prime Minister’s Office (PMO) under both Manmohan Singh and Narendra Modi. He has been instrumental in containing insurgency in Chhattisgarh in the 2010s. In February 2023,he has taken charge as 4th CEO of NITI Aayog.
Vinai Kumar Saxena is an Indian former business executive and environmentalist,who is currently serving as the 22nd Lieutenant Governor of Delhi since 2022. He previously served as chairman of the Khadi and Village Industries Commission (KVIC).
The Delhi Liquor Scam is a political scandal concerning the Delhi Government,which paved its way through the introduction of Delhi's Excise Policy from 2021 to 2022. This policy brought in private firms and enterprise companies into the retail liquor sectors. The allegations involve favouring the owners and shareholders of private sectors,waivers and reduction of license fee and creation of numerous licenses to all the new incoming enterprises,and bribery. The Excise policy 2021–22 created by the ruling Aam Aadmi Party (AAP),projected it as a reform in the excise and retail liquor sector,thereby boosting the revenue by Rs 9,500 crores. This policy mainly focused on moving out the retail sector,and making way to large private sectors and firms. The policy was structured by a group of ministers from the cabinet,and the draft was approved and accepted by the government in March 2021.
