Ashwini Bhide is an Indian Administrative Service (IAS) officer,predominantly known for her work on the Aqua Line or popularly known as Line 3 of the Mumbai Metro. She served as Managing Director of Mumbai Metro Rail Corporation (MMRCL),which is a joint venture of the Government of India and Government of Maharashtra since its inception,i.e. 2015 until 2020. [3] [4]
In January 2020,she along with 20 others IAS officers from Maharashtra state were transferred by the newly formed coalition government led by Uddhav Thackeray. [5] Prior to the new government coming in force,Aaditya Thackeray,whose party Shiv Sena was a member of the earlier Devendra Fadnavis-led government in the state,had demanded the transfer of Bhide citing differences in interest on construction of metro car shed at Aarey Milk Colony. [6]
Ashwini Bhide was named 'Woman Leader of the Year - Governance' at the ETPrime Women Leadership Awards in 2023. [7]
Bhide started her career as the assistant collector of the Kolhapur district from 1997 to 1999. Following this,she was posted as the chief executive officer (CEO) of the Sindhudurg district from 1999 to 2000 following which she was transferred to the Nagpur district. [2]
Bhide was appointed the chief executive officer (CEO) of the Nagpur Zilla Parishad between 2000 and 2003 where she built 434 dams across 310 villages at a cost of ₹300,000 to bring 7,000 hectares of land under irrigation. [8] Between 2004 and 2008,she was appointed as deputy secretary to the Governor of Maharashtra following which she was appointed as Additional Metropolitan Commissioner at the Mumbai Metropolitan Region Development Authority (MMRDA). [9] She also served as School Education and Sports Secretary and was instrumental in bringing the Systematic Administrative Reforms for Achieving Learning by Students (SARAL) database online. [10]
During her tenure at the MMRDA,she was seen as the driving force for several big ticket projects including the Eastern Freeway, [11] Sahar Elevated Access Road, [12] Mithi river cleanup which involved rehabilitation of over 4000 affected projected affected people, [13] the Mumbai Monorail [14] and the first line [15] of the Mumbai Metro. [16] [9] Her work in the rehabilitation of 5,000 people across the city for various infrastructure projects has been considered a case study. [17]
In March 2020,Bhide,who was till then not assigned a role post her exit from the MMRC,was deputed to the Municipal Corporation of Greater Mumbai (MCGM) taskforce as an Additional Municipal Commissioner to combat the ongoing COVID-19 pandemic in Maharashtra. [18] Bhide has been tasked with overseeing the Corporation's contact tracing efforts as well as to monitor the control room and provide assistance to hospitals. [19]
Bhide was appointed as the managing director of MMRC in 2015.

Aarey Milk Colony is within Sanjay Gandhi National Park (SGNP). Of which 25.6% are classified as mixed moist deciduous type forest. It acts as a buffer between SGNP and the city,being one of the few green spaces left in Mumbai. On 3 September 2020,the Maharashtra government declared one fifth of the Aarey Colony,an area of approximately 600 acres,as a reserved forest.
The Bandra Kurla Complex is a Central business district in the city of Mumbai,India. It is a prominent upscale commercial hub which commands some of the highest property rates in the country. According to MMRDA,the complex is the first of a series of "growth centres" created to "arrest further concentration" of offices and commercial activities in eastern parts of Mumbai. It has aided to decongest the CBD in South Mumbai while seeding new areas of planned commercial real estate in the metropolitan region.

The Mumbai Trans Harbour Link,officially named as Atal Bihari Vajpayee Sewri–Nhava Sheva Atal Setu and colloquially known as Atal Setu,is a 21.8 km (13.5 mi) 6-lane grade separated expressway bridge,which connects Mumbai with Navi Mumbai,its satellite city. It is the longest sea bridge in India,and the world's 12th longest sea bridge. The bridge begins in Sewri,South Mumbai,crosses Thane Creek north of Elephanta Island,and terminates at Chirle near Nhava Sheva in Uran taluka,Navi Mumbai. The road is linked to the Mumbai–Pune Expressway in the east and to the Coastal Road in the west. The 6-lane highway is 27 meters in width,in addition to two emergency exit lanes,two edge strips,parallel crash barriers and noise barriers on both sides. The project costs a total of ₹17,843 crore (US$2.1 billion). The bridge has a capacity to handle 70,000 vehicles per day. Construction on the bridge began in April 2018,and was inaugurated by Prime Minister Narendra Modi on 12 January 2024.

Line 1 (Blue Line) of the Mumbai Metro is a rapid transit metro line in the city of Mumbai,Maharashtra,India. The 11.40 km (7.08 mi) line is fully elevated and consists of 12 stations from Versova to Ghatkopar. The line connects the eastern and western suburbs of Mumbai. It was built at an estimated cost of ₹4,321 crore (US$520 million) and is operated by the Metro One Operation Pvt Ltd (MOOPL) on a 5-year contract. This special purpose vehicle,namely,Mumbai Metro One Private Limited (Mumbai Metro 1) was incorporated for the implementation of the project. Reliance Infrastructure holds 69% of the equity share capital of MMOPL,26% is with Mumbai Metropolitan Region Development Authority (MMRDA),and the remaining 5% stake with Veolia Transport.
The Mumbai Metropolitan Region Development Authority (MMRDA) is a body of the Government of Maharashtra that is responsible for preparation of Regional Plan for MMR and the infrastructure development of the Mumbai Metropolitan Region. The MMRDA was created on 26 January 1975 under the Mumbai Metropolitan Region Development Authority Act,1974 Government of Maharashtra. The agency is responsible for planning and coordination of development activities in the Region.

When completed,the 33.5 km (20.8 mi) long line will be the first underground metro line in Mumbai,with 27 underground stations and one at-grade station. The line will run from Navy Nagar in the far-south of Mumbai to Aarey Depot in the north-centre,and will include connections to other metro lines,monorail,suburban rail,inter-city rail,and Mumbai's International Airport. Line 3 is expected to reduce road congestion as well as the load on the Western Line between Bandra and Churchgate.
Line 2 (Yellow Line) of the Mumbai Metro is a rapid transit metro line in the city of Mumbai,Maharashtra,India. The line connects Dahisar in the northwest with Mandale in Mankhurd via Andheri,BKC and Chembur in the east. Phase One of Line 2A was partially opened on 2 April 2022 from Dahisar East to Dahanukarwadi.
Line 7 (Red Line) of the Mumbai Metro is a rapid transit metro line in the city of Mumbai,Maharashtra,India. When completed,the 30.08 km (18.69 mi) line will connect Bhayander with the Chhatrapati Shivaji Maharaj International Airport with 24 stations. The line is mostly elevated except for the 2.49 km (1.55 mi) underground twin tunnels at its southern terminus.

Manik Govind Bhide was an Indian Hindustani classical music vocalist from Kolhapur and based in Mumbai. She was known for being Kishori Amonkar's student and Ashwini Bhide-Deshpande's guru and mother. She was an exponent of the Jaipur-Atrauli gharana.
