Najeeb Jung (born 18 January 1951) is a retired Indian Administrative Service officer who served as the 20th Lieutenant Governor of Delhi from July 2013 to December 2016. He previously served as the 13th Vice-Chancellor of the Jamia Millia Islamia from 2009 to 2013. [1]
Najeeb Jung's grandparents served as the chief justice and chief engineer in the court of the last Nizam of Hyderabad. His great grandfather,Moulvi Samee Ullah Khan was one of the co-founders of the Aligarh Muslim University.
Jung was born and raised in Delhi,where he attended St. Columba's School,New Delhi. He then did his BA (Hons) and MA in History from St. Stephen's College,Delhi,University of Delhi. He later studied at the London School of Economics and was awarded Master of Science in Social Policy and Planning in Developing Countries from University of London.
Jung joined Indian Administrative Service in 1973 and was encadered into the Madhya Pradesh cadre. He served as Private Secretary to Madhavrao Scindia,Minister for Railways and had been Director in Government of India in the Ministry of Steel. He later served as Joint Secretary to Government of India in the Ministry of Petroleum and Natural Gas from year 1994 to 1999. [2] He resigned from the service in 1999. [3]
He later served as a Senior Energy Specialist at the Asian Development Bank,as Fellow at the Oxford Institute for Energy Studies,University of Oxford and as Director for Energy Research at the Observer Research Foundation,New Delhi. [4]
He has published several monographs and reports on the energy sector and is a regular contributor to national newspapers on education and social issues. [5] He was the Chairman of a Core Committee of Vice-Chancellors appointed by the Ministry of Human Resource Development (India) to examine various aspects of higher education,Chairman of a Committee to review the existing schemes for enhancing participation of minorities in higher education,Member of the Special Task Force set up by the Ministry of Home Affairs (India) to suggest developmental options for the Jammu region of the State of Jammu and Kashmir,Member of the Senate of the Indian Institute of Technology Kanpur,(IITK) and several other Committees at the national level. He quit the service in 1999 after his stint as joint secretary (exploration) in the Ministry of Petroleum and Natural Gas (India). [7] Jung played a crucial role in the privatization of ONGC's Panna-Mukta oilfield that went to a consortium of Reliance-ONGC and British Gas. Jung also had a stint in the Asian Development Bank. Later,he became director,energy research,in Reliance-run Observer Research Foundation. [4] In 2009 September,he became the Vice Chancellor of the Jamia Millia Islamia. [4] In October 2010 he endorsed the judgement of Allahabad High Court on Babri Masjid Ram Janmabhoomi suit. [8]
In July 2013,he became the Lieutenant Governor of Delhi,replacing another former IAS officer Tejendra Khanna. [9] Since taking office Jung had been involved in an ongoing jurisdictional dispute with Chief Minister Arvind Kejriwal,the head of the Delhi Legislative Assembly. Although Delhi is a union territory it has its own organic act,National Capital Territory of Delhi Act (1992),and its own legislature,the Chief Minister and the Lt. Governor have not been able to interpret the operating rules in the same way. [10] [11] In a surprise move,he submitted his resignation from the post on 22 December 2016. [12]

Jamia Millia Islamia is a public and research university located in New Delhi,India. Originally established at Aligarh,United Provinces during the British Empire in 1920,it moved to its current location in Okhla in 1935. It was given the deemed status by the University Grants Commission in 1962. Jamia Millia Islamia became a central university by an act of the Indian Parliament which was passed on 26 December 1988.

Mukhtar Ahmed Ansari was an Indian nationalist and political leader,and former president of the Indian National Congress and the Muslim League during the Indian Independence Movement. He was one of the founders of Jamia Millia Islamia University. He remained it's chancellor from 1928 to 1936.

Abdul Majeed Khwaja was an Indian lawyer,educationist,social reformer and freedom fighter from Aligarh. In 1920,he along with others founded Jamia Millia Islamia and later served its vice chancellor and chancellor.
Talat Ahmad is an Indian Earth Scientist,former Professor at the Department of Geology,University of Delhi and served as Indian National Science Academy (INSA) Senior Scientist. He served as Chairman of Governing body which oversees Wadia Institute of Himalayan Geology,Dehradun from 1 November 2021 onwards and served the office till 31 October 2027. Previously,he commenced his second stint as Vice-Chancellor of University of Kashmir on 6 August 2018 and served the office till 20 May 2022. Before that,he served as Vice Chancellor of Jamia Millia Islamia,he resigned from the post a few months short of his full term. He was shortlisted by a committee constituted by the governor to shortlist a panel for the post. He had earlier taken over as Vice-Chancellor of University of Kashmir from Professor Riyaz Punjabi on 1 June 2011 and served there until 2014. Prior to this,he was teaching Geology at the University of Delhi.

The Jamia Millia Islamia attack refers to the forceful entry by Delhi police into the Jamia Millia Islamia university during a confrontation with student protesters that started outside the campus on 15 December 2019. Hundreds of police officers forcefully entered the campus and detained more than a hundred students during the confrontation with the protesters. The police used batons and tear gas to disperse protesters. The police also entered the university library and washrooms and in the process of the violence ransacked parts of it. The visuals of students being dragged and assaulted by the police were telecast by news channels. About two hundred people were injured and were admitted to AIIMS and the Holy Family Hospital.
Khwaja Mohammed Shahid is an Indian career civil servant,academic and administrator who formerly served as Vice Chancellor of Maulana Azad National Urdu University and Registrar of Jamia Millia Islamia University. He was also an eminent visitor to the University Grants Commission.
Abdul Lateef Azmi was an Urdu litterateur and among the close associates of the founders of Jamia Millia Islamia. He joined Jamia Millia as a student of B.A. in 1936 and served the university over 50 years in various capacities. He was one of the longest serving editors of Jamia Millia's official magazine,Jamia. He died in Delhi on May 11,2002. In 1985,Maktaba Jamia,New Delhi,published a book Abdul Lateef Azmi Hayat-o-Khidmat. Several scholars contributed chapters in the book on various facets of Abdul Lateef Azmi and his life.
