Saint James East Central is a parliamentary constituency represented in the House of Representatives of the Jamaican Parliament. It elects one Member of Parliament by the first past the post system of election. The constituency was first contested in the 1976 general election. [3] [4] The current MP is the Hon. Edmund Bartlett of the Jamaica Labour Party who has been in office since 2002. [5]

The constituency covers the Rose Hall, Somerton and Spring Mount electoral divisions in St. James. [2] [3]

Demographics

According to the Jamaica Population Census of 2011, the number of persons living in the constituency was 36,689, while the number of registered voters was 24,826. [1] [6] As of the 2020 general election, the number of registered electors in the constituency was 29,852. This represents a 5.9% increase over the 28,178 voters registered for the 2016 general election. [2] [6]

There are five types of elections in the United Kingdom: elections to the House of Commons of the United Kingdom, elections to devolved parliaments and assemblies, local elections, mayoral elections, and Police and Crime Commissioner elections. Within each of those categories, there may also be by-elections. Elections are held on Election Day, which is conventionally a Thursday, and under the provisions of the Dissolution and Calling of Parliament Act 2022 the timing of general elections can be held at the discretion of the prime minister during any five-year period. All other types of elections are held after fixed periods, though early elections to the devolved assemblies and parliaments can occur in certain situations. The five electoral systems used are: the single member plurality system (first-past-the-post), the multi-member plurality, the single transferable vote, the additional member system, and the supplementary vote.

General elections were held in Jamaica on 25 February 2016. The elections were largely a contest between the governing People's National Party (PNP) and the opposition Jamaica Labour Party (JLP). The result was a narrow victory for the JLP, which won 32 of the 63 seats. One political commentator described the poll as "the closest election Jamaica has ever had".

General elections were held in Jamaica on Thursday, 3 September 2020 to elect 63 members of Parliament. As the constitution stipulates a five-year parliamentary term, the next elections were not expected until between 25 February and 10 June 2021. However, Prime Minister Andrew Holness called early elections to ensure a united response to the ongoing COVID-19 pandemic. On the advice of Holness, Governor General Patrick Allen dissolved Parliament on 13 August 2020.
