Cowley County is a county located in the U.S. state of Kansas. As of the 2010 census, the county population was 36,311. Its county seat is Winfield, and its most populous city is Arkansas City.

Salem Township covers an area of 25.65 square miles (66.4 km2) and contains no incorporated settlements. According to the USGS, it contains one cemetery, New Salem. The man-made Timber Creek Lake occupies the central portion of the township.
